City Mayor Frederick W. Siao opened the Plenary Capacity-Building Session last September 26, 2025 with this clear diagnosis for the United Nations Development Programme, the PPP Center of the Philippines, in partnership with the Government of Canada. The latter implements ‘Accelerating Green and Climate Finance’ through “Project TUBO: A Tariff and Utility Blueprint Model for the Iligan City Waterworks System (ICWS) held at Go Hotels, Robinsons Place, Iligan City.
Project TUBO is an innovation project presented by City Legal Office's Atty. Edda Marie M. Sastine-Advincula to the Development Academy of the Philippines in its Public Management Development Program.
