WEAVING HERITAGE FORWARD 🧵

A classroom in Abra is becoming a place where culture is not only discussed, it is practiced, preserved, and passed on.

Peñarrubia Integrated School now offers weaving as a subject for senior high school students, bringing the town’s Tingguian (Itneg) textile tradition directly into the curriculum. Lessons include natural dyeing, traditional weaving, and hand embroidery using designs rooted in the community’s culture and way of life.

The initiative is supported by the municipal government of Peñarrubia, which has allocated funds for tillar or weaving equipment, threads, and other materials students need to learn the craft. Mayor Geraldine Balbuena said the goal is to encourage more young people to take interest in keeping the culture alive.

The tradition being taught goes beyond making fabric. Abra’s Tingguian weaving is known for hand embroidery called kinamay and motifs such as sinanpagay, inspired by rice plants; sinantao, depicting a human figure; sinankalasag, representing a protective shield; and sinantukak, associated with frog imagery and rain-related rituals. Natural dyes may also come from tree bark and plant leaves.

By placing weaving inside the classroom, Peñarrubia is giving students a chance to learn not only a skill, but also the stories, symbols, and identity carried by every thread.

In a time when traditional crafts can fade across generations, teaching the next generation gives them another place to endure, the classroom.

More than 93,000 public school personnel are set to benefit from salary upgrades as the Department of Budget and Management (DBM) approved the release of an additional P8.68 billion to the Department of Education (DepEd) for the continued implementation of the Expanded Career Progression (ECP) System.

The additional funding will cover the salary differentials of qualified personnel whose positions have already been reclassified under the ECP System, benefiting 93,344 reclassified positions across the country.

Acting Budget Secretary Kim Robert C. De Leon said the release translates the government’s career progression reforms into concrete benefits for teachers and other qualified public school personnel who have earned advancement in their profession.

The ECP System expands opportunities for public school teachers to advance professionally and receive higher compensation while continuing to pursue the teaching track, strengthening the government’s efforts to recognize experience, competence, and professional growth in the education sector.

The P8.68-billion release will cover the FY 2025 and FY 2026 implementation requirements for personnel with issued Notices of Organization, Staffing, and Compensation Action (NOSCA) and appointments. The amount is chargeable against DepEd’s FY 2026 built-in Personnel Services (PS) lump-sum appropriations, consistent with the DBM-approved funding strategy for the program.

To facilitate the timely implementation of the salary upgrades, the DBM Regional Offices (ROs) will process and facilitate the corresponding fund releases to their respective DepEd ROs, ensuring that the necessary funding reaches the regions where the qualified personnel are assigned.

The Marcos Jr. Administration is also moving to substantially increase funding for teachers’ career advancement next year.

Under the proposed FY 2027 National Budget, P12.09 billion has been allocated for the Expanded Career Progression System—P5.94 billion, or 96.6 percent, higher than its FY 2026 funding—to support the continued reclassification and career advancement of public school teachers.

There are thousands of abandoned big box stores sitting empty all over America, including hundreds of former Walmart stores. With each store taking up enough space for 2.5 football fields, Walmart’s use of more than 698 million square feet of land in the U.S. is one of its biggest environmental impacts. But at least one of those buildings has been transformed into something arguably much more useful: the nation’s largest library.

The design won the International Interior Design Association’s 2012 Library Interior Design Competition. MSR stripped out the old ceiling and walls of the building, gave the perimeter walls and bare warehouse ceiling a coat of white paint, and set to work adding glass-enclosed spaces, bright architectural details and row after row of books.
