The Incident Command System (ICS) by all stations of Castañeda PPO together with BFP and BJMP.

Our last day for case based scenario reflects a proactive and organized approach of LAYAG DIWA CLASS of 2024 in managing crisis ranging from transport of high profile PDL, ambush, hostage situations, and hazmat and bomb threats. By adopting the ICS protocols the Quezon police station demonstrates its commitment to ensuring the safety and security of its community through structured and coordinated responses to various threats.

Hostage situations represent high-risk scenario that require us to carefully negotiate and make a tactical intervention to ensure the safety of hostages and apprehend perpetrators. By utilizing the Incident Command System, the Quezon police station established clear chains of command, assign specific roles and responsibilities to personnel, and facilitate seamless communication between responding units and other agencies specifically the BJMP and BFP.

Similarly, hazmat and bomb threats pose challenges to law us requiring meticulous planning and coordination to mitigate potential threats and safeguard public safety. The Incident Command System enables the Quezon police station and other stations of castañeda PPO to establish command posts, coordinate evacuation procedures, and conduct thorough searches for explosive devices in a systematic manner. By adhering to established protocols available resources efficiently.

Furthermore, the adoption of the Incident Command System underscores all the police station's commitment to collaboration and coordination during emergencies. By establishing unified command structures and fostering communication between law enforcement, fire departments, medical services, and other relevant agencies, the police station can influence collective expertise and resources to address complex threats effectively.

The challenging 7th day of our case-based scenario came as the Quezon Component City Police Station was attacked by the insurgent group known as the New People's Army (NPA). This unexpected assault thrust the law enforcement personnel into an alarming crisis, requiring quick and strategic action to defend against the aggressors and protect both the station, equipment, fi****ms, and specially all the personnel. In the face of danger, the Quezon police station demonstrated remarkable tactical plan, effectively neutralizing the threat posed by the armed group.

The attack on the police station begun with a barrage of gunfire, a brazen attempt to overwhelm the law enforcement personnel and seize control of the facility. However, the quick response of the police officers of Quezon CCPS immediately prevented the initial assault, preventing the attackers from gaining a significant foothold. The ability of the Quezon police station to quickly mobilize and respond to the threat speaks volumes about their training, preparedness, and dedication to maintaining law and order in the face of adversity.

The success of the defense was bacause of the implementation of the Camp Defense Plan, PMAJ MARTINEZ, Deputy Chief of QCCPS recognizing the gravity of the situation, wasted no time in activating this plan and assigning specific tasks to each personnel. This proactive approach ensured that every member of the Quezon police station was fully engaged and coordinated in their efforts to defend against the attackers.
Furthermore, the utilization of A1 information from a confidential agent played a pivotal role in the station's ability to anticipate and effectively respond to the ambush. This intelligence allowed the Quezon police station to pre-existing emptively prepare for the impending attack, enabling them to quickly mobilize resources and personnel to secure the facility and neutralize the threat.

In conclusion, the tactical moves employed by the Quezon police station in response to the ambush illustrate the importance of preparedness, coordination, and quick action in the face of danger. Through the implementation of the Camp Defense Plan, the utilization of intelligence from confidential sources, and the bravery of its personnel, the Quezon police station successfully repelled the attackers and emerged victorious.

Sixth day of our case based scenario. During our full alert status, Quezon Component City Police Stations take necessary measures to combat any potential threat that may arise within our area of responsibility. Our current scenario involves the implementation of checkpoints by the respective stations to deter criminal activities. Under the authority of our Chief of Police, PLTCOL SELWYN A PEDREGOSA, we have been given the responsibility to establish checkpoints at midnight in preparation for the upcoming SUMVAC 2024 and the celebration of the New People's Army (NPA).

The checkpoints that we have planned are specifically designed to target motorcycles and four-wheeled vehicles. This is done to ensure that the safety of every individual is taken care of during heightened alert levels and intensified safety measures. It is important to note that the deployment of personnel tasked with the checkpoint does not restrict civilians from their travel but rather enforces and provides safety for them to avoid potential cases of accidents or criminal activities from occurring.

