The College of Social Sciences stands firm against the Proposed General Education Restructuring!

"Uplift the Human Condition through a Strengthened
General Education"
Statement of the College of Social Sciences
University of the Philippines Cebu

The Commission on Higher Education just recently proposed the reframing of the General Education (GE) program of higher education institutions towards “greater coherence, progressiveness, and responsiveness.” The said restructuring is supposedly informed by various zonal consultations as well as the findings of the Second Congressional Commission on Education (EDCOM II). The reframing further intends to curb what appears to be redundancies, misalignments, and gaps. Consequently, the proposal aims to reduce the required GE courses from the current minimum of 36 units to the proposed minimum of 18 units, using the language of flexibilization.

However, behind the claim of coherence, progressiveness, and responsiveness is the alarming trend of the further erosion of reflective and critical skills honed primarily by courses under the social sciences. While we recognize that the current GE framework is already a result of years and years of relentless reduction of social science GE courses, CHED’s newest proposal furthers this reduction towards an atrophic decline of reflection and critique. The compounding of what used to be independent social science courses with industry-specific competencies betrays a GE philosophy that is more industry determined than liberal and holistic. For example, in the current proposal, Ethics as an independent course is, this time, integrated with discussions on data, evidence, and knowledge society. The same can be said with Science, Technology, and Society which, this time, is integrated within the discourse of globalization. The Understanding the Self has been totally removed, despite the challenges faced by the youth today in terms of forming and making sense of identities in a highly unstable world. Still in the same proposal, Rizal and Philippine Studies are to be taken as a single course, rather than two separate courses as mandated by the Rizal Law. CHED’s proposal does not simply restructure but actually reorients GE away from a liberal, humanist, and holistic education, towards a GE that specializes in the production of digitally literate, adaptable, and employable graduates.

Further, the proposed GE framework reduces pedagogy to outcomes-based education (OBE). While we recognize that OBE can be an efficient pedagogy for some sciences like engineering and other hard sciences, the same cannot be said of the more speculative and reflective disciplines under the social sciences. Pedagogy and the aims of education cannot be reduced to positivistic and measured interventions. This homogenization and metrification of pedagogy endanger academic freedom as academics are constricted to design instruction according to methods and standards even alien to the disciplines in question.

The College of Social Sciences affirms its vision of uplifting the human condition. This means providing an education that not only trains for employability but also aims to uplift Filipinos from the problems of corruption, disinformation, terror-tagging, contractualization, imperialist wars and plunder, human rights violations, patronage politics, and many more. To uplift the human condition today requires a strengthened not a weakened GE, one that not only prepares employable graduates but also reflective and critical citizens.

ON-SITE WORK AND CLASSES SUSPENDED

Pursuant to Proclamation No. 1239 issued by Malacañang, May 6–8, 2026 are declared special (non-working) days in Cebu City in view of the 48th ASEAN Summit and Related Meetings. The declaration aims to alleviate traffic and ensure the safety and security of participants.
In line with this, and upon the directive of the Chancellor, work and classes at UP Cebu starting 12:00 noon of May 6, 2026 shall follow Memorandum No. CLM 2025-033 (General Framework on Class Modality and Work Arrangement).

Accordingly, classes shall be conducted online, either synchronous or asynchronous. Heads of administrative offices and units are granted discretion to implement flexible work arrangements.

Previously scheduled activities and events may proceed, subject to appropriate adjustments and coordination with the concerned offices.
