Joy Young authored the City Ordinance No. 2333 or known as Cebu City College Scholarship Program was established in order to address the needs of the poor but deserving residents of Cebu City who wants to continue their education, pursue college or vocational courses and cannot afford to pay the tuition and miscellaneous fees.
