The 24th Sangguniang Panlalawigan (SP) of La Union, during its 48th Regular Session held on May 26, 2026, officially enacted Provincial Ordinance No. 542-2026, establishing the Voluntary Inclusive Employment and Local Incentives Program in the Province.

Principally authored by Sangguniang Panlalawigan Member (SPM) Miguel Corleone B. Magsaysay and co-authored by all members of the provincial board, the Ordinance is deeply rooted in the General Welfare Clause of the Local Government Code of 1991 and the labor protections enshrined in the 1987 Philippine Constitution. However, the legislation carefully balances these public goals with the realities of private commerce by explicitly respecting the Doctrine of Management Prerogative.

Recognizing that business owners must retain the autonomy to run competitive enterprises, the Ordinance leaves final hiring choices completely in the hands of the employers. It strictly maintains that the policy should never be interpreted as a requirement to hire individuals who do not meet the professional, technical, or ethical standards established by the business.

At the center of this policy is a voluntary employment target, which encourages local business establishments, investors, and contractors to ensure that at least seventy-five percent (75%) of their total workforce consists of qualified bona fide residents of La Union. Moreover, the program explicitly champions diverse socio-economic participation by urging businesses to target marginalized and vulnerable groups, including Indigenous Peoples, members of the le***an, gay, bisexual, transgender, q***r or questioning, intersex, and asexual individuals (LGBTQIA+ community), senior citizens, solo parents, and persons with disabilities. To ensure an environment of collaboration, this Ordinance features a strict non-coercion clause guaranteeing that any failure to hit this seventy-five percent (75%) threshold will never result in fines, legal penalties, or the revocation of business permits.

To incentivize widespread alignment from the private sector, the Provincial Government of La Union, through the Ordinance, will roll out an attractive package of operational and public relations rewards for compliant enterprises. Businesses that certify and demonstrate the local hiring rate will earn the prestigious "Agkaysa" Seal of Excellence, branding them as an official "Priority Partner of La Union" for their marketing and corporate social responsibility reports. High-performing companies can also compete for an annual "Best Employer" distinction, which will recognize the top ten employers in the province. On the operational side, compliant businesses will enjoy expedited "Green Lane" processing for priority queuing and accelerated turnaround on provincial administrative clearances, alongside complimentary human resource support through free access and pre-screening services from the provincial job database to substantially reduce corporate recruitment costs.

Through this strategic and incentive-based approach, the Sangguniang Panlalawigan seeks to transform local recruitment into a collaborative triumph. By uniting the business community and the local government, this program proves that economic development and social inclusivity can thrive simultaneously under the banner of La Union Agkaysa, paving a unified path toward sustainable progress for every Elyucano.
