The Professional Regulation Commission Regional Office XII will conduct a Mobile Service at Koronadal Central Elementary School, Koronadal City on September 13, 2026.

PRB of Optometry Conducts Random Physical Inspection of Optical Clinics and Establishments Across Region XII

The Professional Regulatory Board of Optometry (PRB-OPT), in coordination with the Professional Regulation Commission (PRC) Regional Office XII, conducted a series of random physical inspections of optical clinics and establishments across Region XII from August 10 to 12, 2026. The three-day inspection activity covered a total of 32 optical clinics and establishments, 10 in Kidapawan City, 11 in Koronadal City and 11 in General Santos City.

The activity formed part of the Board's continuing regulatory efforts to ensure that the practice of optometry is carried out in accordance with Philippine laws, implementing rules and regulations, and established professional standards. Through on-site inspection, the PRB-OPT and PRC RO XII sought to assess compliance with regulatory requirements and to promote the delivery of safe, competent, ethical, and professional optometric services to the public.

The inspection were conducted pursuant to the specific mandate granted to the PRB-OPT under Section 12 of Republic Act No. 8050, or the Revised Optometry Law of 1995. Among the powers vested in the Board is the authority to promulgate and enforce rules and regulations governing the practice of optometry, investigate violations, and conduct ocular inspections of establishments and/or premises where optometric services are offered to ascertain compliance with professional standards.

The random inspection approach enabled the Board, together with PRC RO XII, to assess the actual conditions and practices of selected optical clinics and establishments.

Several optical clinics and establishments were found to be compliant while some establishments were identified as having certain requirements that still need to be complied with or completed. These establishments were advised accordingly by the Board and were subject for monitoring and re-inspection, to verify compliance with the requirements and recommendations identified during the inspection.

The Board also emphasized the importance of having a duly licensed optometrist who personally handle and examine patients requiring optometric services. This ensures that patients receive proper professional optometric examination and care from appropriately licensed practitioners.

The random inspection was spearheaded by Dr. Maria Lalaine C. Dumangas and Dr. Myra A. Obcena both Members of the Professional Regulatory Board of Optometry, with the assistance of by Ms. Jennifer R. Mahilum of the Regulation Division of PRC Regional Office XII.

6. Pack snacks, meals, and necessary medications, including hygiene and sanitary kits, in transparent
containers or cellophane, and bring enough drinking water for the day. Proctors or room watchers must
not allow anyone, including food delivery services, to give or distribute food to examinees during the
exam.
Prohibited Items Inside the Examination Premises
1. Books, notes, review materials, and all other printed items containing coded data, information, or
formulas.
2. ALL KINDS OF CALCULATORS
3. Apple, Samsung, and other smartwatches, cell phones, earplugs, Bluetooth transmitters, portable
computers, and other electronic devices that may be used to store or retrieve data or information or
to communicate for any purpose.
4. Bags of all kinds (ladies& #39; bags, shoulder bags, attaché cases, backpacks, etc.).
5. Other examination aides not included in the board program
Examinees are strongly advised NOT TO BRING ANY PROHIBITED ITEMS onto the exam premises.
Merely possessing any prohibited item will be presumed to constitute “intent to cheat” or a “violation
of exam rules and regulations,” as outlined in PRC Memorandum Order No. 57, series of 2020.
NOTE: Personal belongings brought by an examinee are the examinee& #39;s responsibility. The PRC is not
liable for any lost items or personal belongings during the exam unless the loss is due to its fault or
negligence.
What to Wear on Exam Days

 Male examinees should wear a white-collared polo shirt (without any seal, logo, or mark), along
with decent pants or slacks.
 Female examinees should wear a white blouse or collared shirt (without any seal, logo, or mark),
along with decent pants, slacks, or a skirt.

General Instructions for Examinees
1. Check your school or building assignment on the PRC official website (www.prc.gov.ph) two to three
working days before the exam. Make sure to visit your assigned building before the exam day.
2. Report to your assigned school or building before 5:30 A.M on the first day of the exam to confirm your
room and seat numbers. Be punctual. Late arrivals will not be admitted.
3. The procedures for conducting bodily searches, inspecting examinees& #39; personal belongings, and seizing
or confiscating prohibited items during the licensure examination, as outlined in Annex A of PRC
Memorandum Order No. 57, series of 2020, must be strictly followed.
4. Before entering the examination premises, each examinee must submit to and agree to a search of their
person or belongings. If prohibited items are found, they will be held in the Commission& #39;s custody for
investigation until a final, enforceable decision is made.

