MAKATI CITY | Key protections for families and overseas workers are being proposed under the Bangsamoro Gender and Development (GAD) Code now under deliberation by the Parliament’s Committee on Women, Youth and Children, and Persons with Disabilities.

The measure includes provisions to safeguard the rights of wives and children in polygamous marriages, ensuring access to support, inheritance, and other legal benefits.

It also contains provisions aimed at strengthening protections for overseas Bangsamoro workers, including mandatory pre-departure seminars that address gender-specific concerns such as workers’ rights, protection from abuse and exploitation, and access to government support services.

The proposed code would require local government units, ministries, offices, and agencies to submit their Gender and Development Plan and Budget (GPB), along with GAD accomplishment reports.

It also calls for the creation of a Bangsamoro GAD Resource Pool (BGRP), which would provide technical assistance, conduct research, and support monitoring and evaluation efforts. (LTAIS-Public Information, Publication, and Media Relations Division)

Speaker Mohammad S. Yacob convened all committee chairpersons of the Bangsamoro Parliament along with Cabinet Secretary Mohd Asnin Pendatun to consolidate and fast-track the government’s legislative priorities for 2026.

The meeting consolidated the Parliament’s legislative roadmap, set firm timelines, and reinforced coordination between committees to ensure priority measures advance without delay.

Committee chairs presented updates on bills under review, including social protection initiatives for children and orphans, the proposed establishment of a maritime school in Tawi-Tawi, and several hospital-related measures aimed at strengthening public health services.

Pendatun reported that out of 12 measures under the cabinet’s legislative agenda, four laws have already been approved: the Parliamentary Districting Act, the Bangsamoro Budget System Act, the Labor Code, and the Transitional Justice Program.

Pending measures include the Revenue Code, the Energy Development Corporation bill, the Gender and Development Code, and the Lake Lanao Rehabilitation and Development Authority bill.

Speaker Yacob said that the Bangsamoro Parliament aims to fast-track the passage of its priority bills within the year to ensure timely implementation of key reforms and services for the Bangsamoro people. (LTAIS-Public Information, Publication, and Media Relations Division)

𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟑𝟏, 𝟐𝟎𝟐𝟔 | 𝐃𝐚𝐯𝐚𝐨 𝐂𝐢𝐭𝐲

The Bangsamoro Justice System Committee has completed its line-by-line review of BTA Bill No. 66, a landmark measure aimed at institutionalizing the protection and support of human rights defenders in the Bangsamoro Autonomous Region.

The bill, which will undergo public consultations with key stakeholders, forms part of BARMM’s post-conflict peacebuilding and state-building efforts to strengthen accountability and fundamental freedoms. The technical working group is chaired by MP Alirakim Munder, with continued coordination set for further review of its provisions before the measure moves forward.

The 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐌𝐏 𝐀𝐭𝐭𝐲. 𝐀𝐥𝐢𝐫𝐚𝐤𝐢𝐦 𝐓. 𝐌𝐮𝐧𝐝𝐞𝐫, in partnership with the Local Government Unit of Bubong and the Municipal Social Welfare and Development Office (MSWD) of Bubong, successfully conducted a Rice Assistance Distribution for senior citizens, solo parents, and persons with disabilities (PWDs) in the municipality.

A total of 2,000 sacks of rice, each weighing 10 kilograms, were distributed to qualified beneficiaries. The assistance was made possible through the Rapid Emergency Action on Disaster Incidence (READi) program under the Office of the Chief Minister Abdulraof A. Macacua, as part of the government’s continuing efforts to support and uplift vulnerable sectors of society.

The activity reflects a shared commitment among partners to promote compassion, solidarity, and responsive public service within the community.

The Office extends its sincere gratitude to all partner agencies, local officials, and beneficiaries for their active cooperation and participation.

𝐌𝐀𝐑𝐀𝐖𝐈 𝐂𝐈𝐓𝐘 | 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟏𝟔, 𝟐𝟎𝟐𝟔

The Bangsamoro Parliament’s Committee on Amendments, Revision, and Codification of Laws (CARCL) concluded its public consultations on January 16 in Marawi City on six proposed measures to amend the Bangsamoro Administrative and Electoral Codes.

The proposals include the reorganization of key ministries, the grant of fiscal autonomy to select offices, and amendments to the Bangsamoro Electoral Code covering the NOTA option, political party thresholds, and women’s participation. Participants emphasized the need to safeguard employees’ security of tenure during any restructuring.

MP Rashdi Adiong, who presided over the consultation with MP Alirakim Munder, said all inputs will be consolidated for committee deliberations.

𝑳𝑶𝑶𝑲: The Bangsamoro Parliament approved Parliament Bill No. 415, the BARMM districting law, on third and final reading at 12:33 a.m. on January 13, following a special session that began on January 12. Certified as urgent by Chief Minister Abdulraof Macacua, the measure was approved with 48 votes in favor, 19 against, and 4 abstentions.

MP Atty. Alirakim T. Munder, one of the authors of the bill, emphasized that the measure is legally and constitutionally sound, affirming its compliance with both the Bangsamoro Organic Law and relevant Supreme Court guidance. He underscored that the law provides a clear and lawful framework for fair representation in the Bangsamoro Parliament.

The law establishes 32 parliamentary districts, allocating nine districts to Lanao del Sur; five each to Maguindanao del Norte and Maguindanao del Sur; four each to Basilan and Tawi-Tawi; three to Cotabato City; and two to the Special Geographic Area.

𝐃𝐞𝐜𝐞𝐦𝐛𝐞𝐫 𝟏𝟕, 𝟐𝟎𝟐𝟓 | 𝐂𝐨𝐭𝐚𝐛𝐚𝐭𝐨 𝐂𝐢𝐭𝐲

The Bangsamoro Parliament’s Committees on Rules and Local Government approved BTA Bill No. 415, one of six proposed districting measures, establishing an initial framework for parliamentary seat distribution ahead of the Bangsamoro elections. The bill, authored by several Members of Parliament, creates 32 single-member districts across BARMM, including Basilan, Lanao del Sur, Maguindanao del Norte and Sur, Tawi-Tawi, the Special Geographic Area, and Cotabato City.

The measure includes a transitory provision allowing Congress to adjust seat allocations if Sulu rejoins BARMM, in accordance with the Bangsamoro Organic Law. Its adoption followed extensive public consultations across the region, with lawmakers stressing the importance of a fair and legally sound districting law to ensure credible and dispute-free elections.
