COTABATO CITY- The Bangsamoro Economic Zone Authority (BEZA) further strengthened its role in regional development as its Executive Director, Atty. Sukarno A. Abas, formally took his oath as the agencyโ€™s representative to the Regional Land Use Committee (RLUCom) during the Committeeโ€™s 1st Regular Meeting held today at BPDA Conference Hall 1, Bangsamoro Government Center, in this city.

The oath-taking was conducted under the leadership of the RLUCom Chairperson and Bangsamoro Planning and Development Authority (BPDA) Bangsamoro Director General Mohajirin T. Ali, represented by Director Melanie M. Indar, marking BEZAโ€™s official inclusion in the regionโ€™s key policy-making and coordinating body for land use and spatial planning.

The RLUCom, a special committee under the Bangsamoro Economic Development Council (BEDC), plays a critical role in overseeing land use and spatial development across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It is tasked with formulating and reviewing land use policies, guiding the preparation of the Regional Physical Framework Plan, and ensuring that development initiatives are aligned with the regionโ€™s long-term spatial strategy. The committee also promotes sustainable, balanced, and disaster-resilient development throughout BARMM.

BEZAโ€™s inclusion in the committee signals a significant step toward integrating economic zone development into the broader regional land use framework. As the agency mandated to develop and manage economic zones in the region, BEZA brings valuable insights into investment planning, infrastructure development, and industrial expansion.

Through its participation in the RLUCom, BEZA is expected to help ensure that economic zones, strategic investments, and key infrastructure projects are aligned with land use priorities and environmental considerations. COTABATO CITY โ€” The Bangsamoro Economic Zone Authority-Board of Directors (BEZA-BOD) has approved the proposed Fiscal Year (FY) 2027 budget of the Bangsamoro Economic Zone Authority (BEZA) and adopted a master development plan to guide the upgrading of the Polloc Freeport and Ecozone (PFEZ), BEZAโ€™s sole operating economic zone.

The approvals were made during the BEZA-BOD First Quarter Meeting for FY 2026, held on March 24, 2026, in Cotabato City.

The approved budget for BEZA and PFEZ is expected to strengthen their respective operational capacities, support infrastructure improvements, and accelerate investment promotion efforts across the region.

BEZA Executive Director and BEZA-BOD Vice Chairperson, Atty. Sukarno A. Abas, who presided on behalf of the Boardโ€™s Chairperson and MTIT Minister, Hon. Farserina A. Mohammad, emphasized that the budget will enable the agency to advance its mandate of attracting investments, generating employment, and driving economic growth in BARMM.

Under the Bangsamoro Administrative Code, the BEZA-BOD is mandated to approve BEZAโ€™s annual budget and economic zone development plans, subject to the concurrence of the Chief Minister and appropriation by the Bangsamoro Parliament.

Complementing this, the BEZA-BOD adopted the PFEZ Master Development Plan, which will serve as the blueprint for the upgrading and modernization of PFEZ. The plan outlines a strategic framework for infrastructure enhancement, land use optimization, and positioning PFEZ as a more competitive and investment-ready hub.

As the sole economic zone under BEZA, PFEZ is central to the regionโ€™s economic strategy, with the master plan ensuring that its upgrading is carried out in a coordinated, efficient, and forward-looking manner.

The BEZA-BOD also discussed the proposed BEZA Bill to further strengthen BEZAโ€™s institutional and legal framework and collectively expressed support for its passage.

TAGUIG CITY, Philippines โ€” The Bangsamoro Economic Zone Authority (BEZA) Executive Director Atty. Sukarno A. Abas underscored the critical role of Islamic social finance in advancing inclusive growth and investment-led development during the 5th International Islamic Finance Conference, held on February 2โ€“3, 2026, and organized by the National Commission on Muslim Filipinos โ€“ Bureau of Muslim Economic Affairs.

The conference, themed โ€œPhilippines as a Rising Hub: Strengthening the Islamic Finance Ecosystem for ASEAN Integration and Inclusive Growth,โ€ brought together international experts, policymakers, and development institutions to strengthen the countryโ€™s position in the global Islamic finance landscape.

Representing BEZA, Executive Director Atty. Abas served as one of the panelists during the panel discussion titled โ€œEmpowering Communities Through Islamic Social Finance: Zakat, Waqf, and Microfinance for Inclusive Development.โ€ The session responded to the presentation of Mr. Ziyaad Mahomed, Shariโ€™ah Advisor at the International Centre for Education in Islamic Finance University of Kuala Lumpur.

In his intervention, Executive Director Atty. Abas emphasized that Islamic social finance instrumentsโ€”particularly zakat, waqf, and Shariโ€™ah-compliant microfinanceโ€”play a complementary role in building resilient communities that can actively participate in economic zones and halal-driven value chains. He highlighted that inclusive finance is essential in preparing micro and small enterprises, cooperatives, and community-based producers to engage in investment opportunities within the Bangsamoroโ€™s economic zones.

The discussion aligned with the broader national and regional efforts to institutionalize Islamic finance, as earlier highlighted during the conference by Atty. Sittie Amirah K. Pendatun, Director General of the Ministry of Finance, and Budget and Management (MFBM), who presented the Bangsamoro Governmentโ€™s whole-of-government approach to strengthening Shariโ€™ah-compliant financial systems.

BEZA reaffirmed its commitment to promoting Shariโ€™ah-compliant investments, halal industry development, and socially inclusive economic zones, recognizing Islamic finance as a strategic enabler for sustainable growth, job creation, and poverty reduction in the Bangsamoro Autonomous Region.

The participation of BEZA in the conference reflects its mandate to create an enabling investment environment that is ethical, inclusive, and aligned with the cultural and economic aspirations of the Bangsamoro people, while supporting the Philippinesโ€™ emergence as a rising hub for Islamic finance in ASEAN.
