𝐃𝐀𝐑 𝐙𝐚𝐦𝐛𝐨𝐚𝐧𝐠𝐚 𝐒𝐢𝐛𝐮𝐠𝐚𝐲 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐬 𝐅𝐚𝐫𝐦𝐞𝐫𝐬’ 𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐢𝐞𝐬 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐀𝐠𝐫𝐢-𝐄𝐱𝐭𝐞𝐧𝐬𝐢𝐨𝐧 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬, 𝐆𝐀𝐃, 𝐚𝐧𝐝 𝐀𝐠𝐫𝐢-𝐈𝐧𝐬𝐮𝐫𝐚𝐧𝐜𝐞 𝐂𝐚𝐫𝐚𝐯𝐚𝐧

In its continuing effort to enhance the productivity and resilience of Agrarian Reform Beneficiaries (ARBs), the DAR Zamboanga Sibugay, under the leadership of OIC-PARPO II Noemi P. Barretto, successfully conducted an Agricultural Extension Services, Gender and Development (GAD), and DAR-Philippine Crop Insurance Corporation (PCIC) Agri-Insurance Program Caravan on June 3–4, 2026.

The activity was conducted for members of the Bacao Farmers Rice and Corn Mill Association (BAFARICOMA) in Barangay Bacao, Malangas, and the Balansag Rice, Corn and Livestock Farmers Association in Barangay Balansag, R.T. Lim. The caravan forms part of DAR's commitment to provide support services that empower ARBs and farmer organizations through access to agricultural knowledge, capacity-building interventions, and risk management programs.

As part of the agricultural extension component, resource speakers and PARCCOM members Cesario Cielo and Lowell Lozada shared practical and experience-based insights on the production and management of both cash and permanent crops. Their discussions focused on improving farm productivity through the adoption of appropriate and proven agricultural technologies, enabling farmers to address common challenges encountered in their farming operations.

The activity also highlighted the importance of Gender and Development (GAD) in promoting inclusive participation and equal opportunities within agrarian communities. Meanwhile, the DAR-PCIC Agri-Insurance Program Caravan provided participants with information on crop insurance services and other risk mitigation measures aimed at protecting farmers from losses caused by natural calamities and other unforeseen circumstances.

A total of 25 farmer-participants from each Agrarian Reform Beneficiary Organization (ARBO) attended the activity. Through interventions such as these, DAR Zamboanga Sibugay continues to strengthen the capacities of ARBs, improve farm productivity, and contribute to the attainment of sustainable rural development and enhanced quality of life for farming communities.

Officials of the DAR Zamboanga Sibugay Provincial Office, headed by newly installed OIC-PARPO II Noemi P. Barretto, paid a courtesy visit to Governor Dulce Ann K. Hofer on May 20, 2026, as part of the agency's efforts to strengthen its partnership with the Provincial Government of Zamboanga Sibugay.

The visit also served as a follow-through engagement after DAR's presentation during the Provincial Development Council (PDC) meeting, where matters concerning the Supplemental Annual Investment Plan (SAIP) for CY 2026 and other development initiatives were discussed.

During the meeting, OIC-PARPO II Barretto presented the Department's programs, projects, and services, particularly those aimed at improving the lives of Agrarian Reform Beneficiaries (ARBs) and strengthening agrarian reform communities in the province. Governor Hofer warmly welcomed the DAR delegation and expressed her support for the agency's initiatives, recognizing their contribution to rural development and the welfare of farmer-beneficiaries Sibugaynons.

In a separate courtesy visit on June 2, 2026, DAR officials also met with Hon. Glenn S. Sabijon, Senior Board Member of the Sangguniang Panlalawigan. During the meeting, Board Member Sabijon commended OIC-PARPO II Barretto's competence, leadership, and integrity in public service. He likewise shared his experiences with the Department and expressed his support for DAR's continuing efforts to uplift the lives of agrarian reform beneficiaries in the province.

Coinciding with the visit was a regular session of the Sangguniang Panlalawigan, where the DAR officials were formally introduced and warmly welcomed by the legislative body headed by Vice Governor Richard D. Olegario. OIC-PARPO II Barretto was also given the opportunity to present the Department's major programs, projects, and current initiatives before the members of the provincial board.

The meetings provided an avenue to discuss current developments in agrarian reform implementation in the province, including support for Agrarian Reform Beneficiary Organizations (ARBOs), interventions for farmer cooperatives, and other programs geared toward strengthening agrarian communities. Both the Provincial Government and the Sangguniang Panlalawigan expressed their support for DAR's mandate and commitment to collaborate with the agency in the implementation of its programs and projects.

For her part, OIC-PARPO II Barretto expressed her gratitude for the warm reception extended by Governor Hofer, Board Member Sabijon, and the members of the Sangguniang Panlalawigan. She emphasized the importance of maintaining strong partnerships with local government units and other stakeholders to ensure the successful implementation of agrarian reform programs in the province.

The productive engagements ended with all parties looking forward to stronger collaboration and continued partnership for the benefit of the agrarian communities of Zamboanga Sibugay.

The DAR Zamboanga Sibugay, headed by OIC-PARPO II Noemi P. Barretto, welcomed the month of June through its Monthly Convocation held on June 1, 2026, at the DARPO Lobby, Ipil Heights, Ipil, Zamboanga Sibugay. The activity served as a venue for the different Division Chiefs to present updates from their respective divisions on ongoing programs, accomplishments, and upcoming activities, ensuring organizational alignment and the effective implementation of the Department’s mandates.

