๐‚๐จ๐ญ๐š๐›๐š๐ญ๐จ ๐‚๐ข๐ญ๐ฒ โ€” The Ministry of the Interior and Local Government (MILG), in partnership with the United Nations Childrenโ€™s Fund (UNICEF), conducted a Training of Trainers (TOT) on Child-Friendly Local Governance (CFLG) from October 6 to 10, 2025 at Villa Amor Hotel, Koronadal City.

The five-day training aimed to equip participants with the knowledge and skills to serve as coaches and mentors for city and municipal LGUs in implementing child-friendly local governance. The activity gathered representatives from key Regional Sub-Committee for the Welfare of Children (RSCWC) member agencies, six Provincial Councils for the Protection of Children (PCPCs), MILG Provincial Field Offices, and civil society organizations.

In her welcome remarks, MILG Operations and Management Services Director Fausiah K Romancap-Abdula expressed her appreciation to UNICEF and all participating agencies for their strong commitment to advancing childrenโ€™s rights in the Bangsamoro region. She underscored that the training represents the Ministryโ€™s ongoing commitment to empower LGUs to ensure that every Bangsamoro childโ€™s right to survival, development, protection, and participation is fulfilled.

Throughout the sessions, resource persons guided the participants through topics essential to local governance and childrenโ€™s welfare. CFLGA Consultant April T Obtinario led several sessions, including an Overview of the Strategy for Capacitating LGUs, Deepening Understanding of Local Governance in the Bangsamoro Region, Local Development Planning and Investment Programming, Monitoring and Evaluation, and Participation in Local Governance.

LGOO V Sittie Shahidah R Katug, CFLG Regional Focal Person, presented the Performance Assessment Results and Policy Landscape in BARMM, highlighting areas for improvement in local capacity and governance performance related to child rights and welfare.

Other key discussions were shared by Justine Monique S Romillano of the Ministry of Social Services and Development (MSSD) and Aminudin A Biluddin, RSCWC Regional Coordinator, who both delved into the Four Legacies on Children, Comprehensive Local Juvenile Intervention Program (CLJIP), and Comprehensive Emergency Program for Children (CEPC).

Participants were also engaged in practical workshops, including a Simulation and Learning Session with the Municipality of Pandag, where they interacted with local officials and community members to apply the principles and tools learned during the training.

On the final day, participants presented their learnings, crafted provincial rollout plans, and pledged their commitment to sustain child-friendly governance initiatives within their respective provinces.

The training aligns with the Approaches to the 12-point agenda of Chief Minister Abdulraof A Macacua, who is concurrently the MILG Minister. This initiative reinforces the Chief Ministerโ€™s vision of an empowered, cohesive, and progressive Bangsamoro Regionโ€”one that places human development, particularly the protection and participation of children, at the center of local governance.

Matagumpay na naisagawa sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) ang onsite validation para sa Presidential Award for Child-Friendly Municipalities and Cities (PACFMC), na naglalayong kilalanin ang mga lokal na pamahalaang tumutugon sa pangangailangan at karapatan ng mga bata. Dalawang national qualifier municipalities mula sa rehiyon ang sumailalim sa masusing pagsusuri mula Setyembre 15 hanggang 19, 2025 โ€“ Sultan sa Barongis (3rdโ€“4th class municipality) at Northern Kabuntalan (4thโ€“6th class municipality). Ang dalawang LGU na ito ay kinilala dahil sa kanilang aktibong pagpapatupad ng mga programang pangbata, pangkalusugan, at pangkomunidad.

Pinangunahan ng Council for the Welfare of Children (CWC) ang limang araw na onsite validation sa tulong ng National Award Committee (NAC) na binubuo ng mga kinatawan mula sa Department of Social Welfare and Development - DSWD, Philippine National Police โ€“ Women and Children Protection Center (PNP-WCPC), at Early Childhood Care and Development (ECCD) Council. Layunin ng validation na matiyak kung ang mga LGU ay tumutugon sa mga pamantayan para sa isang ligtas at maayos na kapaligiran para sa mga bata.

Masusing sinuri sa antas ng munisipyo ang planning and policy formulation, resource allocation and utilization, service delivery, child participation, at institution building. Samantala, sa antas ng barangay naman ay tinutukan ang child development services, Barangay Council for the Protection of Children, health and nutrition services, elementary at high schools, information and reading centers, at mga playgrounds.

