The National Commission on Indigenous Peoples (NCIP) Sudipen Community Service Center personnel successfully carried out various Work From Home (WFH) activities aimed at ensuring the continuous delivery of programs and services to Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Among the accomplishments undertaken were the preparation and finalization of the Terminal Report for the Tubaday Softbroom Production and Marketing Project, finalization of the Arosip Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) Implementation, and finalization of documents for the Information Education and Consultations (IEC) and Harmonization of Local Guidelines for the Municipal Indigenous Peoples Mandatory Representative (IPMR) Selection in the Municipality of Santol, La Union.

In addition, the office continued its support to community development initiatives through assistance to Department of Health (DOH) programs and community health visits, ensuring that essential services remain accessible to Indigenous communities.

Despite working remotely, the NCIP Sudipen CSC remains committed to promoting the rights and welfare of ICCs/IPs and delivering efficient public service through dedication, coordination, and teamwork.

The National Commission on Indigenous Peoples (NCIP) Sudipen Community Service Center conducted the second round of the Free and Prior Informed Consent (FPIC) process relative to the Community-Based Forest Management Agreement (CBFMA) involving the ICCs/IPs of Lettac Sur and Ramot, Santol, La Union.

The activity aimed to ensure that the concerned Indigenous Cultural Communities (ICCs) are properly informed and given the opportunity to collectively deliberate and come into agreement regarding the proposed project of the proponent.

During the community assembly in Lettac Sur, community consensus was not reached. However, through the recommendation of the FBI Team, another dialogue and community assembly shall be conducted to further discuss and settle the concerns and demands raised by the community.

Likewise, another schedule will also be set for the ICCs/IPs of Ramot to continue the same process and ensure that community consensus is properly attained in accordance with the FPIC Guidelines.

In addition, the NCIP team also facilitated a community health visit as part of its continuing commitment to promote the welfare and well-being of the ICCs/IPs in the area.

NCIP remains committed in upholding the rights of ICCs/IPs through genuine consultation, participation, and respect for customary decision-making processes.

The National Commission on Indigenous Peoples Regional Office, together with the NCIP Sudipen Community Service Center, successfully awarded NCIP Coffee Table Books (CTB) to Basig Integrated School and distributed 42 school bags with school supplies to Indigenous Peoples (IP) learners.

The Deed of Acceptance was formally signed by Ms. Michelle E. Jaramilla, School Head of Basig Integrated School, signifying the schoolโ€™s acceptance and support of the educational assistance extended to the IP learners.

The activity became successful through the support of the Local Government Unit of Sudipen headed by Honorable Mayor Wendy Joy A. Dengayan, together with the presence and support of the Sangguniang Bayan of Sudipen.

The school items were donated by Cherry Cares by MSN Foundation, Inc., the official Corporate Social Responsibility (CSR) arm of CHERRY, formerly known as Cherry Mobile. The organization focuses on grassroots outreach, disaster relief, and community development initiatives across the country.

The team also facilitated a community health visit in the school as part of the continuing efforts to promote the welfare, well-being, and holistic development of Indigenous Peoples (IP) learners and community members.

This initiative reflects the continuing commitment of NCIP and its partners in promoting accessible education, community support, and inclusive development for Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Felix D. Leal, Municipal IPMR of Sudipen, La Union, and Eliseo Guinomma, Municipal IPMR of San Gabriel, La Union, conducted the submission of their respective Accomplishment Reports and participated in an initial coordination meeting together with Ms. Salud Umaybas-Dalog, Head of NCIP Sudipen Community Service Center.

The meeting focused on the preparation for the upcoming Barangay and Municipal IPMR Information Education Campaign (IEC) and Harmonization of Local Guidelines scheduled on November and December 2026 for the incoming IPMR Selection Process for FY 2027.

The activity aimed to ensure a participatory, organized, and culturally appropriate selection process in accordance with the customary practices and existing guidelines of the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

The coordination also strengthened collaboration among the IPMRs and NCIP Sudipen CSC in promoting effective representation and continuous support for ICCs/IPs in local governance and policy-making bodies.

The NCIP Sudipen Community Service Center provided assistance to walk-in clients who sought Certificates of Confirmation (COC) for scholarship purposes.

The applicants were assisted by Ms. Jessica D. Guis-it in the processing of their requirements. The process went smoothly as the applicants had already completed prior application procedures before proceeding to the Sudipen CSC.

Thereafter, the Certificates of Confirmation were awarded by Ms. Salud Umaybas-Dalog, CSC Head, to the qualified applicants for their scholarship applications.

The NCIP Sudipen CSC remains committed in providing efficient, responsive, and quality frontline services to Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in support of their educational aspirations and opportunities.

The NCIP Sudipen Community Service Center, together with the IPMRs of Sudipen, La Union, rendered a Necrological Service for the late former IPMR, Mr. Baldovino V. Banasan of Bigbiga, Sudipen, La Union.

The activity was attended by members of the Bigbiga Indigenous Peoples Organizations (IPOs), DepEd teachers of San Francisco Elementary School, relatives, friends, and community members who gathered to pay tribute and honor the life, dedication, and public service of the late former IPMR.

Through songs, messages, prayers, and words of remembrance, the ceremony highlighted his valuable contributions and commitment in advancing the welfare and rights of the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in the municipality.

The NCIP Sudipen CSC and the Sudipen IPMRs extend their heartfelt sympathy and prayers to the bereaved family. May the legacy of service and dedication of Mr. Baldovino V. Banasan continue to inspire the community he faithfully served.
