To preempt the occurrence of fraudulent schemes, the National Bureau of Investigation – Olongapo District Office (NBI-OLDO), under the command of NBI Director Judge Jaime B. Santiago (Ret.), arrested MARY PAZ FELONIA LEONARDO, GLENDA G. OLEA, and ANGELIE V. ANTINEZ in Olongapo City on September 18, 2025, for Syndicated Swindling, Falsification of Public and Official Documents, and Use of Falsified Documents.

A complaint was filed against Subject LEONARDO, who had assumed the identity of the true owner of a lot in Subic, Zambales. Complainants discovered that the titles they received, each for Two Million Pesos (Php 2,000,000.00), were fake. Along with her confederates, Subjects OLEA, and ANTINEZ, Subject LEONARDO was attempting to sell the same property to another potential victim using a different fake title. The Victims reported the matter to the NBI-OLDO.

Verification from the Register of Deeds confirmed that the title conveyed to the Complainant, as well as the title being offered to the new Victim, were all counterfeit.

As a result, on September 18, 2025, the NBI-OLDO conducted an entrapment operation that led to the arrest of Subject LEONARDO and her two confederates, Subjects OLEA and ANTINEZ. They were caught in flagrante delicto of receiving the entrapment money from the Victim.

Subjects were presented for Inquest Proceedings regarding the aforementioned violations.

On September 4, 2025, under the leadership of National Bureau of Investigation (NBI) Director Judge Jaime B. Santiago (Ret.), the NBI-Olongapo District Office (NBI-OLDO) successfully apprehended ROCHE ARCALA DELOS REYES inside the City Planning and Development Office of the Olongapo City Hall for Robbery Extortion and violation of RA 3019 (Anti-Graft and Corrupt Practices Act) and RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees).

The operation was initiated following a complaint from a businessman, who alleged that the Subjects, DELOS REYES and his associate EDWARD APOSTOL, told him that his building permit application would be denied unless he used their preferred private architectural and engineering firm for his building design, electrical, and plumbing plans. Furthermore, a failure to comply would reportedly result in a denied permit application and the imposition of additional surcharges and penalties.

Allegedly, the Subject initially assessed the complainant a fee of P 98,100.00, which is significantly higher than the correct legal fees, which should be less than Php 30,000.00. Consequently, on September 4, 2025, NBI-OLDO agents conducted an entrapment operation in Olongapo City Hall, leading to the arrest of Subject DELOS REYES.

Subject DELOS REYES was presented for inquest proceedings for the aforementioned violations. Additionally, his cohort APOSTOL will be charged with Robbery/Extortion, violation of RA 3019 and RA 6713 through regular filing.
The arrest of Subject DELOS REYES highlights the Bureau’s unwavering commitment to preventing graft and corrupt practices within government offices.
