NEW COMMANDING OFFICER OF REPAIR PLANNING CENTER ASSUMES OFFICE

LCdr Romerland N Alaon PN was formally installed as the new Commanding Officer of the Repair Planning Center (RPC), Naval Shipyard, during a simple and yet meaningful Change of Office Ceremony held on 29 May 2026 Naval Shipyard. He succeeded Commander, Cdr Michael M Viaje PN, who will soon assume his new post as Deputy Director of the Naval Research and Development Center. The ceremony was spearheaded by Commander, Naval Shipyard, Capt Julius P Reyes PN (GSC).

Once a shipyarder, always a shipyarder”, an adage that rings true as LCdr Alaon PN returns to the Naval Shipyard, a place where his roots were firmly planted and his expertise first shaped. Having spent his early career at the Naval Shipyard, LCdr Alaon honed his technical expertise in the maintenance and repair of Philippine Navy vessels. He has held key positions in the unit such as Officer-in-Charge (OIC) of the Electrical Shop Group, Work Specs Officer, Assistant Planning Officer of the Planning Division, Supply Officer of the Naval Shipyard Supply Group (NSSG), and Production Officer of the Ships Repair Facility Cavite, positions under their former organizational titles. His career later expanded overseas when he was designated as a Technical Member for Hull, Machinery and Electrical (HME), PN Corvette Owners Representative in Ulsan, South Korea.

The ceremony was marked by heartfelt gratitude from both the outgoing and incoming officers. Cdr Viaje expressed his wholehearted appreciation and thankfulness to the officers, enlisted personnel and civilian human resources of RPC. “Despite challenges and limitations, you have demonstrated resilience, adaptability and commitment to duty”, he told. Meanwhile, LCdr Alaon relayed his sincerest appreciation to the leadership of the Naval Shipyard for the trust and confidence bestowed on him. He commended his predecessor’s dedicated leadership and valuable contributions to RPC. “As I assumed office, I envision an RPC that is professional, innovative, responsive and mission oriented. We shall continue to strengthen our planning systems, with coordination with stakeholders and promote efficient, resource management and accountability,” he remarked.

CNAVSHIP extended his congratulations to both officers and expressed deep appreciation to LCdr Viaje PN for his dedicated service as Commanding Officer of the Repair Planning Center, spanning three years, eight months, and twenty days. He emphasized that this simple, yet meaningful ceremony serves as a fitting tribute and a heartfelt gesture of gratitude for the long years of commitment and invaluable contributions rendered to the Naval Shipyard. Meanwhile, Capt Reyes warmly welcomed the new Commanding Officer, RPC with open arms. He said that challenges continue for the unit to build a stronger and reliable capability in order to sustain the unit’s mission as the formidable ships repair service provider of the Philippine Navy. In closing, CNAVSHIP called upon the men and women of RPC to extend their full support to the incoming leadership, underscoring the importance of unity and collective commitment in sustaining the Shipyard’s mission. He wished LCdr Alaon good luck and asked to take good care of RPC”.

BUILDING COMPETENCE AND COMMITMENT: NAVSHIP LAUNCHES TRAINING PROGRAM

Today marks the start of an intensive training for the participants of the Project Officer/Ship Superintendent Course and Quality Reliability Assurance Training, which officially opened on 21 April, at Headquarters, Naval Shipyard.

The Joint Convening Ceremony was led by Capt Julius P Reyes PN(GSC), Commander, Naval Shipyard, with Capt. Roberto O Tavares PN(GSC), Superintendent, Naval Sea Systems Training Center, delivering the keynote address. Their leadership set the tone for the training, underscoring the importance of enhancing technical expertise and ensuring quality standards across shipyard operations.

In his remarks, Capt Roberto O Tavares PN(GSC) highlighted the significance of the three courses in sustaining naval assets and congratulated the Naval Shipyard for this milestone. He urged participants to go beyond the structured training program, reminding them that better awareness leads to better choices, and ultimately, better results.. Concluding his address, Capt Tavares emphasized the importance of discipline and the effective application of the knowledge and competencies gained during the training. He reminded the students that, as empowered professionals, they should demonstrate improvement, show genuine dedication to their work, and strengthen the organization by empowering their subordinates and cascading the lessons learned. He offered this advice as a guiding principle for the students to carry forward beyond the training.

NAVSHIP Honors Paint Shop Foreman on His Retirement

The Naval Shipyard conferred a Plaque of Honorable Service to Mr. Ramon N Padriquela Civ HR, Admin Assistant II (Painter Foreman) assigned in the Woodhull Shop Group, on April 6, 2026, in recognition of his dedicated service to the Philippine Navy.

Ramon, fondly known as “Boss Ramon”, will officially retire on April 11, 2026, after 44 years, three (3) months and eleven (11) days of faithful service to the unit. He began his journey on December 28,1981 as a casual employee and earned his permanent position in 1998. Over the years, he rose through the ranks and was promoted to Foreman in 2015.

Checking the distribution list for daily deployment and materials needed for repair activities, and supervising his subordinates became more than a routine task, it was elevated into a mission to support their well-being, strengthened work ethics, and ensure shop preparedness. Through his tireless work, he was able to support his family, proudly sending his children and even his grandsons to school.

With emotion in his voice, Mr. Padrquela fought back tears as he reflected on his experiences and offered heartfelt thanks to his colleagues and the unit. He shared how NAVSHIP had not only been his workplace but also the foundation of his family’s future:

“Dahil sa NAVSHIP, nakapagpaaral ako ng mga anak ko”.

“Salamat sa NAVSHIP na naging tahanan ko sa loob ng apatnapu’t apat na taon”.

“Ang maipapayo ko sa mga maiiwan kong kasamahan ko, maging masipag at magtulungan kayo sa inyong trabaho”.

Capt. Julius P Reyes PN(GSC), Commander, Naval Shipyard, thanked and congratulated Mr Padriquela for his successful career. He remarked, “It was not only your service, but your very life that you offered to this unit.”

As he departs from his civilian service, NAVSHIP recognizes not merely a worker, but an unsung hero whose devotion and loyalty to duty have kept countless PN vessels mission ready.

Thank you, Boss Ramon. Through your own hands and your guidance of others, you painted and supervised the painting of ships that continue to serve the fleet.
