𝗩𝗜𝗦𝗜𝗧𝗢𝗥𝗦’ 𝗛𝗢𝗨𝗥

During the Period for Visitors, Muktar S. Mahmon, Kagawad of Barangay Pres. Roxas, requested financial assistance for their upcoming Hariraya celebration, which includes a regatta of pump boat racing scheduled on May 26–27, 2026. The request was granted with corresponding monetary support.

Dean Arjay L. Liwanag of the Provincial Fishery Office of BFAR appeared before the body to explain the basis for granting Fishpond Lease Agreements (FLA). He clarified that the application of Mr. Fernando Cahilig was not approved due to incomplete requirements, noting that the FLA guidelines had already been amended thrice.

Several queries were raised by members of the Sanggunian regarding the matter. However, to conserve time, BFAR was requested to extend further assistance to Mr. Cahilig in completing his application requirements. The Chair thereafter expressed appreciation to Dean Liwanag for attending the session.

Kagawad Esperidion H. Pierra of Barangay Calula also requested financial assistance for their upcoming Araw and Fiesta celebration on May 14–16, 2026. The Chair advised the Barangay Council to pass a resolution consolidating both celebrations to avoid future conflicts, emphasizing that the “Araw” should be observed as the founding anniversary of the barangay.

𝗩𝗜𝗦𝗜𝗧𝗢𝗥𝗦’ 𝗛𝗢𝗨𝗥

During the Period for Visitors, Fernando Cahilig of Barangay Tupilac raised concerns regarding the decision of the Bureau of Fisheries and Aquatic Resources (BFAR) on a fishpond application, stating that despite the termination of the application, a survey had already been conducted and paid for by the applicants.

In response, Hon. Ivan N. Balano suggested referring the matter to the Municipal Environment and Natural Resources Office (MENRO) to verify the status of the mangrove area. The Chair further directed that the Head of BFAR in Ipil be invited to the next session on May 11, 2026, to clarify the status of fishpond applications across the municipality.

✔ Draft Ordinance No. 01-04-2026, Draft Ordinance No. 02-04-2026, and Draft Ordinance No. 03-04-2026, sponsored by Hon. Jimuel DV. Brito, were laid on the table and referred to the MLGOO for further clarification.

✔ With regard to the Proposed Zoning Ordinance, a Public Hearing was likewise scheduled on April 30, 2026 at 1:00 P.M. to be held at the Municipal Covered Court.
