Basilisa, Dinagat Islands – As declining fish catches continue to affect coastal communities in Barangay Sering, the Department of Labor and Employment – Province of Dinagat Islands Field Office (DOLE-PDIFO) turned over a ₱2 million eco-tourism boat project to the Sering Fisherfolk Association (SFA) on March 24, 2026, at Pagkawasan Beach in Barangay Coring, Basilisa, Province of Dinagat Islands, to provide the community with an alternative source of livelihood.

Funded under the DOLE Integrated Livelihood Program (DILP), the project is designed to generate sustainable income while promoting community-based eco-tourism, environmental protection, and local economic resilience.

Mejune Yosores, president of SFA, expressed sincere gratitude to DOLE and its partner agencies for the assistance extended to their association. He emphasized that the project would significantly help improve their livelihood and create opportunities in eco-tourism beyond fishing.

SFA members have long relied on fishing as their primary source of income, with farming as a secondary livelihood. However, years of declining fish catches caused by overfishing, climate change, and environmental degradation, have significantly reduced their earnings.

The turnover comes as the Dinagat Islands gain popularity as a tourist destination for its natural attractions. With island-hopping and sea transport services increasingly in demand as an alternative livelihood, some members of the association have started earning additional income by renting out motorized boats.

DOLE-PDIFO Head Engr. John Ritche A. Tangpos highlighted the importance of strong collaboration and commitment among partners and stakeholders to ensure the project’s success. He said the project is expected to serve as a model for future community-based livelihood programs and promote environmental stewardship and long-term development in the province.

The turnover was attended by members of the SF and local officials from LGU-Sering. Representatives from partner government agencies also expressed support, including Dinagat Provincial Government, Department of Trade and Industry, Philippine Coast Guard Dinagat Islands, and the Bureau of Fisheries and Aquatic Resources.

The Department of Labor and Employment (DOLE) reminds employers to observe the proper pay rules for employees reporting for work on declared holidays and special non-working days this April as it issued Labor Advisory No. 5, Series of 2026.

Aligned with President Ferdinand R. Marcos Jr.’s directives to uphold workers’ rights and welfare, the issuance guaranteed workers of their rightful wages for regular holidays on April 2 (Maundy Thursday), April 3 (Good Friday), and April 9 (Araw ng Kagitingan), and for the special (non-working) on April 4 (Black Saturday), pursuant to Proclamation No. 1006, Series of 2025.

A meaningful step toward rebuilding livelihoods was marked earlier as the San Jose Kapit Bisig ng mga Taong may Kapansanan (SJKABITAK) received equipment and materials worth ₱976,300.00 for their T-Shirt and Collared Shirt Making Livelihood Project during a turnover ceremony on March 13, 2026 held at the SJKABITAK Building in Barangay Don Ruben, San Jose, Dinagat Islands. The project restores the association’s previous livelihood assistance that was destroyed during the devastation brought by Typhoon Odette in Dinagat.

The turnover was facilitated by the Department of Labor and Employment - Province of Dinagat Islands Field Office (DOLE-PDIFO) under the DOLE Integrated Livelihood Program (DILP), which aims to provide sustainable income opportunities and strengthen the resilience of vulnerable communities.

SJKABITAK President Ranita V. Castro expressed heartfelt gratitude to DOLE and its partners for restoring their livelihood project.

“After the devastation brought by Typhoon Odette, rebuilding our livelihood seemed very difficult. Through the support of DOLE, we were given another opportunity to start again. We are deeply grateful and committed to managing this project responsibly for the benefit of our members and the community,” Castro shared.

The activity spearheaded by the personnel of DOLE-PDIFO and was attended by members of the Sangguniang Bayan of the Municipality of San Jose, led by Richard T. Pasquil.

Vice Mayor Pasquil expressed appreciation to DOLE for its continued support to community livelihood initiatives. He emphasized the importance of collaborative efforts between national agencies and the local government in providing sustainable opportunities for vulnerable sectors, particularly persons with disabilities.

Wilma L. Gella, Barangay Captain of Don Ruben, where the project is situated, also conveyed gratitude for bringing opportunities closer to the community, emphasizing that the project will greatly benefit local residents, particularly persons with disabilities who are striving to improve their livelihoods.

The successful procurement and facilitation of the equipment were made possible through the assistance of the association’s accredited co-partner, the Barangay Local Government Unit of Mahayahay.

The restoration of the T-Shirt and Collared Shirt Making Livelihood Project marks a renewed beginning for the members of SJKABITAK. Beyond providing income opportunities, the initiative reinforces DOLE’s commitment to promoting inclusive livelihood programs, empowering persons with disabilities, and strengthening community resilience across the Province of Dinagat Islands.

