The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) welcomes the encouraging findings contained in the Third Party Monitoring Teamโ€™s (TPMT) 9th Public Report, particularly those relating to the implementation of the Political Track under the Comprehensive Agreement on the Bangsamoro (CAB), preparations for the first Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Parliamentary Elections, and the ongoing Amnesty Program for former Moro Islamic Liberation Front (M**F) combatants.

We share the TPMTโ€™s recognition of the core principles of the CAB: parity of esteem grounded in mutual respect and equal recognition of identity; joint implementation through sustained adherence to non-unilateral action; meaningful self-governance anchored in BARMM-based decision-making and free from external interference; a truly democratic Bangsamoro political entity, including the conduct of credible and timely parliamentary elections; and the integrity of the peace process, upheld through the parallel implementation of its major components.

The OPAPRU likewise acknowledges the challenges identified by the TPMT in carrying out the national governmentโ€™s deliverables under the CABโ€™s Normalization Track. The OPAPRU is committed to fully realize the provisions of the landmark peace agreement as directed by no less than President Ferdinand R. Marcos Jr.

These include the rollout of interventions jointly identified for the decommissioned combatants, such as social protection, capacity development, livelihood assistance, and other community-based initiatives in their communities with the end in view of improving the lives of the Bangsamoro people.

Most importantly, our agency continues to strengthen and build on its partnership with the M**F leadership, following our highly productive meeting with M**F Implementing Panel Chair Mohagher Iqbal.

Moreover, the vetting process for the selection of the GPH Implementing Panel Chair has recently been completed. With the forthcoming appointment of the new Chairperson, the national government looks forward to resuming its engagements with the M**F through its Peace Panel and the jointly constituted peace process mechanisms.

Moving forward, the OPAPRU is determined, more than ever, to working closely with its peace stakeholders to sustain the gains of the Bangsamoro peace process, strengthen trust and cooperation among parties, and ensure that the aspirations enshrined in the CAB translate into lasting peace, inclusive development, and meaningful change for the Bangsamoro people.

GENERAL SANTOS CITY โ€” The Task Force for Decommissioned Combatants and their Communities (TFDCC) through the support of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), in partnership with Mindanao State University (MSU) General Santos, has successfully released educational grants to 634 students who are decommissioned Moro Islamic Liberation Front (M**F) combatants or their next of kin.

Each student received โ‚ฑ25,000, which was directly credited to their LandBank accounts.

The beneficiaries form part of the 900 target grantees for School Year 2025โ€“2026 under MSUโ€“General Santos. As of this writing, 634 students have already received their grants, while the remaining beneficiaries are currently being processed. The MSU-Gensan EAP Team continues to closely coordinate with the concerned students to immediately facilitate the second semester grants.

The Educational Assistance Program for Decommissioned Combatants (EAP-DC) is a flagship socioeconomic component of the Annex on Normalization of the Comprehensive Agreement on the Bangsamoro (CAB). It plays a vital role in supporting the transition of former combatants into their civilian life. As one of peace initiatives of the government, this promotes long-term peace and development through access to education, sustainable livelihoods, and community empowerment.

Through the EAP-DC, access to higher education has been expanded to approximately 4,000 decommissioned combatants and their families, helping address financial barriers and creating pathways for improved socioeconomic opportunities.

Pursuant to Memorandum Circular No. 116 issued on March 31, 2026 by the Office of the President, the following work arrangements shall be observed on April 1, 2026:

(a) Work-from-home from 8:00 AM to 12:00 NN, subject to existing laws, rules, and regulations; and
(b) Suspension of work in government offices from 12:00 NN onwards.

Furthermore, under Presidential Proclamation No. 1006, April 2 (Maundy Thursday) and April 3 (Good Friday), 2026 are declared regular holidays nationwide.
