PNP 100% NG HANDA PARA SA SEGURIDAD NG HALALAN 2025

Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na tiyakin ang ligtas at mapayapang halalan, idineklara ngayong umaga ng Philippine National Police (PNP) ang kanilang syento porsyentong kahandaan para sa nalalapit na 2025 National at Local Elections, kasabay ng activation ng PNP Media Action Center na ginanap sa PNP Command Center, Camp BGen Rafael T. Crame, Mayo 7.

Pinangunahan ni Chief PNP, Police General Rommel Francisco D. Marbil, ang pagpapakita ng kahandaan ng PNP kung saan inilahad ang maayos na deployment ng humigit-kumulang 163,000 PNP personnel sa buong bansa. Simula bukas, maglulunsad na ng send-off ceremonies ang mga Police Regional Offices para sa kanilang mga personnel na itatalaga sa iba’t ibang polling precincts at election areas of concern.

Bukod sa mga kapulisan, may dagdag na 38,000 personnel mula sa mga ibat-ibang ahensya ng pamahalaan ang ikakalat upang tumulong sa seguridad, trapiko, at emergency response sa panahon ng halalan.

Inanunsyo rin ni General Marbil na paiigtingin na ang Kontra Bigay operations sa Mayo 9 bilang bahagi ng kampanya kontra pagbili at pagbenta ng boto. Hinihikayat niya ang publiko na agad i-report ang anumang kahina-hinalang aktibidad gamit ang PNP E-911 hotline.

Sa naturang seremonya, ipinakita rin ni General Marbil ang upgraded PNP E-911 emergency response system, na kayang tumanggap at tugunan agad ang mga tawag para sa anumang insidente — kabilang na ang mga reklamo kontra pagbili at pagbenta ng boto sa ilalim ng Kontra Bigay operations — saan mang panig ng Pilipinas. Isa ito sa mga pangunahing sistema na magiging susi sa mabilis na pagresponde sa mga election-related emergencies o banta sa seguridad.

Mariing paalala ni Chief PNP sa lahat ng kapulisan: “Walang karahasan, walang patayan — bago, sa mismong araw ng eleksyon, at pagkatapos ng araw ng halalan. Tungkulin natin na tiyakin ang matapat, maayos at mapayapang eleksyon.”

Muli rin niyang binigyang-diin ang strict political neutrality ng PNP. Anumang uri ng partisan activity o pagkiling sa kandidato ay mahigpit na ipinagbabawal. Sinumang lalabag ay agad na iimbestigahan at maaaring matanggal sa serbisyo.

“Ang ating katapatan ay para sa taumbayan — hindi sa sinumang pulitiko. Tungkulin namin na ipatupad ang batas at pangalagaan ang kasagraduhan ng bawat boto,” diin ni General Marbil.

Ang PNP Media Action Center ay magsisilbing sentro para sa mabilisang paglalabas ng impormasyon, pakikipag-ugnayan sa media, at pagpapalawak ng kamalayan ng publiko sa mga kaganapan kaugnay ng halalan.

TWO CHINESE NATIONALS ARRESTED FOR KIDNAPPING IN PNP’S SWIFT JOINT OPERATION

In line with President Ferdinand R. Marcos Jr.'s directive to safeguard the rights and security of both Filipinos and foreign nationals, the Philippine National Police (PNP), through the joint efforts of the Anti-Kidnapping Group (AKG) and Police Regional Office 4A (PRO4A), successfully carried out a law enforcement operation that led to the arrest of Chinese nationals involved in a kidnapping incident in Nasugbu, Batangas.

The kidnapping involved three foreign nationals: two Chinese nationals and one Korean national. The abduction occurred in Barangay Balaytigue, Nasugbu, Batangas, in the early morning hours of May 2, 2025. The victims, who were initially held captive, were released the next day after ransom negotiations. Surveillance footage and witness accounts suggested inside involvement, which became a key lead in the ongoing investigation.

In a follow-up operation, on May 4, 2025, operatives from the Anti-Kidnapping Group, together with personnel of Police Regional Office 4A, arrested two suspects – identified as HUANG YUZE, 27 years old, male, Chinese national and ZHAO LI SHAN, 29 years old, male, also a Chinese national– at a police checkpoint in Bacoor, Cavite. The suspects attempted to evade arrest by fleeing towards a nearby residential area when flagged down, but authorities pursued them and successfully apprehended them after a brief chase.

Upon arrest, HUANG YUZE and ZHAO LI SHAN were found in possession of fi****ms, ammunition, and items directly linked to the kidnapping incident. Among the items recovered were a .45 caliber pistol and a 9mm handgun, along with several rounds of ammunition, which were seized during the operation. These fi****ms are now part of the ongoing investigation and will be used as evidence in the case.

On May 6, 2025, the arrested suspects who are facing charges of kidnapping, illegal possession of fi****ms, and other related offenses, were presented before the Department of Justice for Inquest proceedings. Immigration-related charges are also being prepared in coordination with the Bureau of Immigration.

Chief PNP, Police General Rommel Francisco D. Marbil, commended the operatives for their prompt and efficient response, stating:

“This swift and coordinated response demonstrates our unwavering commitment to protect everyone within our borders—Filipinos and foreign nationals alike. Let this be a clear warning to criminal syndicates: the Philippines will never be a haven for transnational crime. We will respond with resolve, and we will hold all offenders accountable.”

The PNP reiterates its firm resolve to pursue all individuals and groups involved in transnational crimes and assures the public of its continued commitment to maintain peace and security across the country.

The Highlight of the activity is the recognition of PNP personnel with significant contributions in the attainment of the PNPs mission. Personnel from the Regional Anti-Cybercrime Unit-Zamboanga Sibugay (RACU-ZSB) and the Regional Civil Security Unit Center 9 - Stakeholder Assistance Center (RCSU9-SAC) were honored with Certificates of Appreciation for their roles as resource speakers during the Joint Anti-Bank Robbery and Anti-Cybercrime Coordinating Committee held on October 21, 2024 and Information and Development Operation (IDO) PNCO was also recognized for her dedication to information dissemination.
In her address, The Guest speaker discussed the critical roles of the PNP in ensuring public safety. She emphasized the importance of community policing and the shared responsibility of law enforcement and the community in delivering public safety services that meet the community's expectations.