5. Examinees are not permitted to leave the exam room during the test, except to use the restroom.
6. Loitering and unnecessary conversations in hallways or exam rooms are prohibited.
7. Upon entering the exam room, examinees must bring their pre-packed meals, snacks, and water to their
assigned seats.
8. Food packages, water, or beverage bottles or containers must be transparent.
9. Dispose of waste properly in the designated bins to maintain cleanliness in the examination area.
10. Examinees and exam staff must comply with the minimum health standards set forth in DOH Circular
No. 0324 (s. 2023) during the exam.
11. Read the instructions in your NOTICE OF ADMISSION carefully and follow them.

PRC XII AWARDS THE CERTIFICATE OF COMPLIANCE TO COTABATO FOUNDATION COLLEGE OF SCIENCE AND TECHNOLOGY

The Professional Regulation Commission (PRC) Regional Office XII has awarded a Certificate of Compliance (COC) to Cotabato Foundation College of Science and Technology (CFCST) on August 6, 2026.

The Certificate of Compliance (COC) issued by the Professional Regulation Commission (PRC) carries a validity period of three years, upon the recommendation of the Professional Regulatory Board of Food Technology, serves as official attestation that a higher education institution’s Bachelor of Science in Food Technology program fully satisfies the minimum standards and requirements prescribed under Republic Act No. 11052, otherwise known as the Philippines Food Technology Act. It regulates the practice of Food Technology in the Philippines, creates the Professional Regulatory Board of Food Technology, and sets professional standards, licensure exams, and registration for food Technologists.

CFCST has consistently undergone and satisfactorily completed annual inspections over the preceding three-year period, from 2023 through 2025 and concluded the inspection as substantially compliant with the policies, standards, and requirements for the offering of the BS Food Technology Program and the conditions affecting the practice of food technology during its official joint inspection with CHED conducted on May 26, 2026 inspected by Hon. Anthony C. Sales, Chairperson of PRB Food Technology, and Hon. Mary Grace R. Mandigma, Member of PRB Food Technology.

The certificate was presented by Ms. Melizza L. De Jesus, Officer-in-Charge- Regulation Division of PRC Regional Office XII to Mr. Joefrey F. Habibun, College Dean; Ms. Lyrie Anne P. Gabini, Assistant Professor IV; and Ms. Bai Puti O. Manslao, Assistant Professor IV, of Coatabato Foundation College of Science and Technology.

PRC XII Orients DOLE Philippines on CPD Accreditation

The Professional Regulation Commission (PRC) Regional Office XII reorients the Continuing Professional Development (CPD) focal persons of the DOLE Philippines at Polomolok, South Cotabato last August 4, 2026. The orientation was conducted in response to requests from organizations seeking a better understanding of the applicable CPD accreditation processes and requirements.

The purpose of the orientation was to update the CPD focal person and program coordinators on the accreditation requirements, specifically on the complete and properly filling out of the revised forms to avoid delays on the processing of CPD program applications. Consistency on the details of the program such as the title, date of conduct, venue, and other relevant information in CPDAS and on the documents uploaded were reiterated to avoid disapproval. It was also emphasized to observe the new prescriptive period on CPD transactions and that any deviation on the approved CPD programs, such as change of schedule, venue, and resource persons, the CPD focal person shall seek the approval of the CPD Council.

The discussion likewise included the grounds for the suspension, cancellation, or non-renewal of accreditation as a CPD Provider. This was presented to strengthen participants' awareness of and compliance with the policies and requirements of the CPD Council, with particular emphasis on the proper implementation of accredited CPD programs, adherence to prescribed standards, and the timely submission of all post-program reports and documentary requirements.

The activity was conducted by Ms. Melizza L. de Jesus, OIC-Regulations Division. Ms. De Jesus addressed participants’ inquiries and provided clarifications in preparation for their accreditation as CPD Provider.

The orientation was attended by various licensed/registered professionals from different divisions and offices of the DOLE Philippines.
