Assalamualaikum!

I am deeply honored and inspired by the messages of support I have received from our long-standing peace partners, particularly those coming from civil society, the international donor community, the academe and religious sector, and the warm reception from M**F Peace Panel Chair Mohagher Iqbal and the leadership of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) under Interim Chief Minister Abdulraof Macacua regarding my appointment as concurrent Chair of the Government of the Philippines (GPH) Implementing Peace Panel.

This expression of trust reaffirms our shared vision for a stable, progressive, and peaceful Bangsamoro. The Marcos Jr. administration remains steadfast in its resolve to honor our commitments under the Comprehensive Agreement on the Bangsamoro (CAB). We view this partnership not merely as a requirement of the peace process, but as a vital opportunity to transform the lives of our brothers and sisters in the region.

We must, therefore, hit the ground running.

As my immediate priority, I am actively engaging with the GPH Implementing Peace Panel (GPH-PIP). We are currently reviewing our internal systems and processes to ensure that our operations are streamlined, efficient, and responsive. This preparation is essential for us to convene the formal Implementing Peace Panel at the earliest possible time. Our goal is to move forward with speed and precision, ensuring that the implementation of the CAB is accelerated and tangible results are delivered to the Bangsamoro people.

As for the BARMM government, we recognize that our partnership transcends the foundational frameworks of the CAB and the Bangsamoro Organic Law. At its core, our mission is to work closely with the BARMM and all vital stakeholders to bring real, positive change to the lives of the Bangsamoro people.

Consistent with the directive of President Marcos Jr., we will work in close coordination with the regional leadership and local government units. In doing so, we fully respect and honor the autonomy of the Bangsamoro Government. Through a relationship rooted in mutual partnership and mentorship, I look forward to sharing the best practices and institutional insights I have gained from decades in public service -- both at the local and national levels.

I look forward to working closely with all of you, both as GPH-PIP chairperson and Presidential Peace Adviser, as we continue to strengthen our partnerships in the pursuit of genuine and lasting peace, and building a better and brighter future for the Bangsamoro homeland and its people.

Shukran!

Upon assuming the post of peace adviser, Sarmiento has championed the concept of โ€œshared valueโ€ wherein all sectors of society must reap the dividends of peace and development, while advocating for Positive Peace.

He has committed to fulfill the national governmentโ€™s commitments under all signed Bangsamoro peace agreements, particularly the CAB, the landmark peace agreement between the GPH and M**F signed in 2014.

The CAB has paved the way for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its interim government, the Bangsamoro Transition Authority (BTA).

Assalamualaikum!

The Government of the Philippines remains fully committed to the successful implementation of the Comprehensive Agreement on the Bangsamoro (CAB) and moving forward the Bangsamoro peace process. We are one with our peace partners and stakeholders in building a peaceful, stable, prosperous, and self-governing Bangsamoro where the gains of peace shall continue to uplift the lives of its people. Our shared journey toward long-lasting peace has required immense courage, sacrifice, and leadership from all sides. It is, therefore, our collective responsibility to protect, build on, and strengthen these hard-earned achievements.

In light of the challenges we continue to face, we must move with a greater sense of urgency and purpose. Beyond sustaining current peace gains, we are continuously improving the systems and mechanisms that support the peace process. This includes advocating for the inclusion of key peace priorities in the proposed 2027 national budget, ensuring that our collective aspirations receive the necessary institutional and adequate financial resources

While awaiting the appointment of the new Chair of the Government Peace Implementing Panel, the Office of the President remains firmly engaged. President Ferdinand R. Marcos Jr. remains unwavering in his commitment to the full implementation of the CAB and to preserving and expanding the dividends of peace for the future of the Bangsamoro.

As the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) gears up for its first regional parliamentary elections, we affirm our respect for the peaceful expression of views and aspirations by all stakeholders. We hope and pray for the peaceful, orderly, and credible conduct of the landmark political exercise, which will enable your people to choose the leaders you rightfully deserve. To ensure the success of these landmark elections, safeguarding the integrity of the electoral process and preserving an environment conducive to peace and stability must be the shared responsibility of all sectors of society.

For the Office of the Presidential Adviser on Peace, Reconciliation and Unity, all our initiatives are guided solely by our agencyโ€™s mandate and should never be seen as interference in the electoral process or support for any political group or candidate. Our agency remains strictly non-partisan and committed to supporting peace, development, and institutional continuity in the BARMM. We believe that the peacebuilding process must transcend political transitions and administrations. As such, it is imperative that institutions that were established under the CAB continue to effectively function and serve the people regardless of changes in leadership.

Finally, I enjoin all our peace partners and stakeholders - local government units, civil society organizations, religious leaders, educators, women and youth groups, the private sector, the media, and every citizen of the Bangsamoro - to act as stewards of peace, development, and inclusivity. Peace agreements can only firmly take root and endure when everyone has a key role to play and is part of the peacebuilding process.

The OPAPRU remains committed to working closely with the BARMM government and various peace implementing mechanisms to secure the future of the Bangsamoro. For it is only through good governance, inclusive development, continued adherence to the CAB, and sustained cooperation among all stakeholders that we can realize our shared vision. Together, let us remain united in building a peaceful, economically vibrant, and development-oriented Bangsamoro for generations to come.

Shukran!

Assalamualaikum Warahmatullahi Wabakaratuh!

On the occasion of the Islamic New Year 1448 Hijri, the men and women of the Office of the Presidential Adviser on Peace, Reconciliation and Unity extend our warmest greetings to our Muslim brothers and sisters across the Philippines and around the world.

As the Muslim Ummah reflects, repents, and reaffirms their faith to Allah, the Hijrah reminds us to take to heart and practice the Islamic values of justice, integrity, accountability, and service to others.

With the upcoming Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections this coming September, may this Islamic New Year inspire greater unity among our people as we foster lasting peace, stronger social cohesion, and sustainable development in the Bangsamoro region and beyond.

We enjoin all our peace stakeholders โ€” national and local government leaders, civil society, religious sector, academic community, and fellow peace advocates โ€” to continue fostering dialogue, encouraging responsive citizenship, and working together towards building a future that is defined by peace, development and prosperity that is felt by all.

Amun Jadid Mubarak! A blessed Islamic New Year to all.