To promote employee wellness and foster a positive work environment, the gathering also featured a Zumba session, trivia activities, and interactive games that encouraged participation and strengthened camaraderie among personnel.

In her message, OIC-PARPO II Barretto encouraged employees to remain grateful each day and to view every day as a new opportunity to grow and serve. She emphasized the importance of teamwork, integrity, and accountability in achieving the Department’s goals and challenged personnel to continue working diligently while standing firm for truth and what is right. Through the sharing of updates and motivational guidance, the convocation reinforced the office’s unity and commitment to delivering efficient, responsive, and people-centered agrarian reform services.

The Department of Agrarian Reform (DAR) Zamboanga Sibugay formally welcomed and installed OIC-PARPO II Noemi P. Barretto as the new Provincial Agrarian Reform Program Officer II (PARPO II) during an Installation Ceremony held on May 21, 2026, at the DARPO Lobby, BLISS Site, Ipil, Zamboanga Sibugay.

The installation was conducted pursuant to Special Order No. 349, series of 2026, issued by the DAR Central Office, designating OIC-PARPO II Barretto to DARPO Zamboanga Sibugay.

The ceremony was graced by DAR Regional Officials headed by Regional Director Atty. Ramon E. Madroñal, Jr., together with Regional Agrarian Reform Adjudicator (RARAD) Atty. Jessica T. Agagon and OIC-Assistant Regional Director for Administration (ARDA) Rizzel B. Villanueva, CESO V. In their messages, the regional officials expressed their full support for OIC-PARPO II Barretto and encouraged all personnel to remain united and committed in delivering genuine public service.

Regional Director Madroñal emphasized the Regional Office’s support for the new provincial head, stating, “I support PARPO Noemi 100%, and the Regional Office stands behind you in supporting your leadership and the goals of the department.”

In her acceptance message, OIC-PARPO II Barretto conveyed her gratitude and commitment to faithfully carry out her responsibilities as the new provincial head of DAR Zamboanga Sibugay.

“I accept this responsibility with full commitment and with all my competence. As a leader, I know I have my generals and the support of the Regional Officials and personnel to help accomplish our tasks and achieve the targets of the department. I accept this wholeheartedly, and maningkamot ko,” Barretto shared.

The activity was witnessed by PARCCOM Chairman Datu Wilfredo L. Sanggayan, Division Chiefs, Municipal Agrarian Reform Program Officers (MARPOs), DAREA President, MARPOA president, and all DARPO personnel, signifying their collective support for the new leadership.

The installation ceremony highlighted the continuity of public service, strengthened unity within the organization, and reaffirmed DAR Zamboanga Sibugay’s commitment to pursuing its mandate with dedication and collective support for the benefit of its stakeholders and farmer-beneficiaries.

In line with its continuing commitment to quality public service and operational excellence, the Department of Agrarian Reform (DAR) Zamboanga Sibugay successfully conducted its Internal Quality Audit (IQA) on May 18–19, 2026.

The two-day activity was carried out at the DAR Provincial Office and selected DAR Municipal Offices as part of the agency’s preparation for the upcoming Surveillance Audit to be conducted by the World Quality Assurance (WQA), certifying body.

The audit was initiated and carried out by the Internal Quality Audit Team, with the support of PARPO II Dimalotang M. Guiling II, PARPO I Noemi P. Barretto, Division Chiefs, Municipal Agrarian Reform Program Officers (MARPOs), and process owners from various offices and divisions.

The activity aimed to assess compliance with the established Quality Management System (QMS), validate operational procedures, evaluate the effectiveness and sustainability of implemented registered procedures, and ensure the accuracy and completeness of documented information in accordance with ISO 9001:2015 standards.

Through the conduct of the IQA, DAR Zamboanga Sibugay continues to strengthen its internal systems and operational processes by identifying opportunities for improvement and reinforcing adherence to quality standards. The initiative likewise demonstrates the Office’s commitment to ensuring readiness for the upcoming external audit and sustaining efficient, responsive, and client-centered public service delivery.

Strengthening workplace excellence and reinforcing its commitment to quality public service, the Department of Agrarian Reform (DAR) Zamboanga Sibugay successfully conducted a 5S Activity on May 13, 2026 at the DAR Provincial Office and Municipal Offices.

Anchored on the principles of Sort, Set in Order, Shine, Standardize, and Sustain, the activity aimed to promote cleanliness, orderliness, efficiency, and safety across workspaces within the DAR Provincial Office and selected Department of Agrarian Reform Municipal Offices (DARMOs), particularly in Ipil, R.T. Lim, and Titay. Employees actively participated in thorough cleaning, decluttering, systematic filing, and proper workplace organization to ensure compliance with quality management standards.

As part of the activity, the Internal Quality Audit (IQA) Team actively engaged with personnel and conducted inspections in each assigned office and division using a set of checklists to assess compliance with established 5S and quality management standards. The initiative further encouraged discipline, teamwork, and shared responsibility among employees in maintaining an organized and productive work environment.

Through this undertaking, DAR Zamboanga Sibugay reaffirmed its dedication to continuous improvement and organizational readiness in delivering efficient and quality services to Agrarian Reform Beneficiaries (ARBs) and stakeholders.
