The 11th Sangguniang Panlalawigan of the Province of Guimaras, under the leadership of Vice Governor Cecile C. Gumarin, MD, enacted the following measures during its 47th Regular Session on June 4, 2026:
1. Resolution declaring Appropriation Ordinance No. 03 Series of 2026 of the Municipality of Nueva Valencia, entitled: “ An Appropriation Ordinance Authorizing Supplemental Budget No. 02 for the Current Year in the Amount of Five Million Three Hundred Fifty Thousand Six Hundred Forty Pesos Only (PHP5,350,640.00) Derived from Unappropriated Balance as a Result of Reversion from FY 2026 Personal Services (PS) - Savings from Unfilled Positions to be Appropriated for the Different Obligations of this Local Government Unit”, as operative in its entirety;
2. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD, to sign for and on behalf of the Provincial Government of Guimaras, the Memorandum of Agreement (MOA) with the Guimaras State University for the Updating of the Island Forest Land Use Plan (IFLUP);
3. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD, to sign for and on behalf of the Provincial Government of Guimaras, the Memorandum of Agreement (MOA) with the Guimaras Electric Cooperative (GUIMELCO) for the installation of the three (3) units of 75 KVA transformer at the White Copra (RBDO Whole Nut Building) Shared Processing Facility located at the Agri Fishery Industrial Village, Barangay Sapal, Guimaras;
4. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD, to sign for and on behalf of the Provincial Government of Guimaras, the Memorandum of Understanding with the following for the Tree Planting Site of the Arbor Day Celebration:
a. Municipal Government of Nueva Valencia represented by its Municipal Mayor, Hon. Emmanuel C. Galia;
b. Barangay Sto. Domingo represented by its Punong Barangay Josie Tiñas; and
c. Ms. Maribel M. Yoro, land owner of the Tree Planting Site
5. Resolution approving and adopting the Enhancements in the Updated Provincial Development Investment Program (PDIP) for 2024-2029 and its Enhanced Annual Investment Program (AIP) for 2026 of Various Offices/Agencies Under the Infrastructure Development Sector, as per Provincial Development Council (PDC) Resolution No. 15, Series of 2026;
6. Resolution approving and adopting the FY 2027 Annual Investment Program (AIP), Including the Corresponding Enhancements to the Updated Provincial Development Investment Program (PDIP) 2024-2029 of the Province of Guimaras, as per Provincial Development Council (PDC) Resolution No. 16, Series of 2026;
7. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD, to sign for and on behalf of the Provincial Government of Guimaras the Contracts of Services of the following personnel assigned at Governor’s Office (GO):
a. Ma. Lovella M. Alla - Public Communications Staff
b. John Christian F. Dologmanding - Photographer
8. Resolution authorizing the Honorable Governor Ma. Lucille L. Nava, MD, to sign for and on behalf of the Provincial Government of Guimaras the Contracts of Services of the following- Provincial School Board (PSB) teachers to be assigned at the Guiwanon Integrated School:
a. Ms. Dionesa Grace Galimba
b. Ms. Mary Ann Tacda
9. Adoption of the Committee Report No. 18-2026 in connection with the following municipal ordinances of the Municipality of Jordan:
a. Municipal Ordinance No. 14, Series of 2026, of the Municipality of Jordan, Guimaras, entitled: “An Ordinance Institutionalizing the Conversion of the Day Care Center to a Fully Compliant Child Development Center and to Upgrade the Qualifications and Positions of the Personnel in Accordance with the Early Childhood Care and Development (ECCD) Framework and Applicable Laws”;
b. Municipal Ordinance No. 15, Series of 2026, of the Municipality of Jordan, Guimaras, entitled: “An Ordinance Institutionalizing the DOT-Accreditation of Primary and Secondary Tourism Enterprises within the Municipality
10. Adoption of the Committee Report No. 19-2026 Re: Municipal Ordinance No. 03, Series of 2026, of the Municipality of Buenavista, Guimaras, entitled: “An Ordinance Establishing the Institutional Mechanisms for the Protection and Support of Trafficked Persons Pursuant to the Provisions of Republic Act No. 9208, Otherwise Known as the Anti-Trafficking in Persons Act of 2003, as Amended by Republic Act Nos. 10364 and 11862, in the Municipality of Buenavista, Province of Guimaras with Emphasis on Port Surveillance, Community Based Monitoring, and For Other Purposes”;
11. Resolution Commending the Guimaras Police Provincial Office (GPPO), Provincial Law Enforcement and Public Safety Task Force, (PLEPS Task Force), Philippine Marine Navy Resrve (PMNR 812th MCoyR), Philippine Coast Guard (PGG), Philippine Coast Guard Auxiliary (PCGA), Philippine Army (PA), Highway Patrol Group (HPG), Provincial Disaster Risk Reduction and Management Council (PDRRMC), Provincial Health Office (PHO), Bureau of Fire Protection (BFP) and Other Force Multipliers for Their Exemplary Dedication and Unwavering Commitment to Maintaining Peace, Order, Public Safety, and Security During the Celebration of the Manggahan Festival 2026;
15. Resolution Commending Pasundayag School of Performing Arts (PSPA) Production for Being Declared Champion in the Manggahan 2026 Street Dancing Competition;
16. Resolution Commending the Hubon Palayag of the Municipality of Buenavista for Being Declared Champion in the 2026 Manggahan Cultural Competition;
17. Resolution Commending the Municipality of Buenavista Men’s Basketball Team Category B (29-Under) for Winning the Championship Title in the Manggahan Sports Fest Basketball Tournament 2026;
18. Resolution Commending the Municipality of Buenavista Men’s Basketball Team Category A (30-Up) for Winning the Championship Title in the Manggahan Sports Fest Basketball Tournament 2026;
19. Resolution Commending Belle Kate Tanaleon Gatilogo for Winning the Title of Miss Guimaras 2026;
20. Resolution Commending Kryzer Lecta Losabe for Winning the Title of Mister Guimaras Charity 2026;
21. Resolution Commending Racquel Gonzaga Milliam for Winning the Title of IWAG Gandang Nanay 2026;
22. Resolution Commending the Men’s Volleyball Team of the Municipality of Buenavista for Securing the Championship Title in the Open Category of the Manggahan Sports Fest Volleyball Tournament 2026;
23. Resolution Commending the Women’s Volleyball Team of the Municipality of Buenavista for Securing the Championship Title in the 29-Under Women’s Division of the Manggahan Sports Fest Volleyball Tournament 2026;
24. Resolution Commending the Women’s Volleyball Team of the Municipality of Jordan for Securing the Championship Title in the 30-Up Women’s Category of the Manggahan Sports Fest Volleyball Tournament 2026;
25. First Reading: Draft Ordinance No. 02-2026 entitled: An Ordinance Setting the Schedule of Fees for the Iron Studies Package and Dialyzer at Dr. Catalino Gallego Nava Medical Center (Sponsors: Honorable Atty. Paul Vincent G. De La Cruz; Honorable Alejandro D. Araneta; and Honorable Marilyn G. Edang);
26. Appropriation Ordinances approving the realignment of funds of the Provincial General Services Office from Water Supplies Expenses to Other Maintenance and Operating Expenses in the amount of ₱ 70,000.00.
