𝑴𝑰𝑳𝑮–𝑴𝑫𝑵 𝑭𝒂𝒄𝒊𝒍𝒊𝒕𝒂𝒕𝒆𝒔 𝑪𝑫𝑷-𝑻𝑨𝑪 𝒂𝒏𝒅 𝑻𝑨𝑪𝑺 𝑹𝒐𝒍𝒍-𝑶𝒖𝒕 𝑴𝒆𝒆𝒕𝒊𝒏𝒈

The Ministry of the Interior and Local Government (MILG)–Maguindanao del Norte Provincial Field Office facilitated the Organizational Meeting of the Comprehensive Development Plan–Technical Assessment Committee (CDP-TAC) and Technical Assessment Committee Secretariat (TACS) for its Roll-Out on May 25, 2026, at the Sangguniang Panlalawigan Conference Hall, Provincial Government Center, Sultan Kudarat, Maguindanao del Norte.

Conducted in partnership with the Provincial Government of Maguindanao del Norte through the Provincial Planning and Development Office (PPDO) and the Provincial Local Government Unit–Technical Assessment Committee Secretariat (PLGU-TACS), the activity gathered Municipal Local Government Operations Officers (MLGOOs) and Municipal Planning and Development Coordinators (MPDCs) from the municipalities of Maguindanao del Norte who serve as members of their respective CDP-TACs.

𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐚𝐫𝐡𝐚𝐭𝐚 𝐋. 𝐁𝐚𝐥𝐚𝐝𝐢𝐧𝐠, 𝐏𝐡𝐃, delivered a message emphasizing the importance of the Comprehensive Development Plan (CDP) as a vital tool for responsive governance and sustainable local development. She underscored the crucial role of local government units and technical assessors in ensuring that local development plans are responsive, inclusive, and aligned with community needs.

A presentation on the rationale and Executive Order organizing the CDP-TAC was delivered by 𝐌𝐮𝐡𝐚𝐲𝐦𝐢𝐧 𝐏. 𝐌𝐚𝐦𝐚, RPF, Planning Officer IV of the PPDO. This was followed by discussions on the CDP+ Assessment Components, where 𝐍𝐨𝐫𝐚𝐢𝐧𝐞𝐞 𝐏. 𝐆𝐮𝐢𝐚𝐥𝐮𝐝𝐢𝐧, LGOO VI and MILG CDP Focal Person, served as resource person for Component 1 and Component 3, while Muhaymin P. Mama facilitated the discussion on Component 2.

The activity concluded with a Ways Forward session led by 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐨𝐫𝐨𝐦𝐛𝐚𝐢 𝐌. 𝐀𝐦𝐛𝐨𝐥𝐨𝐝𝐭𝐨, who outlined the succeeding activities and preparations for the CDP+ assessment. Discussions centered on the organization and mobilization of the Municipal CDP-TACs and Secretariats, the conduct of cascading and orientation activities at the municipal level, the submission and consolidation of required assessment documents, and the coordination mechanisms among concerned offices to ensure the timely and effective implementation of the CDP+ assessment process.

Through this initiative, MILG–Maguindanao del Norte continues to strengthen local planning mechanisms and support local government units in advancing effective, participatory, and development-oriented governance.

Cotabato City — In line with its continuing efforts to strengthen mechanisms for the protection of women and children, the Ministry of the Interior and Local Government – Maguindanao del Norte (MILG-MDN) Provincial Field Office convened the Organizational Meeting of the Provincial Inter-Agency Monitoring Team (PIMT) for the conduct of the 2026 Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) Audit on May 19, 2026, at the MILG-MDN Provincial Office, Bangsamoro Government Center, Cotabato City.

