Four bills moved to second reading as the Bangsamoro Parliament resumed its regular session on Wednesday, May 20.

Among the measures tackled were bills seeking the advance release of salaries if payday falls on a weekend or holiday, the inclusion of right-of-way indemnification in infrastructure projects, the establishment of a Bangsamoro Identification System, and the creation of a community-based physical and rehabilitation medicine program.

Members of the Parliament Baintan Ampatuan, Hashemi Dilangalen, and Kitem Kadatuan Jr. sponsored the proposed measures before these were referred to committees for further parliamentary action.

Also introduced on first reading were measures institutionalizing the Ligawasan Inland Fisheries Enterprise Framework and establishing the Integrated Quran Recitation and Adaptation Education System.

The session will continue on Thursday.

The Bangsamoro Parliament approved on third and final reading a measure renaming the municipality of Datu Blah T. Sinsuat to West Upi in Maguindanao del Norte, voting 40-0-0.

The renaming will still require ratification through a plebiscite among qualified voters in the municipality.

The Commission on Elections will conduct and supervise the plebiscite in accordance with election laws.

Also during the session, lawmakers approved on second reading via voice vote a measure granting pilgrimage leave to BARMM government officials and employees, including personnel from ministries, offices, agencies, and local government units.

The bill grants a 22-day paid leave exclusively for employees undertaking a pilgrimage or spiritual journey to a site recognized by their faith.

The Parliament also adopted a resolution expressing support for Chief Minister Abdulraof Macacua over the leadership changes in the Ministry of Basic, Higher, and Technical Education.

Meanwhile, three measures advanced to second reading, including proposals seeking to protect consumer rights and welfare, institutionalize Da’wah activities, and appropriate supplemental funds for Bangsamoro government operations.

Parliament Speaker Mohammad Yacob and Member of the Parliament Susana Anayatin delivered sponsorship speeches on the measures, which were later referred to the appropriate committees for further deliberation.

Four other measures entered first reading, including the Bangsamoro Resilient Infrastructure and Safe Facilities Act, Bangsamoro Traditional Madaris Preservation and Sustainability Act of 2026, Bangsamoro Bahay Kanlungan for Women and Children Act, and the Bangsamoro Sports Complex Act of 2026.

The Bangsamoro Parliament’s Committee on Ethics and Privileges has approved a resolution establishing a Code of Conduct and Ethics for Members of the Parliament in a meeting held Tuesday, May 19.

Proposed Resolution No. 756 outlines ethical guidelines that will govern the actions, decisions, and dealings of MPs, covering both official duties and private conduct insofar as these may affect the integrity of their office.

The measure is intended to guide lawmakers in the performance of their legislative responsibilities to the institution, their colleagues, and the constituents of the region.

Committee Chair Amiroddin Gayak said the approved resolution will undergo further review in a joint committee meeting with the Committee on Rules before being elevated to the plenary for consideration.

The Bangsamoro Parliament on Monday, May 18, advanced three bills to second reading, including proposals for a maternal wellness program, asthma prevention support for low-income families, and the regularization of volunteer teachers under the Ministry of Basic, Higher and Technical Education (MBHTE).

The bills were referred to the Committees on Health (COH); Women, Youth, Children and Persons with Disabilities (CWYCP); Finance, Budget and Management (CFBM); and Basic, Higher and Technical Education (CBHTE) for further deliberation.

In sponsorship speeches, Member of the Parliament Sha Elijah Dumama-Alba stressed the need for stronger maternal health support, while Member of Parliament Hashemi Nur Dilangalen said equal access to basic services should be ensured for vulnerable communities.

Four additional bills were introduced on first reading, covering the creation of a Bangsamoro Children’s Information Office, youth information desks in all cities and municipalities, and a disaster volunteer corps.

The Parliament also recognized top Bangsamoro achievers, including Jannah Arumpac Masbud for ranking first in the Career Service Examination and Fathea Nadine Mahail for placing fifth in the March 2026 Licensure Examination for Professional Teachers, and congratulated Sittie Aisha Cayongcat-Nuska on her appointment as commissioner of the National Commission on Muslim Filipinos.