Although our vicinity is considered relatively safe, we cannot afford to be complacent. Any time, a scenario could appear that requires quick reaction, which is why we need to be extra cautious. During the checkpoints, police officers in charge of this task shall always render courteous behavior to the riders. It is important to avoid the issuance of traffic violation reports as much as possible. However, if deemed necessary, officers may issue reports on any traffic violations.

In addition to our regular duties, the QCCPS also conducts logistics inspection under the supervision of PLTCOL COBALLES, the Chief Logistic Section Officer at the Castañeda Provincial Office. This process ensures that all assets belonging to our station are properly recorded and checked for any issues. The inspection covers all equipment, with particular focus on fi****ms, communication devices, and patrol vehicles. This is done to ensure that everything is in good working condition and ready to be used in any emergency situation that may arise. We take this responsibility very seriously and strive to maintain the highest standards of safety and efficiency at all times.

The Quezon Component City Police Station recently conducted a simultaneous Police "Dragnet Operation" following a request from the Aguinaldo City Police Station. The operation was carried out in response to a shooting incident that took place in their area of responsibility. A Dragnet Operation is a police operation designed to seal off the probable exit points of fleeing suspects from the crime scene to prevent their escape. The team responded immediately upon receiving the information and set up roadblocks to apprehend the suspects.

In addition to the Dragnet Operation, a SITG (Special Investigation Task Group) was also conducted with the officer in charge, PMAJ ILAGAN, and the Chief of Police, Intelligence Section, Investigation Section, and other related officers in attendance. Criminal investigations rely heavily on surveillance operations and gathering the data needed to create intellect. However, it is important to note that secretive and covert techniques may not always be required or acceptable, and if they are used, they can pose related dangers.

Furthermore, it is essential for officers to exercise caution when disclosing material related to an investigation to any person or organization without a legitimate need or right to know. Confidential information regarding a subject should never be disclosed. This is especially crucial when providing data to regional or centralized intelligence, where this and other kinds of information can be disseminated even further outside of the authority of the department. Once released, investigative material frequently acquires more credibility than it may have as perceived by other legal systems. Therefore, it is crucial to maintain confidentiality and to ensure that information is only shared with those who have a legitimate need to know.

Personnel of Quezon CCPS led by PMAJ Mark Jordan Martinez, Deputy Chief of Police, as Team leader, responded to the shooting incident transpired in front of Gymnasium, Brgy Camp Castaneda, Silang, Cavite. The Victim was shot on his chest that resulted his instantaneous death. First responders from QCCPS immediately went to the crime scene. According to the statement of a bystander, the suspect was wearing black jacket and one wearing black tshirt and black helmet riding in motorcycle. Further investigation is being conducted in the incident in order to identify the suspects.

The Cadets use their theoretical understanding of addressing this kind of circumstance in conjunction with what they have learnt throughout the station immersion. The cadets were able to appropriately evaluate and process the crime scene with the necessary actions carried out thanks to PLTCOL APOLONARIO PALOMENO's guidance and wisdom.

PLTCOL APOLONARIO PALOMENO is guiding us through processing a crime scene following a shooting incident. Here's what we did, based on proper crime scene procedures:

1. Secure and Isolate the Area:
* Priority is to ensure everyone's safety. The cadets would establish a perimeter around the crime scene to prevent unauthorized access and contamination.
2. Document the Scene:
* Extensive photographs would be taken from various angles, capturing the overall scene, victim's position, and any potential evidence. Detailed notes would be made on weather conditions, time of day, location of bullet casings, and witness statements.
3. Sketch the Scene:
* A detailed sketch would be created, marking the location of the victim, bullet casings, skid marks, and any other relevant objects. This provides a visual record of the scene layout.
4. Locate and Examine Evidence:
* The cadets, under PLTCOL PALOMENO's guidance, would meticulously search for fingerprints, footprints, bullet casings, and any other objects that could be linked to the suspect(s).
5. Collect and Package Evidence:
* Following proper protocol, each piece of evidence would be carefully collected, documented, and placed in an appropriate container to maintain chain of custody.
6. Witness Interviews:
* Witness statements would be obtained, focusing on suspect descriptions, the sequence of events, and any other details that might aid the investigation.
7. Scene Release:
* Once a thorough processing is complete, the crime scene would be released, following proper documentation.

It's important to remember that these are general steps, and the specific actions taken by the cadets would depend on the intricacies of the crime scene.
