I fully respect the decision of the Office of the Ombudsman in relation to its ongoing investigation.

I have yet to see the copy of the official order and once received, this will serve as the basis to reiterate my position, and present evidence-backed legal arguments that all my actions when I was still the LTO Chief were all for the protection and interest of not only the motorists but also the Filipino people.

This will be a good opportunity for me to prove it, and eventually clear my name, in the proper forum.

Department of Transportation (DOTr) Secretary Giovanni Lopez respects the decision of the Office of the Ombudsman regarding the preventive suspension of former Land Transportation Office (LTO) chiefs Vigor Mendoza II and Teofilo Guadiz III.

Mendoza currently serves as the Chairman of the Land Transportation Franchising and Regulatory Board (LTFRB), while Guadiz is currently the chief of the Office of Transport Cooperatives (OTC).

While the DOTr has yet to receive a copy of the decision, Sec. Lopez said the agency will comply with the Ombudsmanโ€™s order.

The LTFRB and OTC will remain fully operational and essential services will continue to be delivered efficiently and without interruption.

The DOTr will also continue to cooperate with the Office of the Ombudsman, and uphold the principles of accountability, transparency, and due process in the performance of our mandate. # # #

Pursuant to Memorandum Circular No. 129, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 19, 2026:

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

๐“๐ˆ๐๐†๐๐€๐: Muling magpapatupad ng libreng sakay ang Department of Transportation (DOTr), katuwang ang ilang ahensya ng pamahalaan, bukas Miyerkules, August 19, mula 6am hanggang 8pm, para alalayan ang mga pasahero sa gitna ng masamang panahon.

Alinsunod ito sa utos ng Pangulo na tiyaking may masasakyan ang mga pasahero laloโ€™t may ilang lugar pa sa Metro Manila ang binabaha dahil sa patuloy na pag-ulan.

Nasa 27 na mga sasakyan ng gobyerno ang magbibigay ng libreng sakay sa 11 na mga ruta sa iba't ibang bahagi ng Metro Manila.

โ€œAng utos sa atin ng Pangulo, dapat may masasakyan โ€˜yung commuters na kailangan pa rin pumasok sa kanilang trabaho o makarating sa kanilang destinasyon. Inaasahan nating magpapatuloy โ€˜yung mga pag-ulan, kaya dapat lang na tuloy din ang libreng sakay para makatulong sa mga komyuter,โ€ ayon kay Secretary Banoy Lopez.

Kabilang sa mga ruta (at vice versa) ng libreng sakay ang mga sumusunod:

2. Quiapo to Welcome Rotonda (stand-by along Espaรฑa)

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โ€œBanoyโ€ Z. Lopez, has deployed UV Express mystery riders as part of the intensified campaign against dilapidated and untidy public utility vehicles (PUVs).

And after the mystery rider deployment on August 12, the LTFRB Law Enforcement Unit headed by Atty. Sherwin D. Vizconde, apprehended around nine UV Express, most of them plying the Bulacan-Metro Manila routes.

LTFRB Chairman Atty. Vigor D. Mendoza II said more UV Express are expected to be apprehended for as long as their operators would not shape up and continue to allow their dilapidated units to operate.

โ€œDilapidated, untidy and stinky PUVs have no place in the countryโ€™s public transportation system. Hindi na puwede ngayon ang okay pa, either the operators would shape up, or be shipped out,โ€ said Chairman Vigor.

A show cause order (SCO) was already issued against the nine UV Express operators, which asked them to explain in writing why their franchise should not be suspended or revoked, the violation is in relation to their failure to provide comfortable service to the public.

A cancellation of the Certificate of Public Convenience (CPC) means that the PUV operator will no longer be allowed to operate.

Aside from UV Express, the LTFRB has been targeting taxi, buses, passenger jeepneys and even ride-hailing services with dilapidated, untidy and stinking units. A number of SCOs were already issued in relation to these violations.

Chairman Vigor himself has been personally going around Metro Manila to check on the condition of PUVsโ€”his latest inspection resulted in the issuance of SCOs on three PUVs in Intramuros area in Manila.

On the part of the UV Express, Chairman Vigor said the deployment of mystery riders is in response to the complaints of passengers in relation to bad UV Express service in Bulacan.

Most of the complaints are poor air-conditioning unit, faded markings and unpleasant smellโ€”complaints that were verified after the apprehension of nine UV Express units,

โ€œWe will do everything in our power to compel PUV operators to provide the best service they can give to the Filipino commuters because that is what they committed when they applied for the permit to operate,โ€ said Chairman Vigor.

He also urged the commuters to inform the LTFRB of any dilapidated and stinky PUVs that they would come across with, as well as erring and abusive drivers through the LTFRB hotline 1342, or through the agencyโ€™s social media accounts. #
