Day 10 of the 10-day Capacity Building Workshop on Indigenous Governance, Mediation, and Orientation on Pammadayew Sintatako 2026 was successfully conducted at Hotel Salcedo de Vigan, Vigan City, Ilocos Sur, marking the final cluster of this meaningful and enriching series of engagements. The activity was joined by DILG Provincial Director Randy Dela Rosa, who expressed his appreciation for the support and active participation of the local government units (LGUs) and their respective MLGOOs in the successful conduct of the 10-day workshop, which further strengthened the shared initiative for Pammadayew Sintatako 2026.
Barangay IPMRs, Barangay Secretaries, and Punong Barangays actively participated in the discussions, raising clarifications and sharing their actual experiences and processes in conducting Indigenous Dispute Resolution (IDR) within their respective communities. These exchanges provided valuable insights into the diverse customary practices observed by ICCs/IPs and deepened the participants’ appreciation of the role of Indigenous systems in maintaining peace and harmony.
The sessions revisited the core topics of Indigenous governance, basic mediation techniques, and the distinction between IDR and the Katarungang Pambarangay (KP) system. Participants were also guided on the proper documentation and packaging of their bid books in preparation for the upcoming Pammadayew Sintatako 2026 assessment, ensuring that their community practices and cultural heritage are meaningfully represented.
This initiative is led by the Provincial Government of Ilocos Sur and the Department of the Interior and Local Government – Ilocos Sur, in collaboration with the National Commission on Indigenous Peoples – Ilocos Sur, Ilocos Sur Polytechnic State College, University of Northern Philippines – College of Public Administration, the Office of the Provincial Prosecutor, and the Philippine National Police.
A fitting culmination to a 10-day journey of learning, dialogue, and collaboration in strengthening Indigenous governance, preserving customary dispute resolution practices, and empowering communities across Ilocos Sur.