BUTUAN CITY — Fifteen micro, small, and medium enterprises (MSMEs) across the Caraga region that faced economic challenges received ₱5.74 million in financial assistance from the Department of Labor and Employment (DOLE) Caraga for business operations upgrade and product development to retain its workers in key industries in the region.
The assistance was granted through the DOLE Adjustment Measures Program (DOLE-AMP) to support enterprises operating in Agusan del Sur, Surigao del Norte, Dinagat Islands, as well as those assisted through the regional office, helping businesses enhance operations while ensuring continued employment for their workers.
DOLE initially released a total of ₱5,741,351.00 on separate dates in March for the first DOLE-AMP distribution in 2026.
The distribution was led by DOLE Caraga Regional Director Jason P. Balais and Assistant Regional Director Fatima Quorayce L. Bataga, with the respective field office heads in the provinces.

DOLE also reiterates that CSHP submissions are FREE of charge. All construction projects shall have a CSHP before the start of any construction actvity.

SAN JOSE, DINAGAT ISLANDS — Often described as the first to wake and the last to sleep yet often treated as the “invisible” workforce in Filipino households, domestic workers were recognized, as the Department of Labor and Employment – Dinagat Islands Field Office conducted a learning session on their rights, benefits, and social protection, in observance of Araw ng mga Kasambahay on February 12, 2026, held at the Sta. Cruz Function Hall.

The provincial activity gathered 11 kasambahays, employers, and representatives from local government units (LGUs). The event focused on strengthening awareness and compliance with Republic Act No. 10361, or the Kasambahay Law, which sets standards for wages, benefits, and working conditions of domestic workers.

DOLE-PDIFO personnel emphasized that kasambahays are entitled to mandatory benefits, including 13th-month pay, service incentive leave, and enrollment in social security programs are legal obligations of employers. These include coverage under the Social Security System (SSS), PhilHealth, and the Pag-IBIG Fund, as provided by law.

The session also featured discussions on skills development and social protection services available to domestic workers. Representatives from the Technical Education and Skills Development Authority (TESDA) discussed competency assessment programs that allow domestic workers to obtain national certifications. PhilHealth also presented its YAKAP Program, which offers health coverage support for qualified members.
The Provincial Social Welfare and Development Office (PSWDO) outlined welfare assistance services available to kasambahays, while the Bureau of Fire Protection (BFP) conducted a safety orientation on fire prevention and emergency preparedness in households.

The annual observance of Araw ng mga Kasambahay serves as a platform to strengthen awareness of labor standards and promote compliance among employers. It aims to ensure that domestic workers in Dinagat Islands receive lawful compensation, benefits, and protection in line with national labor policies. (JMD)

𝐋𝐎𝐎𝐊 | Labor Advisory No. 12, Series of 2025 - Pay Rules on 17 February 2026 - Chinese New Year - Special (Non-Working) Day

Pursuant to Proclamation No. 1006, Series of 2025, the following pay rules shall apply tomorrow:

• If the employee does not work , the “no work, no pay” principle shall apply unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day;

• For work performed during the special day, the employer shall pay the employee an additional 30% of the basic wage on the first eight hours of work (Basic wage x 130%).

• For work performed in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 130% x 130% x number of hours worked).

• For work performed during the special day that also falls on the employee's rest day, the employer shall pay the employee an additional 50% of the basic wage on the first eight hours of work (Basic Wage x 150%).

• For work performed in excess of eight hours during the special day that also falls on the employee's rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 150% x 130% x number of hours worked).

Dinagat Islands — Two months after Typhoon Tino struck the province of Dinagat Islands, 2,005 affected workers gradually regained stability through the emergency employment assistance by the Department of Labor and Employment (DOLE) Province of Dinagat Island Field Office (PDIFO) under the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program.

Through short-term employment, workers received wages that enabled them to address daily household needs, resume small livelihood activities, and cope with income losses caused by the typhoon. Many beneficiaries shared that the program served as a source of support during the early stages of recovery, helping affected families meet basic needs while rebuilding their communities.

During the recovery period, beneficiaries worked on community-based activities, including repairing damaged homes, clearing debris, cleaning public spaces, and restoring community facilities in their respective barangays. These activities contributed to recovery efforts while receiving immediate income support.

On the other hand, the Provincial Government of Dinagat Islands formally commended DOLE-PDI for its coordination and smooth implementation of the program in collaboration with local government units. The Sangguniang Panlalawigan approved Resolution No. GBE2-02740, on November 11, 2025, expressing appreciation for the timely assistance provided to typhoon-affected workers and families. (CBMD)

This Training is designed to impart knowledge and skills on basic concepts and principles of occupational safety and health to enable potential safety officers (SO1-certification) to implement their respective company's safety and health program pursuant to R.A. 11058 and DOLE D.O. 252-25.
Additionally, since the free BOSH training is an online course, interested parties undertake the responsibility of securing a stable internet connection for the entire duration of the training. A speed test of 3 Mbps (up/down) is recommended.
