The PIASO successfully conducted the Entrance Conference for the audit engagement last March 10, 2026. The activity was attended by the Department Heads, Administrative Officers (AOs), and AO-Designates from various offices. During the conference, the audit team shared the objectives, scope, and schedule of the audit. The discussion also highlighted the importance of coordination and cooperation throughout the audit process. Thank you to everyone who participated and showed support for transparency, compliance, and good governance.

2026-03: 𝗨𝗽𝗱𝗮𝘁𝗲𝗱 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁 𝗳𝗼𝗿 𝘁𝗵𝗲 𝘀𝘂𝗯𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗳 𝗕𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗹 𝗢𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝗗𝗲𝗰𝗹𝗮𝗿𝗮𝘁𝗶𝗼𝗻

Effective 23 February 2026, the Procurement Service–Department of Budget and Management (PS-DBM) requires the submission of the Beneficial Ownership (BO) page generated through the 𝗛𝗶𝗲𝗿𝗮𝗿𝗰𝗵𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗔𝗽𝗽𝗹𝗶𝗰𝗮𝗯𝗹𝗲 𝗥𝗲𝗹𝗮𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗕𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗹 𝗢𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝗥𝗲𝗴𝗶𝘀𝘁𝗿𝘆 (𝗛𝗔𝗥𝗕𝗢𝗥) 𝘀𝘆𝘀𝘁𝗲𝗺 of the Securities and Exchange Commission Philippines (SEC) in lieu of the Certified True Copy (CTC) of the BO Declaration page. Corporations, whether already PhilGEPS Platinum members, or still in the process of registration or renewal, are thus mandated to update their submission.

The New Government Procurement Act (NGPA) maintains the requirement for corporations to submit the General Information Sheet (GIS), and now the HARBOR-generated BO page displaying the system-generated Quick Response (QR) code—which serves as a built-in verification feature to ensure data integrity and real-time authentication of the BO Information.

This Advisory is issued pursuant to SEC Memorandum Circular (MC) No. 15, series of 2025 [linked below], to streamline the processing and verification of BO Declarations, and to facilitate ease in corporate compliance, enhanced efficiency, and greater transparency in public procurement.

This notice effectively supersedes 2026-01, issued on January 15, 2026. Please be guided accordingly.