With the guidance of 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐚𝐫𝐡𝐚𝐭𝐚 𝐋. 𝐁𝐚𝐥𝐚𝐝𝐢𝐧𝐠, 𝐏𝐡.𝐃., the meeting was led by 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐨𝐫𝐨𝐦𝐛𝐚𝐢 𝐌. 𝐀𝐦𝐛𝐨𝐥𝐨𝐝𝐭𝐨 and 𝐋𝐂𝐀𝐓-𝐕𝐀𝐖𝐂 𝐅𝐨𝐜𝐚𝐥 𝐏𝐞𝐫𝐬𝐨𝐧 𝐇𝐚𝐧𝐧𝐚𝐧 𝐌. 𝐀𝐦𝐩𝐚𝐭𝐮𝐚𝐧.

The activity aimed to discuss the audit guidelines, clarify the roles and responsibilities of participating agencies, and strengthen inter-agency coordination for the effective implementation of the LCAT-VAWC Functionality Assessment across the province.

During the meeting, 𝐌𝐬. 𝐀𝐦𝐩𝐚𝐭𝐮𝐚𝐧 presented and discussed the overview of the 2026 LCAT-VAWC Audit, including the audit process, documentary requirements, timelines, and responsibilities of member-agencies in ensuring compliant and functional local committees.

The activity also served as a venue to reinforce collaboration among provincial stakeholders in ensuring that Local Government Units (LGUs) are guided and supported in complying with the standards and indicators of the LCAT-VAWC functionality audit.

Through this initiative, MILG-MDN continues to promote responsive, gender-sensitive, and child-friendly governance by strengthening inter-agency partnerships and supporting LGUs in advancing programs and services that uphold the welfare and rights of women and children across Maguindanao del Norte.

MILG BARMM Advances Data-Driven Governance Through M&E Policy and Data Systems Workshop Series

DAVAO CITY — Reinforcing its commitment to transparent, accountable, and results-oriented governance, the Ministry of the Interior and Local Government of the Bangsamoro Autonomous Region in Muslim Mindanao (MILG BARMM) continues to strengthen its institutional Monitoring and Evaluation (M&E) systems through the “Strengthening Evidence-Based Governance: MILG BARMM M&E Plan and Data Compendium Workshop Series.”

The initiative marks a significant step toward institutionalizing a comprehensive and responsive M&E framework that will guide planning, policy formulation, performance assessment, and evidence-based decision-making across the Bangsamoro region.

Davao City — To bolster the institutional performance and legislative capacity of the province, the Ministry of the Interior and Local Government – Maguindanao del Norte (MILG-MDN) Provincial Field Office facilitated the "Training on Strengthening the Functionality of Sangguniang Panlalawigan of Maguindanao del Norte." The event, held from May 11–12, 2026, at the Acacia Hotel, Davao City, provided a platform for provincial legislators and personnel to learn the standards and strategic tools necessary for effective governance.

In the opening message of 𝐕𝐢𝐜𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐃𝐚𝐭𝐮 𝐌𝐚𝐫𝐬𝐡𝐚𝐥𝐥 𝐈. 𝐒𝐢𝐧𝐬𝐮𝐚𝐭, he emphasized that the legislature always supports the agenda of the province to ensure the people of Maguindanao del Norte live in a better place. He stressed that strengthening legislative performance and institutional governance is a way to achieve a higher quality of life for their constituents.

𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐚𝐫𝐡𝐚𝐭𝐚 𝐋. 𝐁𝐚𝐥𝐚𝐝𝐢𝐧𝐠, 𝐏𝐡.𝐃. underscored the vital need for legislative support to complement executive actions. She noted that provincial functionality is a joint responsibility, asserting that the province can only function well when both the executive and legislative branches work in one direction to achieve their shared governance goals.

This activity concluded with the presentation of formulated legislative roadmaps and action plans designed to sustain the province's development. Vice Governor Sinsuat and all Sangguniang Panlalawigan members delivered a message of commitment reaffirming the body’s dedication to continuous institutional improvement for the welfare of the province.

