𝐌𝐚𝐲 𝟕, 𝟐𝟎𝟐𝟔 | The PMB Hall at the Bangsamoro Government Center in Cotabato City was filled with passionate and empowered youth during the successful conduct of the 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐘𝐨𝐮𝐭𝐡 𝐋𝐞𝐚𝐝𝐞𝐫𝐬 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭.

More than just an orientation, the activity became a meaningful and interactive engagement between the Bangsamoro Parliament and the youth leaders from various universities and colleges in Cotabato City. The students actively participated, raised insightful questions, and expressed their commitment to becoming part of the positive change and progress of the Bangsamoro.

One of the most inspiring moments came from 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐉𝐚𝐢𝐦𝐞 𝐌. 𝐀𝐲𝐮𝐛, Director of the Plenary and Committee Affairs Department, as he encouraged the student leaders to prepare themselves for the future because one day, they may become officers, staff, or even leaders within the Bangsamoro Parliament itself.

Meanwhile, 𝐀𝐭𝐭𝐲. 𝐁𝐚𝐢 𝐒𝐢𝐭𝐭𝐢𝐞 𝐀𝐦𝐢𝐫𝐚 𝐍𝐨𝐮𝐟 𝐍. 𝐋𝐚𝐮𝐛𝐚𝐧, Chief of Staff, delivered the message on behalf of the Parliament Speaker 𝐌𝐨𝐡𝐚𝐦𝐦𝐚𝐝 𝐒. 𝐘𝐚𝐜𝐨𝐛, 𝐏𝐡𝐃, emphasizing the importance of youth involvement and encouraging the student leaders to stay engaged, stay informed, and actively understand how the Bangsamoro Parliament works in order to contribute to meaningful change for the Bangsamoro people.

The 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲-𝐆𝐞𝐧𝐞𝐫𝐚𝐥, 𝐏𝐫𝐨𝐟. 𝐑𝐚𝐛𝐲 𝐁. 𝐀𝐧𝐠𝐤𝐚𝐥 also delivered a powerful and impactful discussion on the history, mandate, functions, and parliamentary practices of the Bangsamoro Parliament, giving the participants a deeper appreciation of the institution and its vital role in governance.

The participants also received copies of the Priority Codes as souvenirs and reference materials, and enjoyed an educational Parliament tour where they became more familiar with the halls, offices, and parliamentary processes.

Indeed, the future of the Bangsamoro is brighter when the youth are informed, empowered, and involved.

𝟏4 𝐌𝐚𝐫𝐜𝐡 𝟐𝟎𝟐𝟔 | 𝟒𝐭𝐡 𝐖𝐞𝐞𝐤 𝐑𝐚𝐦𝐚𝐝𝐡𝐚𝐧 𝐋𝐞𝐜𝐭𝐮𝐫𝐞 𝐒𝐞𝐫𝐢𝐞𝐬

Alhamdulillah, our Weekly Ramadhan Lecture Series has successfully concluded after four meaningful Saturdays of learning, reflection, and remembrance of Allah.

In this 4th and final session, our lecturer 𝑺𝒉𝒆𝒊𝒌𝒉 𝑴𝒐𝒉𝒂𝒎𝒎𝒂𝒅 𝑺𝒂𝒒𝒓 𝑻. 𝑨𝒏𝒈𝒌𝒂𝒍 reminded us of the virtues of the last ten days of Ramadhan (Ashrul Awaakhir)—the blessed nights in which we seek Laylatul Qadr, a night better than a thousand months.

We were reminded of the hadith of the Prophet ﷺ that when people gather to recite and study the Qur’an, tranquility (sakīnah) descends upon them, mercy (rahmah) envelops them, angels surround them, and Allah mentions them among those who are with Him. This gathering is a beautiful example of that blessing.

The lecture also highlighted the practices of the Prophet ﷺ during the last ten nights of Ramadhan—increasing worship, waking his family for prayer, and performing I‘tikāf in the masjid to fully devote himself to the worship of Allah.

May we continue striving for the sweetness of faith by loving Allah and His Messenger above all things, loving others for the sake of Allah, and remaining steadfast in our faith.

We extend our heartfelt gratitude to our lecturer for sharing his knowledge and reminders, and to all the participants from the 𝐁𝐓𝐀 𝐎𝐫𝐠𝐚𝐧𝐢𝐜 𝐎𝐟𝐟𝐢𝐜𝐞𝐬 for attending and supporting this meaningful gathering.

May this Ramadhan be fruitful for all of us, and may we continue to practice and sustain the lessons we learned even beyond this blessed month.

The lecture reminded us that Ramadhan is not only about fasting, but also about showing mercy, generosity, and compassion within the community—following the example of the Prophet ﷺ who was known to be most generous during this blessed month.

The three-day Post-Legislative Scrutiny (PLS) Training conducted by the Westminster Foundation for Democracy for the Bangsamoro Parliament provided valuable insights on evaluating how laws are implemented, strengthening evidence-based review, and promoting transparency and accountability in governance.

This initiative reinforces the commitment of the Parliament to strengthen its oversight function and ensure that enacted laws truly deliver meaningful and measurable outcomes for the Bangsamoro people.

During the program, 𝐏𝐫𝐨𝐟. 𝐑𝐚𝐛𝐲 𝐁. 𝐀𝐧𝐠𝐤𝐚𝐥 , Secretary-General of the BTA Parliament, delivered a meaningful lecture on the 𝐒𝐚𝐥𝐢𝐞𝐧𝐭 𝐅𝐞𝐚𝐭𝐮𝐫𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐎𝐫𝐠𝐚𝐧𝐢𝐜 𝐋𝐚𝐰 and shared insights on 𝐁𝐚𝐧𝐠𝐬𝐚𝐦𝐨𝐫𝐨 𝐡𝐢𝐬𝐭𝐨𝐫𝐲 —renewing the staff’s understanding of the foundation of the Bangsamoro Government.

