MAFAR-SGA Actively Participates in Final Roundtable Discussion (RTD) Spearheaded by ACTED Philippines

The Ministry of Agriculture, Fisheries, and Agrarian Reform – Special Geographic Area (MAFAR-SGA) actively participated in the 3rd and Final Roundtable Discussion (RTD) facilitated by ACTED Philippines on July 22, 2025.

Since the 1st RTD in 2024, MAFAR-SGA—under the leadership of Assistant Provincial Director Disumimba D. Rasheed and represented by Report Officer Arched S. Angeles—has consistently taken part in the RTD series. The discussions aim to promote multi-sectoral collaboration in addressing local issues and enhancing government responsiveness in the Special Geographic Area.

The event gathered BLGUs and LGUs from the municipalities of Pahamudin, Nabalawag, Kadayangan, Malidegao, and Kapalawan in SGA-BARMM.

This final RTD focused on consolidating the key issues and concerns raised by each barangay. Outputs from the discussion were directed to the concerned BARMM ministries to ensure that immediate actions, interventions, and policy updates are aligned with the needs of the communities.

MAFAR-SGA remains committed to supporting inter-agency coordination efforts and contributing to the sustainable development of the region.

MAFAR-SGA Implements QRF Cash Assistance Distribution

The Ministry of Agriculture, Fisheries, and Agrarian Reform – Special Geographic Area (MAFAR-SGA), led by Assistant Provincial Director for SGA and Cotabato City Disumimba Rasheed, successfully implemented the Quick Response Fund (QRF) Cash Assistance Distribution on July 19, 2025.

A total of 2,000 individual farmers and fisherfolk from eight municipalities within the SGA—who were affected by the La Niña phenomenon in 2023—each received ₱5,000 under the QRF Cash Assistance Program of MAFAR-BARMM.

250 individual beneficiaries from the municipalities of Kadayangan, Nabalawag, Malidegao, Old Kaabakan, and Kapalawan have already received the said assistance. The distribution for the remaining three municipalities is scheduled to be conducted within the week.

The list of beneficiaries was carefully validated by Municipal Field Assistants, in close coordination with their respective Local Government Units (LGUs) and Barangay Local Government Units (BLGUs), ensuring that the aid reached the most affected and deserving individuals.

This initiative reaffirms MAFAR-SGA’s continued commitment to supporting farmers and fisherfolk during times of agricultural crisis.

Magandang gabi! Ang Ministry of Agriculture, Fisheries, and Agrarian Reform - Special Geographic Area (MAFAR SGA) ay magdaraos ng aktibidad bukas November 18, 2024 sa Barangay Langogan, Kapalawan SGA para sa pamamahagi ng Quick Response Fund sa mga magsasakang naapektuhan ng nagdaang tagtuyot o El Niño.

Detalye ng Programa:

Mga Benepisyaryo:
Mga individual farmers na nagtatanim ng mais at iba pang commodities na nasira dahil sa El Niño. Ang mga benepisyaryo ay nasuri batay sa RDANA (Rapid Damage Assessment and Needs Analysis) na isinagawa noong Abril at Mayo 2023.

Ang bawat benepisyaryo ay makatatanggap ng halagang ₱5,000.00 sa pamamagitan ng cheque.

Pamantayan sa Pagpili ng Benepisyaryo:

*Dapat nakarehistro sa RSBSA (Registry System for Basic Sectors in Agriculture) na may Geo-Referencing.

*Sumailalim sa final validation na isinagawa ng mga Field Assistants nitong mga nakaraang buwan.

*Ang lahat ng benepisyaryo ay naabisuhan tungkol sa programang ito, bago pa ang nakatakdang pamamahagi bukas.

Ang partial list ng mga benepisyaryo ay ipinasa na sa kani-kanilang BLGU (Barangay Local Government Unit). Mangyaring makipag-ugnayan sa kanilang tanggapan para sa karagdagang impormasyon.

On September 19-22, 2024, MAFAR SGA participated in the SGA Local Peace and Development Workshop held at Go Hotel, Davao City.

On behalf of APD Daturash Rasheed the MAFAR SGA report officer presented the mandates, vision, and mission, including current programs, projects, and services available to the eight new Local Government Units (LGUs) of the SGA. The goal was to support these LGUs in formulating and advancing their local development plans.

