Pursuant to the Memorandum issued by the Department of Transportation
dated 14 April 2026, authorizing the extension of validity of licenses and motor vehicle registration in view of the declared State of National Energy Emergency, the following are hereby directed:
1. Extension of Validity
The validity of the following, which are due to expire beginning April 2026, is
hereby extended for a period of three (3) months from their respective dates of
expiry:
a. Driver's Licenses:
b. Conductor's Licenses:
c. Student-Driver's Permits; and
d. Registration of Motor Vehicles.
2. Waiver of Penalties
During the said extension period, no surcharges, penalties, or fines shall be
imposed for late renewal of the above-mentioned licenses, permits, and motor
vehicle registration.
3. Implementation
All concerned offices shall ensure uniform nationwide implementation of this
Circular and adopt necessary measures to manage transaction volume and ensure
continuous public service delivery.