The Ministry of the Interior and Local Government (MILG) – Maguindanao del Norte Provincial Office successfully convened the Organizational Meeting of the Child-Friendly Local Governance Audit (CFLGA) Provincial Inter-Agency Monitoring Task Force (PIMTF) on May 8, 2026, via Zoom Conference.

The activity was led by MILG-MDN Provincial Director 𝐓𝐚𝐫𝐡𝐚𝐭𝐚 𝐋. 𝐁𝐚𝐥𝐚𝐝𝐢𝐧𝐠, 𝐏𝐡.𝐃., who delivered the opening message emphasizing the importance of strengthening child-friendly local governance across the province. She highlighted that protecting the welfare of children is a shared responsibility of all stakeholders and that “a child-friendly LGU reflects a government that is responsive, inclusive, and committed to securing a better future for every child.”

Joining the meeting were MILG-MDN Assistant Provincial Director 𝐓𝐨𝐫𝐨𝐦𝐛𝐚𝐢 𝐌. 𝐀𝐦𝐛𝐨𝐥𝐨𝐝𝐭𝐨, along with MILG Provincial LCPC Focal and Alternate Focal Person, 𝐉𝐨𝐳𝐚𝐞𝐧𝐧𝐞 𝐌𝐚𝐫𝐲𝐥𝐥 𝐏. 𝐉𝐨𝐜𝐨 𝐚𝐧𝐝 𝐄𝐧𝐧𝐚𝐡 𝐌𝐚𝐫𝐢𝐞 𝐃. 𝐏𝐚𝐡𝐚𝐭𝐢, respectively.

Representatives from the Provincial Planning and Development Office (PPDO), Community and Family Services International (CFSI), Ministry of Social Services and Development (MSSD), Integrated Provincial Health Office (IPHO), Ministry of Basic, Higher and Technical Education (MBHTE), and the Provincial GAD Focal Person actively participated in the discussion and shared inputs based on their respective mandates and programs related to child protection and audit compliance.

The activity aimed to align the Provincial Inter-Agency Monitoring Task Force with the requirements, timelines, and preparations for the 2026 Child-Friendly Local Governance Audit. It also served as a venue to harmonize the roles of sectoral agencies and strengthen coordinated technical assistance to Local Government Units (LGUs) in Maguindanao del Norte in line with the updated national and BARMM standards on Local Council for the Protection of Children (LCPC) functionality.

𝐌𝐬. 𝐉𝐨𝐜𝐨 also presented and discussed the overview of the 2026 LCPC Audit, audit tools and documentary requirements, roles of PIMTF member-agencies, provincial audit timelines and workflows, as well as identified gaps and immediate actions needed to strengthen LGU preparedness. Discussions also focused on data harmonization, technical coaching for low-performing LGUs, the establishment of a provincial documentation repository, and possible joint field monitoring activities.

Through this initiative, the PIMTF, with MILG–MDN’s lead, reaffirmed its collective commitment to ensuring that all LGUs in Maguindanao del Norte are fully prepared for the 2026 LCPC Audit. The strengthened collaboration among provincial stakeholders reflects a unified effort towards enhancing child protection mechanisms and promoting child-friendly governance across the province.

𝑴𝑰𝑳𝑮–𝑴𝑫𝑵 𝑪𝒐𝒏𝒅𝒖𝒄𝒕𝒔 𝑺𝒕𝒓𝒂𝒕𝒆𝒈𝒊𝒄 𝑷𝒍𝒂𝒏 𝑼𝒑𝒅𝒂𝒕𝒊𝒏𝒈 𝟐𝟎𝟐𝟕–𝟐𝟎𝟑𝟕

The Ministry of the Interior and Local Government (MILG) – Maguindanao del Norte Provincial Office conducted its Strategic Plan Updating for 2027–2037 on May 4, 2026, at Jinky’s Catering, Cotabato City, in collaboration with the Planning Division of the MILG Regional Office.