The workshop was organized by the SGADA office in collaboration with the United Nations Development Programme (UNDP).

The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) in the Special Geographic Area (SGA) successfully conducted a training on feed formulation on August 8, 2024. The event was led by the Assistant Provincial Director for SGA and Cotabato Daturash Rasheed and took place in Barangay Fort Pikit, Malidegao, SGA BARMM.

The training was attended by 25 members of the Ligawasan Development Agriculture Cooperative, all of whom are involved in livestock and poultry farming. Mr. Jamaludin Sampulna, the Chairman of the Board of Directors, expressed his gratitude to the ministry for sharing such valuable knowledge.

The training featured Dr. Benji Belongan, Chief of the Livestock Division at MAFAR Maguindanao, and Mr. Norhid, the Halal Program Focal, as the resource speakers.

MAFAR SGA successfully conducted training seminar on Philippine standard on Halal.

Headed by APD Daturash Rasheed MAFAR SGA successfully conducted training seminar on Philippine standard on Halal at cren cuisine, Cotabato City.

During his opening remarks, APD emphasized the importance of the training, noting that Halal compliance is a crucial aspect of being Muslim. He also highlighted his commitment as public servants to bring the government closer to the Bangsamoro people.

The seminar was attended by selected farmers engaged in livestock and poultry from the new eight municipalities of SGA. Mr. Maguid Akmad from Kapalawan Municipality, on behalf of the 20 participants, expressed gratitude for the opportunity to attend and stressed the importance of such training for the Bangsamoro community.

APD also extended his appreciation to Dr. Norodin Kuit for his valuable time and insights as the resource speaker.

MAFAR SGA Courtesy Meeting with LGUs

The MAFAR SGA, led by the APD Daturash Rasheed, conducted a courtesy visit to the local government units of Kapalawan and Malidegao Municipality. During the meeting, the assistant Provincial Director for SGA and Cotabato City presented BINHI, ISDA, and LUPA as flagship progam of MAFAR, alongside upcoming programs and services to be implement in their localities.

Hon. Norman Inalang of Kapalawan and Hon. Arnal Timan of Malidegao Municipality expressed their gratitude to MAFAR SGA for their effective coordination and support to the newly created Municipalities in SGA.

MAFAR SGA attended the NIA MRIS System Management Committee meeting.

In behalf of APD Daturash Rasheed, R.O presented MAFAR SGA current programs and services in agriculture, focusing on rice cultivation for the upcoming 2024 weat planting season to over 20 IA's presidents.

The meeting took place at the ATI USM campus in Kabacan, Cotabato, in this meeting MAFAR SGA able to update farmers from various irrigation associations under special geographic area.

Turned over ceremony

Headed by MAFAR SGA APD Daturash Rasheed successfully turned over a native free-range chicken breeder house to the Tamaing Halal Development Association in Lagundi, Tugonan, BARMM. The project included 250 heads of RTL native chickens, an incubator, a fertilizing machine, feeder, water facilities, and solar lights.

This initiative marks the first livestock demonstration farm under the halal division. Mr. Abdul Gapor, president of Tamaing, expressed gratitude to MAFAR SGA and committed to ensuring the success of the pilot project.

APD Disumimba also thanked the association members and officers for their commitment to caring for the project.

The information caravan successfully conducted in the 7 Barangays of Kapalawan Municipality, SGA BARMM

MAFAR SGA headed by APD Daturash Rasheed, joined the said program, It aimed to educate farmers, fisherfolk, and ARBs (Agrarian Reform Beneficiaries). In partnership with IMAN Inc.

The program focused on providing information and enlightenment to the community members, particularly those involved in agriculture and fisheries.

During the program, MAFAR SGA staff provide animal health care, under Livestock section, and distribution of vegetable seeds to tha participants.

Local government units (BLGUs) and various sectors expressed gratitude to the ministries involved in the program.

The Information Caravan took place in Barangays Nasapian and Kibayao, Kapalawan, involving MAFAR SGA and IMAN INC.

The program aimed to educate participants about basic requirements, services, and programs offered by MAFAR SGA, focusing on grassroots partners and farmers.

During the event, MAFAR SGA staff provided animal health care services, facilitated RSBSA enrollment, and addressed agricultural and rural development concerns (AR concerns).