Chief of Staff 𝐆𝐮𝐢𝐚𝐦𝐢𝐥𝐚 𝐔. 𝐊𝐚𝐬𝐢𝐦 also emphasized the values and responsibilities expected from every staff member, highlighting the enhanced job descriptions and the importance of strong work ethics, and formally welcomed the new staff of the office as part of strengthening the organization.

The activity concluded with a shared iftar, strengthening not only professional commitment but also camaraderie among the staff.

The 𝑺𝒂𝒕𝒆𝒍𝒍𝒊𝒕𝒆 𝑶𝒇𝒇𝒊𝒄𝒆𝒔 𝑶𝒑𝒆𝒓𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑶𝒓𝒊𝒆𝒏𝒕𝒂𝒕𝒊𝒐𝒏 2026 was successfully conducted on 𝐌𝐚𝐫𝐜𝐡 𝟎𝟒, 𝟐𝟎𝟐𝟔 𝐚𝐭 𝐀𝐥𝐧𝐨𝐫 𝐇𝐨𝐭𝐞𝐥 𝐂𝐨𝐧𝐯𝐞𝐧𝐭𝐢𝐨𝐧 𝐂𝐞𝐧𝐭𝐞𝐫, 𝐂𝐨𝐭𝐚𝐛𝐚𝐭𝐨 𝐂𝐢𝐭𝐲, bringing together the Provincial Coordinators and Satellite Offices personnel of the Bangsamoro Transition Authority Parliament.

The event was graced by the Parliament Speaker, 𝐇𝐨𝐧. 𝐌𝐨𝐡𝐚𝐦𝐦𝐚𝐝 𝐒. 𝐘𝐚𝐜𝐨𝐛, 𝐏𝐡𝐃 who stressed his commitment to continuously support and strengthen the operations of the Satellite Offices,

The 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲-𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐏𝐫𝐨𝐟. 𝐑𝐚𝐛𝐲 𝐁. 𝐀𝐧𝐠𝐤𝐚𝐥 further emphasized his strong support to the Satellite Offices and assured that the concerns raised will be properly endorsed to the concerned divisions and services of the BTA for prompt action and solutions.

As part of the learning sessions, 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐉𝐚𝐢𝐦𝐞 𝐌. COTABATO CITY - In its continued pursuit of spiritual growth and multiplied rewards during the blessed month of Ramadhan, the Office of the Parliament Speaker of the Bangsamoro Transition Authority Parliament, through the Office of the Secretary-General, successfully conducted the Second Week of the Ramadhan Lecture Series on February 28, 2026, at D&M Resto, Cotabato City.

The session featured esteemed Guest Speaker Sheikh Abdulkahar A. Musa, who delivered an insightful lecture entitled “The Values of Patience and Gratitude in Ramadhan.”

In his lecture, Sheikh Musa described Ramadhan as a spiritual training ground that molds and strengthens the character of every believer. He emphasized that fasting goes beyond abstaining from food and drink; it is a discipline that cultivates patience (as-sabr) in all aspects of life — in obeying Allah, refraining from sinful acts, and accepting His divine decree amid life’s challenges.

He also highlighted the significance of gratitude (ash-shukr), reminding participants that genuine thankfulness is manifested through the heart, the tongue, and one’s actions. A believer, he explained, lives between patience during trials and gratitude during blessings.

The session served as a meaningful reminder that Ramadhan is a sacred opportunity to refine one’s character, strengthen faith, and deepen one’s connection with Allah — values that form the foundation of moral governance.

COTABATO CITY — In observance of the blessed month of Ramadhan 1447, a sacred period devoted to spiritual reflection, sincere devotion, and heightened acts of worship, the Office of the Parliament Speaker of the Bangsamoro Transition Authority Parliament through the Office of the Secretary-General, officially launched its Ramadhan Lecture Series for BTA Parliament employees, scheduled every Saturday throughout the month of Ramadhan.

The first session was successfully conducted on February 21, 2026, at D&M Resto in Cotabato City, featuring Sheikh Mohammad Taib Pangca as the resource speaker. He delivered a meaningful lecture titled “Ramadhan: A Month of Spiritual Renewal and Self-Discipline,” highlighting the essence of fasting as a means of purifying the soul, strengthening faith, and cultivating self-control and compassion.

The program was graced by the Honorable Parliament Speaker Mohammad S. Yacob, who delivered an inspiring message to the participants. In his address, he emphasized that Ramadhan is not only a month of fasting but also a profound period of reflection, renewal, and sacrifice. He further underscored that the lecture series forms part of the institution’s capacity-building initiatives aimed at strengthening not only professional competence but also spiritual motivation—enabling employees to become more principled, disciplined, and compassionate public servants.

Through this initiative, the BTA Parliament reaffirms its commitment to nurturing the spiritual and moral development of its workforce, fostering a culture of integrity, accountability, and sincere service to the Bangsamoro people.

The two-day Capacity Building on Khutbah and Imāmah Enhancement was successfully conducted on February 9-10, 2026, graced by the presence of the Bangsamoro Wali, His Eminence Sheikh Muslim Guiamaden.

In the final session, Sheikh Shamsudin Abdulrahman led an engaging discussion on the rulings of Imāmah and Adhān, providing participants with invaluable guidance to strengthen their roles as religious leaders.

The activity culminated with the presentation of the ways forward by the Secretary-General, highlighting a continued commitment to enhancing the quality of khutbah and imāmah in the community.
