A proclaimed watershed forest reserve and one of the key biodiversity areas of the country.

It is part of Allah Valley, an extensive landscape transversing the province of South Cotabato and Sultan Kudarat. Allah Valley Landscape was declared as a Watershed Forest Reserve (AVWFR) on September 24, 1985 by virtue of Presidential Proclamation No. 2455, covering an area of 102,350.0 hectares only. The issuance of DENR Administrative Order No. 25 Series of 1992 has placed the AVWFR under the

ambit of the National Integrated Protected Areas System (NIPAS) pursuant to the mandates of R.A. 7486. AVPL is governed by the Protected Area Management Board (PAMB) with 58 members from the Local Government Units (LGUs), Non-Government Organisations (NGOs), civic and religious organizations, academe, indigenous communities and other national government agencies. Develop and manage a self-sustaining protected area by adopting an integrated watershed management approach through synergistic, multi-sectoral collaboration that respond to the broader needs of the communities in AVPL.
