DAVAO CITY | Members of the interim Bangsamoro Parliament on Monday, June 1, commenced the crafting of a 10-year strategic framework aimed at guiding the institution beyond the transition period and supporting the first elected Bangsamoro Parliament.

The three-day Parliament Strategic Planning Framework Workshop, conducted in partnership with the Development Academy of the Philippines (DAP), brings together Bangsamoro lawmakers to identify long-term priorities for the Parliamentโ€™s legislative, oversight, and representation functions.

Under the Bangsamoro Organic Law, the Bangsamoro Transition Authority (BTA) serves as the interim government of BARMM during the transition period and exercises the powers and functions of the Parliament until the election of regular members.

As BARMM prepares for its first parliamentary elections in September 2026, lawmakers emphasized that the strategic planning initiative seeks to strengthen governance systems and ensure that the incoming Parliament inherits clear institutional direction, established frameworks, and sound policy foundations.

Speaker Mohammad Yacob underscored the importance of continuously evolving the institution in a manner that reflects the aspirations of the Bangsamoro people while promoting participatory governance, accountability, and responsive public service.

In a message delivered by Chief of Staff Jamel Macacua, Chief Minister Abdulraof Macacua reaffirmed the regional governmentโ€™s commitment to translating shared priorities into concrete policies and programs that deliver meaningful and tangible outcomes to communities across BARMM.

During the workshop, the Westminster Foundation for Democracy also turned over a parliamentary roadmap outlining measures to strengthen institutional stability and ensure continuity as the Bangsamoro Parliament advances toward its next phase of development.

The schedule was finalized during a committee meeting held following the strategic planning session of Bangsamoro lawmakers.

The proposed measure aligns with the priority legislative agenda supported by ๐‚๐ก๐ข๐ž๐Ÿ ๐Œ๐ข๐ง๐ข๐ฌ๐ญ๐ž๐ซ ๐€๐›๐๐ฎ๐ฅ๐ซ๐š๐จ๐Ÿ ๐Œ๐š๐œ๐š๐œ๐ฎ๐š, emphasizing programs that strengthen moral governance, cultural identity, and institutional development within BARMM.

Under the bill, Daโ€™wah is defined as activities promoting ethical communication, cultural understanding, and values-based education anchored on Bangsamoro identity and traditions.

In the same meeting, the committee also agreed to incorporate into its deliberations the substance of Proposed Resolution No. 716, which seeks the creation of a Bangsamoro Office for Religious and Cultural Affairs (BORCA) under the Office of the Chief Minister to coordinate Daโ€™wah programs, interfaith engagement, and cultural integration initiatives.

Bangsamoro leaders underscored the importance of inclusive consultations, emphasizing that the upcoming FGDs will engage religious leaders, Muslim communities, and non-Muslim sectors to ensure broad stakeholder participation.

The initiative comes amid continuing efforts to strengthen Shariโ€™ah institutions and improve access to justice for Muslim Filipinos through institutional reforms and expanded legal and educational opportunities.

The Bangsamoro Parliament elected a new set of deputy speakers who formally took their oath before Speaker Mohammad Yacob.

Appointed to the positions were Abdullah Hashim, Suwaib Oranon, Nabil Tan, Jose Lorena, Baintan Ampatuan, Adzfar Usman, Abdulkarim Misuari, Romeo Sema, Ishak Mastura, Laisa Alamia, Amenodin Sumagayan, Don Mustapha Loong, and Faizal Karon.

In the same session, lawmakers approved a resolution authorizing Interim Chief Minister Abdulraof Macacua to spearhead efforts in identifying, acquiring, and establishing a designated parking facility within the Bangsamoro Government Center. The measure, authored by MP Alindatu Pagayao, aims to support internal reorganization, improve safety, streamline operations, and enhance public access to services.

The Parliament also extended tributes and condolences to several notable personalities. Deputy Floor Leader Suharto Esmael honored the contributions of Commanders Hajji Abas Abubacar and Hadji Abas Bukol, while MP Rasol Mitmug Jr. expressed sympathy to the family of Colonel Magasuga Sharief Dandamun, recognizing his legacy as an EDSA hero, decorated soldier, and scholar.

Meanwhile, four measures were introduced on first reading, including proposals to establish a Bangsamoro Maritime Safety Office, enact a Magna Carta for Persons with Disabilities, develop a comprehensive transportation and communication code, and amend provisions of the Bangsamoro Science High School System under Bangsamoro Autonomy Act No. 40.
