A public hearing was discussed during a committee hearing headed by the lead Committee chair on Rules and Ordinances Councilor Libby Manlosa.
The public hearing was spearheaded by Vice Mayor Gema Bacalla and Councilor Jovelita Aratia through their respective committees on Women’s and Family Welfare and Social Welfare.
The hearing focused on a proposed ordinance that seeks to provide local support mechanisms for the implementation of Republic Act No. 11222, otherwise known as the “Simulated Birth Rectification Act", allowing the administrative adoption process and ratification of simulated birth records, and prescribing local procedures and support services in the Municipality of San Fernando, Cebu.
The proposed measure aims to establish clear procedures and local assistance systems to help qualified individuals avail of the benefits of the law, particularly in correcting birth records and ensuring the legal status of children whose births were previously simulated. The collaboration between the Women and Family Welfare sector and the Social Welfare Committee underscores the local government’s commitment to child welfare, family stability, and compliance with national legislation.
