The meeting focused on the proposed establishment of a Halal Food Innovation Center and the strengthening of a more organized halal system and organization to further promote Bangsamoro pride and support the welfare of the people of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

COTABATO CITY | Mahigit 2,000 ulama, Islamic scholars, at mga lider-panrelihiyon mula sa loob at labas ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) ang nagtipon sa KCC Mall, Cotabato City noong Hunyo 21, 2026 para sa kauna-unahang Bangsamoro Ulama Summit.

Naging mahalagang plataporma ang summit para talakayin ang mga napapanahong isyu at hamon na kinahaharap ng Bangsamoro, kabilang ang pagpapanatili ng kapayapaan, pagpapalakas ng pagkakaisa, pagsusulong ng moral na pamumuno, at pagtataguyod ng pangmatagalang kaunlaran sa rehiyon.

Binigyang-diin sa pagtitipon ang mahalagang papel ng mga ulama sa paggabay sa mamamayan at mga pinuno tungo sa isang makatarungan, mapayapa, at maunlad na lipunan.

Kabilang sa mga dumalo sina M***i Abdulraof Guialani, Dr. Nadir Ebil, Bangsamoro Wali Sheikh Muslim Guiamaden, at iba pang mga kilalang personalidad sa larangan ng Islam at pamumunong panrelihiyon.

The Bangsamoro Parliament concluded its session today with the adoption of the committee report on Parliament Bill No. 463, or the proposed Bangsamoro Daโ€™wah Activities Act of 2026, bringing the measure one step closer to plenary deliberations.

During the session, three measures advanced to second reading following the delivery of sponsorship speeches by their respective authors. These include bills seeking to establish the Bangsamoro Childrenโ€™s Information Office (BCIO), institutionalize a Trash-to-Cash Program, and create a comprehensive aftercare support system for Children in Conflict with the Law (CICL).

Meanwhile, another measure was introduced on first reading, proposing a comprehensive legal framework for the sustainable management, protection, utilization, and restoration of forest lands and resources in the Bangsamoro region.

The Parliament remains committed to advancing legislation that promotes social welfare, environmental sustainability, good governance, and inclusive development for all Bangsamoro people.

COTABATO CITY | The Bangsamoro Parliamentโ€™s Committee on Rules on Tuesday, June 16, approved at the committee level Parliament Bill No. 463, or the proposed Bangsamoro Daโ€™wah Activities Act of 2026, following the completion of a series of regionwide focus group discussions (FGDs) conducted to gather insights and recommendations from key stakeholders.

During the committee meeting, members reviewed the findings of the consultations before endorsing the measure, which seeks to institutionalize Daโ€™wah activities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Authored by Speaker Mohammad Yacob and Member of Parliament Muhammad Nadzir Ebil, the proposed legislation provides for the establishment of a Bangsamoro Daโ€™wah Center and a Bangsamoro Daโ€™wah Council, as well as the allocation of funding for related programs and initiatives.

The proposed Daโ€™wah Center will serve as the regionโ€™s primary institution for the training and capacity-building of Daโ€™wah workers, research and policy development, and the management of endowments dedicated to community welfare. The measure likewise promotes ethical communication, values-based education, and cultural engagement anchored on Bangsamoro identity and Islamic principles.

COTABATO CITY | The Committee on Science and Technology (COST), through its Subcommittee on Ethics and Regulation chaired by MP Muhammad Nadzir Ebil, convened a Focus Group Discussion today to deliberate on the proposed establishment of a Halal Food Innovation Center in the Bangsamoro Autonomous Region.

The discussion brought together key stakeholders from the Ministry of Science and Technology (MOST), the Ministry of Trade, Investment and Tourism (MTIT), and the Bangsamoro Darul Ifta to explore strategies for strengthening the regionโ€™s halal industry through research, innovation, and regulatory support.

During the meeting, MOST presented the proposed Bangsamoro Halal Food Innovation Laboratory, which aims to provide research and technical assistance in developing halal food products from locally sourced raw materials, enhancing their nutritional value, and increasing their market competitiveness. The proposed facility will also support the development of emergency food products for disaster response and humanitarian assistance.

Participants likewise discussed the need for a centralized office that will oversee the accreditation and certification of halal products and services, while emphasizing the vital role of halal food production in promoting food security and economic growth in the Bangsamoro region.

The Office of Member of Parliament Muhammad Nadzir S. Ebil, Ph.D. successfully conducted a Rice Distribution Assistance Program for vulnerable sectors in Shariff Aguak, Maguindanao del Sur, benefiting single parents, orphans, youth, payong-payong drivers, and ustadzes.

Implemented in partnership with Project TABANG and under the leadership of Chief Minister Abdulraof A. Macacua, the initiative aimed to provide much-needed support to vulnerable members of the community and help address their immediate needs.

This activity reflects the shared commitment of the Bangsamoro Government and its partners to promote social welfare, strengthen community resilience, and ensure that assistance reaches those who need it most. DAVAO CITY | Members of the interim Bangsamoro Parliament on Monday, June 1, commenced the crafting of a 10-year strategic framework aimed at guiding the institution beyond the transition period and supporting the first elected Bangsamoro Parliament.

The three-day Parliament Strategic Planning Framework Workshop, conducted in partnership with the Development Academy of the Philippines (DAP), brings together Bangsamoro lawmakers to identify long-term priorities for the Parliamentโ€™s legislative, oversight, and representation functions.

Under the Bangsamoro Organic Law, the Bangsamoro Transition Authority (BTA) serves as the interim government of BARMM during the transition period and exercises the powers and functions of the Parliament until the election of regular members.

As BARMM prepares for its first parliamentary elections in September 2026, lawmakers emphasized that the strategic planning initiative seeks to strengthen governance systems and ensure that the incoming Parliament inherits clear institutional direction, established frameworks, and sound policy foundations.

Speaker Mohammad Yacob underscored the importance of continuously evolving the institution in a manner that reflects the aspirations of the Bangsamoro people while promoting participatory governance, accountability, and responsive public service.

In a message delivered by Chief of Staff Jamel Macacua, Chief Minister Abdulraof Macacua reaffirmed the regional governmentโ€™s commitment to translating shared priorities into concrete policies and programs that deliver meaningful and tangible outcomes to communities across BARMM.

During the workshop, the Westminster Foundation for Democracy also turned over a parliamentary roadmap outlining measures to strengthen institutional stability and ensure continuity as the Bangsamoro Parliament advances toward its next phase of development.

The workshop will run until June 3, reinforcing the Bangsamoro Parliamentโ€™s commitment to long-term institutional development and effective governance.