Bahagi rin ng limang araw na validation sa BARMM ang mga aktibidad na nagbigay-daan upang mas makilala ng mga national validator ang LGU at komunidad. Kabilang dito ang courtesy meeting sa Ministry of Social Services and Development (MSSD) at Chairperson ng Regional Sub-Committee for the Welfare of Children (RSCWC) BARMM, Atty. Raissa H. Jajurie, gayundin ang pakikipagpulong sa mga municipal mayors at orientation sa Local Council for the Protection of Children (LCPC). Sinundan ito ng courtesy meeting sa mga barangay officials at orientation sa Barangay Council for the Protection of Children, pagsusuri at beripikasyon ng mga ulat at dokumento, pagbisita sa mga pasilidad para sa kalusugan, nutrisyon, pag-unlad at proteksyon ng bata, at pagsasagawa ng focus group discussions at interviews kasama ang LGU officials, komunidad at mga bata. Nagtapos ang onsite validation sa pamamagitan ng isang exit conference, kung saan tinalakay ang mga pangunahing obserbasyon at rekomendasyon.

Ang resulta ng validation ay malalaman at igagawad mismo ng Malacaรฑang sa darating na Nobyembre 2025 bilang bahagi ng pagdiriwang ng National Childrenโ€™s Month. Ang PACFMC ay naglalayong kilalanin ang mga munisipalidad at lungsod na matagumpay na nakakapagpatupad ng mga programang pangbata at nakapagbibigay ng ligtas, malusog at maayos na kapaligiran para sa mga bata. Ito rin ay patunay na ang Bangsamoro Region ay patuloy na nagsusumikap sa pagsusulong ng karapatan at kapakanan ng mga kabataan, kasabay ng pagpapalakas ng mga lokal na mekanismo para sa kanilang proteksyon at pag-unlad.

The Regional Sub-Committee for the Welfare of Children (RSCWC), with member Bangsamoro ministries, offices, and agencies (BMOAs) present โ€” particularly the Regional Inter-Agency Monitoring Task Force (RIMTF) chaired by the Ministry of the Interior and Local Government โ€” and with support from the UNICEF Philippines, conducted a 4-day consultation workshop on Child-Friendly Local Governance (CFLG) on August 26โ€“29, 2025, in Cotabato City.

The activity strengthened collective efforts to institutionalize Child-Friendly Local Governance in the Bangsamoro region. Sessions focused on the situation of children, Local Council for the Protection of Children (LCPC) functionality, Child-Friendly Local Governance Audit (CFLGA), the Regional Plan of Action for Children (RPAC), local government responsibilities, and strengthening monitoring and evaluation (M&E) systems for CFLG.

One of the highlights of the 4-day activity was a learning visit to Cotabato Cityโ€™s LCPC, where member BMOAs observed the cityโ€™s health centers, child development centers, Alternative Learning System (ALS) centers, and the Violence Against Women and their Children (VAWC) / Barangay Council for the Protection of Children (BCPC) desks in action. The visit also featured an exchange dialogue with the LCPC, giving BMOAs the opportunity to learn from the cityโ€™s experiences, best practices, and challenges in advancing child-friendly governance.

As a next step, the RSCWC, through the RIMTF and with support from UNICEF, will conduct a Training of Trainers (TOT) this October to build a pool of trainers who will provide technical assistance (TA) to local government units (LGUs). This reflects a strong commitment to improving LGU performance and increasing the number of passers in the CFLGA.

The Regional Sub-Committee for the Welfare of Children - BARMM and the Regional Juvenile Justice and Welfare Committee - BARMM held their Second Joint Regular Meeting on August 4, 2025 at the BPDA Conference Hall. The meeting was chaired by Atty. Raissa H. Jajurie, Minister of the Ministry of Social Services and Development

The meeting featured the following agenda items:

1. Presentation of the BARMM Handling Protocol for Children in Situations of Armed Conflict (CSAC) and its Training Module.
2. Presentation and approval of the updated Results and Resources Framework (RRF) on Regional Plan of Action for Children (RPAC) and Comprehensive Regional Juvenile Intervention Program (CRJIP).
3. Presentation of the 2025 CFLG Audit and LCPC Functionality Assessment results
4. Presentation of the proposed conduct of the Regional Inter-Agency Monitoring Task Force (RIMTF) and RSCWC Consultation Workshop, and Training of Trainers (TOT) on Child Friendly Local Governance (CFLG).

The committees also proposed unifying the Research Agenda Technical Working Group to cover broader child protection concerns, including those of victim-survivors of violence, abuse, and exploitation.

Together, we work to build a safer and more child-friendly Bangsamoro.
