Conducting the Ministry of Labor and Employment's (MOLE) Campaign Against Illegal Recruitment, Trafficking in Persons, and Irregular Migration (CAIRTIM) for MBHTE-TESD BARMM Basilan Provincial Office beneficiaries of the Bangsamoro Scholarship Program for TVET (BSP-TVET) graduates is a timely and critical protective measure. Held last September 1, 2026 at Sumisip Municipality Amphitheater, Buli-Buli, Sumisip.

Technical-vocational graduates naturally stand out as prime targets for both legitimate employers and predatory syndicates. Armed with newly acquired technical certifications (such as in automotive, electrical, welding), these skilled individuals often harbor strong aspirations to secure higher-paying jobs overseas or outside the region. Unfortunately, this ambition frequently makes them vulnerable to illegal recruiters and human traffickers who exploit their eagerness and lack of awareness regarding legal employment pathways.

Educating graduates before they actively enter the job market equips them to spot red flags, such as offers of employment via tourist visas, unverified overseas agents, or recruiters bypassing official processing channels.

The campaign reinforces the proper documentation required for overseas or domestic deployment, steering graduates toward accredited recruitment agencies regulated under frameworks like Bangsamoro Autonomy Act No. 9 and national laws.

Empowering Skilled Talent as Regional Assets: While international or external employment is an attractive option, pairing this campaign with awareness of local job portals (such as MOLE’s local placement initiatives) reminds graduates that their hard-earned skills are equally vital to building and strengthening the BARMM economy.

MOLE BARMM Basilan Field Office attended the graduation ceremony for the Bangsamoro Scholarship Program for Technical-Vocational Education and Training (BSP-TVET) is a significant milestone—both for the individual graduates stepping into new economic opportunities and for the broader community development in Basilan.

Graduation events led by the Ministry of Basic, Higher and Technical Education- Technical Education and Skills Development (MBHTE-TESD -BARMM) Basilan Provincial Office highlight the tangible impact of providing localized, industry-relevant skills training (such as agriculture, construction, culinary arts, and apparel production) to out-of-school youth, women, farmers, and job seekers across the province.

e Ministry of Basic, Higher and Technical Education – Technical Education and Skills Development (MBHTE-TESD) Basilan Provincial Office, in active collaboration with the Ministry of Labor and Employment (MOLE) BARMM Basilan Field Office, successfully conducted the World Café of Opportunities (WCO).

Designed as a strategic employment, training, and livelihood facilitation platform, the event bridged the gap between Technical and Vocational Education and Training (TVET) graduates, local jobseekers, industry partners, and government agencies. This report outlines the operational framework, collaborative dynamics, participant turnout, and strategic outcomes of the initiative in the province of Basilan.

Post-Event Tracking Systems: Establishing a robust tracking mechanism to monitor applicants who reach the final hiring stage.

Expanded Private Sector Inclusion: Intensifying outreach to agricultural, construction, and tourism enterprises unique to Basilan’s economic landscape.
Periodic Follow-up Fairs: Conducting quarterly mini-cafes or localized placement drives in municipal centers outside Isabela City and Lamitan to reach deeper into rural communities.

Payout of Stipends for Beneficiaries of MOLE BIDP Regular and Ulama, SPEBSY Reintegration and Repatriation programs.

A collective stipend payout activity was conducted today at the Datu Dizal Cultural Center to release financial assistance to qualified beneficiaries under the Ministry of Labor and Employment (MOLE) and SPEBSY key programs. The activity aims to deliver timely support, facilitate smooth reintegration of returning workers, and sustain assistance for program constituents including Ulama and regular BIDP beneficiaries.

The event commenced with a brief opening program attended by MOLE Finance Staff and Basilan Field Office head.

The distribution process was carried out in an orderly manner:

- Beneficiaries were verified against the official master list prior to payout
- Clear orientation was given on the purpose of each stipend:
- MOLE BIDP Regular & Ulama – financial support aligned with development and capacity-building initiatives
- SPEBSY- Special Program of Employment for Bangsamoro Students and Youth.
- Reintegration – assistance for returning workers transitioning to local livelihood and community life
- Repatriation – immediate support for workers who have returned from overseas employment
- Each recipient signed the attendance and acknowledgment form upon receiving their stipend
- Staff were available to answer queries on program guidelines and additional available services

The activity proceeded smoothly with full and orderly distribution. All present qualified beneficiaries successfully received their respective stipends. The event also served as an opportunity to reinforce information on beneficiaries’ entitlements, encourage active participation in related programs, and address concerns on the spot. Feedback from recipients was positive, expressing appreciation for the organized and transparent process.

The payout activity successfully achieved its objective of delivering timely financial assistance to intended beneficiaries under MOLE-BIDP and SPEBSY, Reintegration and Repatriation programs. The conduct of the activity demonstrates the commitment of the agencies to responsive, accessible, and transparent service delivery to program constituents.

OFW Convention 2026

Conducted by: Ministry of Labor and Employment (MOLE)-Overseas Workers Welfare Bureau (OWWB), and Basilan Field Office
Participants: 6 active Overseas Filipino Workers (OFW) associations in the province

The convention was organized to bring together OFW groups, strengthen coordination with government agencies, and update members on welfare programs, employment support, and services available for them and their families. The activity gathered representatives from 6 active OFW associations across Basilan for a full day of discussions, information sharing, and consultation.

The program opened with a welcome address from the Basilan Field Office Head, followed by an overview of the mandates and services of MOLE and OWWB.

Key topics discussed included:
- Pre-deployment orientation and reintegration programs for returning workers
- Registration and accreditation of OFW associations for easier access to government assistance

Representatives from each of the 6 attending associations shared their current activities, challenges encountered by their members, and suggestions to improve delivery of services. The agencies also clarified queries regarding requirements, application processes, and policy updates.

The convention achieved its goal of fostering closer ties between the agencies and OFW organizations. All 6 associations agreed to:

- Maintain an updated database of their members for faster coordination
- Disseminate accurate information on government programs to their members
- Form a unified coordinating group to better represent the concerns of Basilan-based OFWs

The activity concluded successfully with positive feedback from all participants. The agencies committed to fast-tracking assistance requests and conducting follow-up visits to the associations. The convention proved to be an important step in ensuring that OFWs and their families receive the support, protection, and opportunities they deserve.

The Bangsamoro Tripartite Wages and Productivity Board (BTWPB), chaired by Labor Minister Muslimin “Bapa Mus” G. Sema, has approved a ₱50 increase in the daily minimum wage for private sector workers across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The wage increase will be implemented in two tranches.
