Aligned with the Local Government Unit’s “A Brighter Gingoog” program, the project underscores the city’s commitment to sustainable and people-centered development. Strategically located within the premises of Pedro Maligmat Elementary School, the facility is set to enhance the city’s disaster preparedness and response capacity.

During the inspection, CPMEC verified that the structure complies with the approved plans and specifications, ensuring that all essential components are in place and fully functional. The evacuation center is designed as a safe, resilient, and people-centered facility that can accommodate affected residents during emergencies.

The building features a spacious multi-purpose hall with a stage, which can serve as a central area for evacuation operations and community activities. It is also equipped with separate toilet and bath facilities for male and female occupants, ensuring privacy and proper sanitation. A dedicated kitchen and mess hall are provided to support food preparation and distribution during evacuation periods.

Recognizing the needs of vulnerable groups, the facility includes a children’s playroom and designated briefing rooms for coordination and emergency management activities. Storage areas are also incorporated for relief goods and essential supplies.

Representing the Local Government Unit of Gingoog City, the City Planning and Development Office – Project Monitoring and Evaluation Division (CPDO-PMED) actively participated in and witnessed the validation activities conducted by the Department of Public Works and Highways – Region X (DPWH-X) Planning and Environmental Sections for the proposed infrastructure project at Lunao National High School.

The validation process forms a crucial part of the pre-construction phase, ensuring that all technical and environmental considerations are thoroughly assessed prior to the preparation of the Detailed Engineering Design (DED). Key activities undertaken during the validation included topographic surveys, seismic testing, and physical site validation. These procedures are essential in determining the structural suitability of the site, identifying potential risks, and ensuring that the proposed design adheres to safety and engineering standards.

The planned project involves the construction of a Multi-Purpose Building (Covered Court) within the Lunao NHS campus. Once completed, the facility is expected to serve as a vital space for school and community activities, providing a safe and functional venue for sports, assemblies, and other events.

Funding for the project has been secured under the General Appropriations Act (GAA) for Fiscal Year 2026, with construction targeted to commence within the year. The City Planning and Development Office – Project Monitoring and Evaluation Division (CPDO-PMED) has completed the validation of proposed irrigation projects submitted by the National Irrigation Authority (NIA) for implementation in 2027, with a total estimated investment of ₱120 million.

The validation process affirms the necessity of these projects in strengthening the city’s agricultural backbone, particularly through the improvement, rehabilitation, and expansion of existing Community Irrigation Systems (CIS), as well as the completion of ongoing Community Irrigation Programs (CIP). Gingoog’s LPMC Underscores the Importance of NbS in Addressing DENR-Reported Minor Soil Erosion in SLF

The Local Project Monitoring Committee (LPMC) of Gingoog City emphasized the importance of adopting Nature-based Solutions (NbS) in response to the reported minor soil erosion in the city’s Sanitary Landfill (SLF), as earlier noted by the Environmental Management Bureau of the Department of Environment and Natural Resources.

Following the report, members of the City Project Monitoring and Evaluation Committee (CPMEC), acting under the LPMC framework, conducted a site visit to the Gingoog City Sanitary Landfill to validate the actual conditions on the ground. The inspection aimed to assess the extent of the reported concern and determine the appropriate measures to ensure the long-term environmental stability of the facility.

Based on the committee’s initial investigation to local residents and operators, there were no recorded recent soil erosion incidents observed in the area during the validation. Nevertheless, the CPMEC acknowledged the report of the DENR as an important precautionary reference in safeguarding the landfill from potential environmental risks in the future, mindful as well of their recommendations for structural and engineering approach, with the considerations of NbS approach.

As a proactive measure, the committee recommended the immediate implementation of Nature-based Solutions (NbS) to strengthen soil stability within the landfill site. Specifically, the CPMEC proposed the planting of Banyan trees around the perimeter of the SLF, which are known for their extensive root systems that help bind soil and reduce the risk of erosion.

The findings and recommendations of the CPMEC were formally endorsed to the City Environment and Natural Resources Management Office (CENRMO) for appropriate action and implementation of the recommended NbS strategy.

Through this initiative, CPMEC reaffirms the city’s commitment to sustainable environmental management by integrating ecological approaches that support both environmental protection and long-term infrastructure resilience.

The office earned the distinction in recognition of its consistent and diligent submission of complete monitoring and evaluation reports, particularly the required Regional Project Monitoring and Evaluation System (RPMES) forms, as well as its proper utilization of project funds and proactive response to issues and concerns raised by the City Project Monitoring and Evaluation Committee (CPMEC).

