The Office of the Provincial Cooperative Development Officer (OPCDO), together with the Department of Agrarian Reform (DAR), conducted a two-day Fundamentals and Governance & Management of Cooperatives Training for Balud II Agrarian Reform Cooperative on August 19–20, 2026, in Zarraga, Iloilo.

The training provided them with essential knowledge on cooperative principles, values, governance, and management. Through discussions and interactive learning activities, participants understood their roles and responsibilities and the importance of active participation, effective leadership, and sound governance in managing their cooperative.

As the cooperative continues to strengthen its organization, the training helped build a solid foundation that can guide its officers and members toward responsible leadership, effective management, and sustainable growth.

The Office of the Provincial Cooperative Development Officer (OPCDO) conducted pre-assessment and monitoring activities for loan applications under the Provincial Livelihood Project Fund (PLPF) on August 7, 2026.

The activity involved PRO6 Development Cooperative, Pavia Entrepreneurs Multi-Purpose Cooperative, and LETRANSCO Multi-Purpose Cooperative. The pre-assessment aimed to evaluate their loan applications and assess their qualifications and readiness for possible financial assistance under the PLPF.

Beyond supporting the growth and development of cooperatives, the PLPF also aims to create meaningful livelihood opportunities that benefit individual members. By providing access to financial support for viable livelihood and income-generating activities, the program seeks to help improve members’ sources of income and contribute to the economic well-being of their families and communities.

Strengthening collaboration and coordination in support of the cooperative sector, the Office of the Provincial Cooperative Development Officer (OPCDO) and the Cooperative Development Authority (CDA) Region VI jointly conducted the Business Continuity Management Training on August 17–18, 2026, at Punta Villa Resort, Arevalo, Iloilo City.

The two-day training brought together representatives from Barotac Nuevo Development Cooperative (BNDC), Catmon Multi-Purpose Cooperative, Guimbal Development Cooperative (GUIDECO), Pinili Development Cooperative, Pototan Multi-Purpose Cooperative, Sta. Barbara FACOMA Multi-Purpose Cooperative, Tubungan Employees Development Cooperative (TEDCO), and Zarraga Multi-Purpose Cooperative.

The training provided participating cooperatives with an opportunity to deepen their understanding of business continuity management through discussions, assessments, group reporting, and planning. Participants assessed the current conditions of their respective cooperatives, presented their findings and insights, and shared experiences with fellow participants. They also developed their Business Continuity Plans, applying the concepts and tools discussed during the sessions to identify strategies that can help ensure the continuity of their cooperative’s operations during disruptions.

The sessions were conducted by CDA resource speakers Erlyn L. Pastolero, CDS II, and Coleen Charmelle S. Pabiona, CDS II, with Richard Cababada, Cooperative Development Specialist, and Gyra Miles Hiñosa, Cooperative Development Specialist, of OPCDO serving as facilitators and providing guidance throughout the training.

The activity also furthered the partnership between the CDA and OPCDO, in line with the proposed Memorandum of Agreement (MOA) between the two offices. It provided an opportunity for both agencies to work together in delivering a relevant training activity and highlighted the value of their continued coordination in supporting the needs and development of cooperatives in Iloilo.

The District of San Enrique Public School Teachers and Non-Teachers Multi-Purpose Cooperative received Php 1 million in loan assistance under the Provincial Livelihood Project Fund (PLPF) of the Iloilo Provincial Government. The assistance was implemented through the Office of the Provincial Cooperative Development Officer (OPCDO) Iloilo to support the cooperative’s livelihood and income-generating initiatives.

The financial assistance aims to strengthen the cooperative’s existing programs and services, providing greater opportunities for its members to improve their livelihoods and enhance their economic well-being.

Through the PLPF, the Iloilo Provincial Government continues to provide meaningful support to cooperatives and grassroots organizations, recognizing their vital role in promoting sustainable livelihoods, inclusive economic growth, and community development.

The Office of the Provincial Cooperative Development Officer (OPCDO), together with the Department of Trade and Industry (DTI) Iloilo and the Department of Agrarian Reform (DAR), conducted a Values Formation and Productivity Training for the officers and members of the Oton Farmers and Producers Cooperative on August 11, 2026, at the Oton Command Center.

The training focused on strengthening the cooperative’s shared values and translating these into actions that promote teamwork, responsible leadership, and active member participation. It also introduced practical concepts on productivity, helping participants identify ways to improve planning, communication, collaboration, and resource utilization in their cooperative.

Through interactive discussions and engaging activities, participants were encouraged to reflect on their roles and contributions while developing practical ways to build a more productive, united, and sustainable cooperative.

The Office of the Provincial Cooperative Development Officer (OPCDO) conducted a two-day Training on Parliamentary Procedures and Resolution Making on August 6–7, 2026, at Jun Bee Recreation Center, Brgy. Poblacion, Concepcion, Iloilo.

The training brought together participants from the Concepcion Savings and Credit Cooperative, Concepcion United Coconut Farmers Marketing Cooperative, Tamis-ac Farmers Association, Tambaliza Farmers Association, Macalbang Farmers Association, Barangay Igbon Kasagan Association, Concepcion Fish Broker Association, and Baskal Operators of Lo-ong Association.

Through engaging discussions, practical exercises, and simulated meeting scenarios, participants strengthened their understanding of parliamentary procedures, proper conduct of meetings, and the process of drafting and adopting effective resolutions. The training aimed to help organizations conduct more orderly, participatory, and productive meetings while ensuring that decisions are properly documented and acted upon.

The 1 Cooperative Insurance System of the Philippines (1CISP), in partnership with the Office of the Provincial Cooperative Development Officer (OPCDO), successfully conducted a Microinsurance Advocacy Training at Casa Real de Iloilo, on July 31, 2026. The activity was attended by Cooperative Development Officers from various local government units across the Province of Iloilo.

The training emphasized the importance of microinsurance in providing affordable financial protection against unforeseen events while strengthening insurance awareness and financial literacy among cooperative stakeholders.

Following the training, the Liga ng mga Cooperative Development Officers sa Pilipinas (LCDOP), Inc. – Iloilo Chapter convened a Special Meeting presided over by Atty. Arturo C. Cangrejo, Provincial Government Department Head of the Office of the Provincial Cooperative Development Officer and National President of LCDOP, Inc. The meeting focused on upcoming national and chapter activities, organizational updates, and strengthening collaboration among Cooperative Development Officers in preparation for future initiatives.

The Technical Working Group (TWG) of the Mangunguma Sapnayon: Palay Production Support Program conducted a validation and assessment of the Pinili Development Cooperative (PIDECO) on August 6, 2026, as part of the continuing implementation of the program.

The activity aimed to determine PIDECO’s capacity and compliance with the requirements for participation in the program, particularly its readiness to manage and implement the intended financial assistance. The assessment covered key aspects of the cooperative’s financial condition, operational capability, organizational structure, and overall compliance with the prescribed requirements.

Representatives from the Office of the Provincial Cooperative Development Officer (OPCDO), Office of the Provincial Accountant, Office of the Provincial Planning and Development Coordinator, and Office of the Provincial Agriculturist took part in the validation and assessment.

The activity underscores the Iloilo Provincial Government’s efforts to ensure that program assistance is extended to cooperatives with the capacity to effectively support rice farmers and contribute to better market opportunities for their palay produce.

Through the Mangunguma Sapnayon Program, the Provincial Government of Iloilo continues to strengthen the cooperative sector while advancing initiatives that contribute to the livelihood, resilience, and welfare of local farming communities.
