The Bangsamoro Parliament’s Committee on Public Order and Safety has adopted a resolution urging the establishment of a Bangsamoro Peace Institution Center to strengthen peacebuilding efforts through moral values, interfaith harmony, and coordinated community-based programs across the region.

Proposed Resolution No. 800, authored by Member of Parliament Amiroddin Gayak, calls for a centralized platform for peace education, psychosocial support, research, and capacity-building programs involving local governments, civil society, and other stakeholders.

The committee is also set to conduct a series of public hearings in June on measures covering conflict-sensitive planning, the safety and welfare of minors, and the establishment of a comprehensive regulatory framework for fi****ms and ammunition in the region.

It also agreed to conduct a roundtable discussion with the Bangsamoro Darul Ifta, Bangsamoro Human Rights Commission, Philippine National Police, and the Ministry of Health for proposed Resolution No. 808, authored by MP Omar Yasser Sema, which reiterates guidance on post-mortem examinations in gunshot cases and seeks alignment of forensic protocols with Islamic jurisprudence and Republic Act No. 12160. The Office of Member of the Parliament Uttoh Salem Cutan distributed nutritional commodities and 300 sacks of rice to the local government unit of Maasim, Sarangani Province to support Bangsamoro communities outside the Bangsamoro Autonomous Region.

The assistance, consisting of 10-kilogram sacks of rice and various nutritional supplies, was funded through the Transitional Development Impact Fund (TDIF) of MP Cutan.

The initiative is part of Oplan Tindog, the infrastructure and livelihood support arm of Project Lasa, which seeks to extend development assistance to marginalized Bangsamoro communities living outside BARMM.

The turnover aims to support communities with a high number of malnutrition and undernutrition cases while strengthening the municipality’s efforts to sustain health and nutrition programs. (LTAIS Public Information, Publication, and Media Relations Division)

𝗦𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗠𝗲𝗮𝘀𝘂𝗿𝗲𝘀. 𝗕𝗲𝘁𝘁𝗲𝗿 𝗟𝗮𝘄𝗺𝗮𝗸𝗶𝗻𝗴.

Last February 10–14, 2026, at Avior Hotel, General Santos City, the Office of MP Uttoh Salem D. Cutan held 𝗕𝗥𝗟 𝟮𝟬𝟮𝟲: 𝗕𝗿𝗶𝗱𝗴𝗶𝗻𝗴 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗮𝗻𝗱 𝗟𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗶𝗼𝗻 𝗪𝗿𝗶𝘁𝗲𝘀𝗵𝗼𝗽 in cooperation with the Policy Research and Legal Services (PRLS) led by Mr. Vincent Casil (LRD) and Atty. Fatma Nor Aljanna Macog, RN (LMLAD).

The writeshop served as a strategic investment in the intellectual, technical, and legal capacity of the office, reinforcing the skills necessary to craft more responsive, well-researched, and legally sound bills and resolutions in the Parliament.

Initiated and conceptualized by Mr. 𝗝𝗮𝗺𝗲𝘀 𝗞𝗲𝗻𝗻𝗲𝘁𝗵 𝗖. 𝗢𝗰𝗮𝗺𝗽𝗼 (𝗣𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗢𝗳𝗳𝗶𝗰𝗲𝗿 𝗩𝗜/𝗟𝗲𝗴𝗮𝗹 𝗛𝗲𝗮𝗱)in cooperation with Ms. Aisah P. Solaiman (PRLS), BRL 2026 was envisioned as a platform for fortifying the office’s research and legislative drafting competencies. His initiative reflects the importance of investing in people, sharpening institutional intelligence, and ensuring that every proposed measure is anchored on rigor, purpose, and sound legislative craftsmanship.

BRL 2026 was a statement of the standards this office upholds: intelligent staffing, disciplined legal work, and legislation shaped by depth, foresight, and excellence.

Maasim, Sarangani | February 9, 2026 — A ceremonial turnover of nutritional commodities and rice assistance under the Transitional Development Impact Fund (TDIF) 2025 was conducted in favor of the Local Government Unit (LGU) of Maasim.

The assistance was facilitated through the Office of Uttoh Salem D. Cutan and was formally received by Mayor Zyrex C. Pacquiao and Vice Mayor Visitacion S. Nambatac, together with the members of the Sangguniang Bayan.

𝗢𝗣𝗟𝗔𝗡 𝗧𝗜𝗡𝗗𝗢𝗚, the infrastructure and livelihood support arm of Project LASA under the leadership of the Office of MP Cutan, continues to extend development assistance to Bangsamoro communities. The initiative covers infrastructure projects, public utilities, farming tools, and livelihood equipment aimed at strengthening local capacities and improving community welfare. It prioritizes underserved areas, including Sarangani Province and other Bangsamoro communities outside the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The turnover was formalized through the signing of the Deed of Donation and Acceptance, signifying the official transfer of assistance and the LGU’s commitment to ensure its proper management and equitable distribution.

A total of 300 sacks of 10-kilogram rice, along with essential medicines and other nutritional commodities, were turned over to support the municipality’s health and nutrition programs. The assistance will be distributed across the barangays of Maasim, with priority given to communities with a high number of malnourished children and vulnerable families.

General Santos City — On February 6, 2026, the youth of Brgy. Fatima, led by James Kenneth C. Ocampo (PAO VI / Legal and Planning Head), successfully implemented the distribution of rice subsidy to the residents of Brgy. Fatima through Oplan Hinabang, a community-based initiative aimed at providing support and assistance to local families in need.

Oplan Hinabang is under the LASA Program, among the many projects and initiatives of MP Uttoh Salem D. Cutan. Through this program, welfare support and humanitarian assistance are delivered to strengthen community solidarity and promote social protection for vulnerable sectors.

This initiative reflects collaborative leadership and youth engagement in advancing inclusive support systems at the grassroots level. By mobilizing local efforts and partnerships, the program ensures responsive assistance to families and individuals who need immediate support.

Sarangani Province — On January 15, 2026, bangsamoro families in Malapatan and Glan received welfare goods through the OPLAN HINABANG Program led by Uttoh Salem D. Cutan, Member of the Bangsamoro Parliament.

Through OPLAN HINABANG, under the LASA Program, among the many initiatives of Uttoh Salem D. Cutan, the distribution of welfare goods ensures that essential support reaches those who need it most within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), as well as Bangsamoro communities beyond the region, including Sarangani Province, where he serves as a Member of the Bangsamoro Parliament.

This initiative strengthens social protection, promotes solidarity, and supports the well-being and resilience of Bangsamoro families by delivering responsive and inclusive humanitarian assistance.