The recognition was formally conferred by Erick G. Cañosa, City Mayor and Chairperson of the Gingoog City Development Council, together with the members of the City Project Monitoring and Evaluation Committee (CPMEC). PNVSCA Visits Gingoog to Mainstream Volunteerism

The Philippine National Volunteer Service Coordinating Agency (PNVSCA) conducted an official visit to Gingoog City to promote the mainstreaming of volunteerism initiatives at the local level.

As part of the activity, the Local Government Unit (LGU) of Gingoog City convened an assembly at the Sangguniang Panlungsod Session Hall, attended by members of the Sangguniang Panlungsod Committee on Moral Recovery, department heads and their representatives, representatives from national government agencies such as the Department of the Interior and Local Government (DILG) and the Department of Education (DepEd), the Local Youth Development Office, the Office of Senior Citizens Affairs (OSCA), school heads, School Volunteerism Program focal persons, and selected student volunteers from Gingoog City United Colleges, Christ the King College Gingoog, Gingoog City Colleges, and Gingoog Christian College. A total of 100 participants attended the assembly.

During the program titled “Orientation and Conversation on Volunteerism Mainstreaming,” PNVSCA Executive Director Donald James D. Gawe underscored the importance of volunteerism as a vital component of nation-building. His visit to Gingoog City formed part of PNVSCA’s continuing engagements with various local government units to encourage the institutionalization and promotion of volunteerism programs within local governance systems.

In support of these efforts, Executive Director Gawe provided the LGU with legislative templates and policy references that may guide the city in developing local measures aimed at mainstreaming volunteerism in government programs and community initiatives. He then also visited the Office of the City Administrator to emphasize the same.

As part of the visit, ED Gawe also proceeded to the City Planning and Development Office (CPDO), the designated office overseeing volunteerism initiatives of the LGU, to further discuss coordination and implementation strategies for strengthening the city’s volunteerism framework.

Following the orientation program, ED Gawe joined the pre-scheduled Excel Gingoog City (EGC) Cares, a weekly community caravan of the LGU. The activity was held in Barangay Agay-ayan, Gingoog City, where various government services were delivered directly to residents. During the event, he met with department heads and their representatives participating in the caravan, which aims to bring basic government and social services closer to the community.

ED Gawe also paid a courtesy visit to Erick G. Cañosa, City Mayor of Gingoog, where it was highlighted that the weekly caravan has evolved into a platform for volunteers—both individuals and organizations—to advocate and collaborate with the LGU in advancing community-based initiatives.

During the activity, ED Gawe personally interacted with volunteers from various sectors, including members of the River of Life religious organization, student volunteers assisting in venue preparation and post-activity support, and individuals offering community services such as free hair-cutting and blade sharpening.

The visit reaffirmed the shared commitment of PNVSCA and the LGU of Gingoog City to strengthen volunteer engagement and cultivate a culture of service, empowering citizens and organizations to actively participate in local development and nation-building.

CPMEC Facilitates Problem-Solving Session for the Rehabilitation of Mimbalagon Solar-Powered Water System Project

The City Project Monitoring and Evaluation Committee (CPMEC) facilitated a Problem-Solving Session (PSS) for the implementation of the Mimbalagon Solar-Powered Water System, as part of its mandate to strengthen project monitoring and address implementation concerns.

The activity was conducted in accordance with the Regional Project Monitoring and Evaluation System (RPMES) Operations Manual, which provides mechanisms for addressing issues encountered during project implementation. The conduct of a Problem-Solving Session serves as a venue for project stakeholders to discuss operational challenges, clarify technical matters, and identify appropriate interventions to ensure the smooth implementation of government-funded projects.

The session gathered representatives from the City Engineering Office (CEO), the project contractor, Brgy Council of Mimbalagon and members of CPMEC to discuss updates and emerging concerns related to the project.

During the discussion, the City Engineering Office and the contractor agreed to comply with the necessary documentary requirements to help clarify and address the issues and concerns raised in relation to the implementation of Phase 1 of the project. Furthermore, the City Engineering Office committed to present the required budget proposal necessary for the completion and full functionality of the water system in the succeeding phase of the project, ensuring that the facility will be able to effectively serve its intended beneficiaries.

The RPMES, established through NEDA Board Memorandum Circular No. 1, series of 1989, institutionalizes the monitoring and evaluation of government projects at the national, regional, and local levels. It also encourages the conduct of mechanisms such as the Problem-Solving Session to promptly address issues affecting project performance.

The Rehab of Mimbalagon Solar-Powered Water System aims to provide a sustainable and reliable source of water for residents of Barangay Mimbalagon, utilizing solar energy as an environmentally friendly and cost-efficient power source.

The Barangay Council of Mimbalagon expressed hope that the rehabilitation of the project will be prioritized in order to revitalize the pilot solar-powered water system established in the 1990s which became defective in 2018 and enable its effective utilization to serve the community at present.
