What made Mr. Alexander A. Daligdigโ€™s winning performance in the Talentadong TESDAn Competition truly meaningful is that the story he portrayed is also a story he knows by heart.

During his radio guesting at DYMR Radyo Pilipinas Cebu, CTU-Main Campus, with Ms. Sheila Gravinez, Xander shared the personal journey that inspired his performance as the Grand Winner representing TESDA Region VII.

His love for singing persuaded him to join the competition, which became his first-ever competition. But beyond his talent, Xander brought to the stage a story rooted in his own experiences.

Coming from the Dinagat Islands, Xander experienced firsthand the realities of limited opportunities and financial challenges. With not enough resources for his family, he pursued the TVL Track in Senior High School and earned his NC II. He continued his education and became a Bachelor of Secondary Education graduate, major in Technology and Livelihood Education, specializing in Food Services Management.

From the Dinagat Islands, he came to Cebu in search of employment and eventually found an opportunity to work with TESDA.

His journey allowed him to deeply connect with the character and story portrayed in his winning piece. He, too, experienced working through challenges, including fishing and farming in his province. These experiences taught him that hardships may test a person, but they do not have to stop them from moving forward.

As the only college graduate in their family, Xander shared how poverty shaped his determination. For him, there is always a way and there is always hope. When worries and homesickness arise, he reminds himself to trust in the Lord, believe in his abilities, and keep going.

And in his own journey, he found one of those pathways to hope through TESDA.

TESDA Provincial Office Cebu facilitated the online Training Induction Program (TIP) for the Sugbo Kahanas Program of the Province of Cebu scholars of Global Power Skills Inc., who will be undergoing Food and Beverage Services NC II training.

The activity served as an opportunity to orient the scholars on the training program, scholarship benefits, responsibilities, and other important guidelines to ensure their proper understanding and active participation throughout the training. The TIP also emphasized the importance of commitment, discipline, and active engagement in completing the competency-based training and achieving their NC II qualification.

Through the continued partnership between the Province of Cebu and TESDA Cebu, the Sugbo Kahanas Program provides aspiring skilled workers with opportunities to enhance their competencies, gain industry-relevant skills, and prepare for employment and livelihood opportunities in the food and beverage sector.

TESDA Cebu participated in the Capability-Building Program on the Implementation of Localized Opportunities for Knowledge Access and Lifelong Learning (Train LOKAL) held at Golden Prince Hotel & Suites, Cebu City.

As TESDAโ€™s bridge to local government units (LGUs), the participation of TTI Administrators and TTI CTEC Focals further strengthened the Officeโ€™s capacity to support the localization of lifelong learning opportunities and expand access to technical education and skills development at the local level.

Through Train LOKAL, TESDA continues to work alongside LGUs and other stakeholders in creating learning opportunities that are closer, more accessible, and more responsive to the needs of local communities.

Empowerment through mobile training! The PTC-Minglanilla Assessment and Scholarship team recently conducted a Training Induction Program for 25 beneficiaries of the Electrical Installation and Maintenance NC II Mobile Training Program. Hosted at the Sibonga Community Training Center, this community-based initiative is led by trainer Engr. Kenneth Lothar M. Canizares. The orientation successfully equipped the incoming learners with vital information regarding TESDA programs, policies, and scholar benefits.

Led by Regional Director Gamaliel B. Vicente, Jr., CESO III, ASEAN Eng., TESDA Region VII conducted the Capability Building Program for the Implementation of Localized Opportunities for Knowledge Access and Lifelong Learning (Train LOKAL) on September 1, 2026, at Golden Prince Hotel & Suites, Cebu City.

The activity brought together TESDA officials, personnel, administrators, and CTEC Focals to strengthen their understanding and readiness for the implementation of LGU-led Skills Training, an initiative designed to make skills development more responsive to the actual needs, priorities, and capacities of local communities.

Through the Community and Local Government Engagement Office (CLGEO) of TESDA Central Office, participants were guided through the Train LOKAL Implementing Guidelines, the Work Instruction for its implementation, the CLGE Management Information System (CLGE MIS), and the CTEC Information System. These sessions equipped participants with the knowledge and tools needed to support LGUs in planning, implementing, monitoring, and reporting localized skills training initiatives.

The capability-building program also moved from learning to action as participants worked on their respective Provincial LGU-led Skills Training Implementation Work Plans, identifying priority skills, emerging industries and employment opportunities, target communities, existing local structures, resources, and potential partnerships.

As TESDA continues to strengthen its partnership with Local Government Units, Train LOKAL brings us one step closer to a skills development system that listens to communities, responds to local needs, and creates opportunities where they are needed most.
