๐—ง๐—œ๐—ก๐—š๐—ก๐—”๐—ก: Nagsagawa ang DA-PRDP South Luzon Cluster ng apat na araw na training hinggil sa New Government Procurement Act o Republic Act No. 12009 at ang Implementing Rules and Regulations (IRR) nito noong Mayo 12โ€“15, 2026 sa Tagaytay City. Layunin nitong palalimin ang kaalaman ng mga kalahok sa mahahalagang probisyon at reporma ng batas, na nakatuon sa transparency, accountability, at mas episyenteng procurement system, kabilang ang paggamit ng mas strategic at risk-based approach.

Tinalakay sa pagsasanay ang pangangailangang iayon ang umiiral na DA-PRDP Procurement Manual sa mga bagong alituntunin upang matiyak ang buong pagsunod, audit readiness, at pagiging responsive sa mga emerging risks, kasabay ng pagtalima sa mga pamantayan ng pamahalaan ng Pilipinas at ng World Bank. Farmers in South Luzon are now reaching markets in nearly half the time, while household incomes continue to riseโ€”early results that the World Bank says reflect strong progress in the implementation of the Department of Agricultureโ€™s Philippine Rural Development Project (DA-PRDP) Scale-Up.

During the Midterm Review and 5th Implementation Support Mission held on April 16 in Pili, Camarines Sur, World Bank Task Team Leader Mio Takada commended the South Luzon cluster for meeting key milestones at the projectโ€™s halfway mark.

โ€œWe are happy to see that substantial progress has been made in South Luzonโ€ฆ We truly appreciate your dedication and hard work,โ€ she said.

Data presented by the DA PRDP Project Support Office (PSO) South Luzon Monitoring, Evaluation, and Learning (MEL) Unit during the review showed that travel time along farm-to-market roads dropped by 58.3 percentโ€”from over two hours at baseline to just under one hour at midtermโ€”making it easier and faster for farmers to transport their produce.

At the same time, beneficiariesโ€™ average annual income increased by 28.8 percent, rising from โ‚ฑ50,621 in 2022 to โ‚ฑ65,183 in 2025. These improvements point to better market access, reduced transport costs, and enhanced productivity among participating communities.

The project has also streamlined key processes. Approval time for critical clearances, such as the No Objection Letter (NOL 1), was significantly reduced from 47 days to just four daysโ€”helping accelerate the roll-out of subprojects.

As of March 2026, total investments under the South Luzon cluster reached โ‚ฑ2.446 billion, covering 17 ongoing and completed infrastructure subprojects across the regions. Enterprise development initiatives also expanded, growing from eight projects in mid-2025 to 11 by early 2026.

In addition, the Regional Agriculture and Fisheries Investment Portfolio (RAFIP) has been completed and approved, while โ‚ฑ40.2 billion worth of priority investments under the Provincial Commodity Investment Plans (PCIPs) have been mobilized through PRDP and partner funding.

DA-PRDP Scale-Up Project Support Office South Luzon Director Atty. Christopher Baรฑas underscored that the mission serves as a vital checkpoint in advancing the projectโ€™s vision of a modernized, climate-resilient, and inclusive agri-fishery sector.

Meanwhile, DA-PRDP Scale-Up National Project Coordination Office (NPCO) Director U-Nichols Manalo called for sustained and unified collaboration among project stakeholders.

โ€œFrom the day after we conclude a mission, the work continuesโ€ฆ As we move beyond midterm, we must do it together. Weโ€™re in this together. Whatever the performance of PRDP, itโ€™s on us,โ€ he said.

Moving forward, DA-PRDP South Luzon commits to adopting strategies such as process standardization, proactive coordination, capacity building, and enforced compliance to further enhance project management.

Farmers in South Luzon are now reaching markets in nearly half the time, while household incomes continue to riseโ€”early results that the World Bank says reflect strong progress in the implementation of the Department of Agricultureโ€™s Philippine Rural Development Project (DA-PRDP) Scale-Up.

During the Midterm Review and 5th Implementation Support Mission held on April 16 in Pili, Camarines Sur, World Bank Task Team Leader Mio Takada commended the South Luzon cluster for meeting key milestones at the projectโ€™s halfway mark.

โ€œWe are happy to see that substantial progress has been made in South Luzonโ€ฆ We truly appreciate your dedication and hard work,โ€ she said.
