April 6, 2026 — we are thrilled to officially open the Cebu City 24/7 Government Services Hub! From dreams to reality, this is a milestone for our city.
As soon as Government offices close tomorrow at 5 PM, the 24/7 Hub will open to serve you round the clock. This is made possible through the Executive Order #027 Series of 2025, also known as "An Order Creating the Cebu City 24/7 Government Services" or the "Mayor of the Night."
This initiative addresses the concerns raised by the BPO industry to solve absenteeism and pre-employment requirements issues - by extending government services beyond regular hours, providing convenient and efficient transactions not only for night shift workers but for all residents. It also strengthens inter-agency cooperation among local and national offices, promoting Cebu City as an innovative and inclusive city that operates and serves its people 24/7.
We will begin by opening select local offices as a test run for the soft launch of the 24/7 Government Hub. The following Cebu City Government offices will initially operate 24/7, based on popular demand:
1. Office of the City Teasurer (CTO) - Issuance of Community Tax Certificates (CEDULA) and miscellaneous / selected payments
2. Business Permit and Licensing Office (BPLO) - occupational permit, Mayor's clearance and delivery permit
3. Cebu City Health Office (CCHO) - Health Card issuance for individuals with normal chest X_Ray result
4. Office of the City Civil Registrar (OCCR) - Process request for PSA and LCR copies of Civil Registry Documents , Mobile Registration and Consultation.
5. Cebu City Traffic Office (CCTO) - assessment of payment of violations
Those are the initial services we offer as part of the Mayor of the Night initiative. Soon, additional services and offices will be opened to better serve the cebuano community.