The activity was led by 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐚𝐫𝐡𝐚𝐭𝐚 𝐋. 𝐁𝐚𝐥𝐚𝐝𝐢𝐧𝐠, 𝐏𝐡.𝐃., who, in her opening message, emphasized the importance of strategic planning in guiding the long-term direction of the office and expressed appreciation to the Regional Planning Division for their support in facilitating the activity.

𝐂𝐡𝐢𝐞𝐟 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐀𝐛𝐝𝐮𝐥 𝐑𝐚𝐡𝐦𝐚𝐧 𝐀. 𝐊𝐚𝐫𝐚 then presented the framework of the planning process, outlining the overall direction and structure of the activity, followed by a discussion on strategic planning principles and their role in guiding effective and responsive governance. The presentation also covered the organizational structure of the MILG to highlight coordination and functional alignment across offices, as well as the integration of planning and budgeting processes to ensure that priorities are properly supported. An overview of the MILG PREXC structure was also provided as a mechanism for planning, resource allocation, and performance monitoring. He then concluded the presentation with the Ministry’s programs and projects from previous years up to the proposed plans for 2027–2028, reflecting both continuity and future direction of MILG initiatives.

𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐈𝐈 𝐀𝐲𝐞𝐬𝐡𝐚 𝐀𝐞𝐝𝐚 𝐀. 𝐌𝐚𝐬𝐛𝐮𝐝 then presented the Strategic Performance Management System (SPMS), highlighting its role in aligning individual and office performance with organizational goals.

After the presentation of the SPMS, 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐌𝐚𝐬𝐛𝐮𝐝 presented the results of the Pre-Survey they conducted in the 1st Quarter of 2026. She then facilitated a workshop session, based on the pre-survey results, where the MILG–MDN Provincial Office personnel engaged in validating the pre-survey results, identifying priority challenges, and proposing actionable recommendations. The workshop also encouraged them to reflect on key governance concerns and envision the future direction of the Maguindanao del Norte Provincial Office in the next ten years.

It was then followed by the closing message of 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐨𝐫𝐨𝐦𝐛𝐚𝐢 𝐌. 𝐀𝐦𝐛𝐨𝐥𝐨𝐝𝐭𝐨, who expressed her appreciation and gratitude to the Planning Division for organizing and facilitating the activity. The activity successfully concluded with the expression of appreciation to the Planning Division for their technical support and active facilitation throughout the strategic planning process.

Through this activity, MILG–MDN continues to strengthen its strategic direction, ensuring that its plans, programs, and operations remain responsive, results-oriented, and aligned with its mandate in delivering effective local governance in the Bangsamoro region.

The Ministry of the Interior and Local Government (MILG) – Maguindanao del Norte Provincial Office conducted its Team Conference on May 4, 2026, bringing together all personnel to discuss key updates, program implementation, and administrative matters.

The activity was led by 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐚𝐫𝐡𝐚𝐭𝐚 𝐋. 𝐁𝐚𝐥𝐚𝐝𝐢𝐧𝐠, 𝐏𝐡.𝐃., who guided the discussion and emphasized the importance of alignment, accountability, and timely compliance with required reports.

The conference followed a structured agenda that 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐓𝐨𝐫𝐨𝐦𝐛𝐚𝐢 𝐌. 𝐀𝐦𝐛𝐨𝐥𝐨𝐝𝐭𝐨 presented, which included updates on the status of regular and other reports, submission timelines, and compliance requirements.

Program Focal Persons presented updates on their respective programs, highlighting program accomplishments, as well as ongoing and upcoming activities. The team also raised concerns during an open discussion to clarify issues encountered in the field.

Administrative matters such as DTR submission, performance targets, and upcoming budget preparations were also discussed by the Administrative Officer to ensure efficient office operations.

Through this team conference, MILG–MDN continues to strengthen internal coordination, improve program delivery, and ensure that all personnel remain aligned with organizational goals in advancing responsive and effective governance.
