2nd Monthly Meeting of Liga ng mga Barangay- Samar Chapter

The Liga ng mga Barangay- Samar Chapter successfully conducted its 2nd Monthly Meeting on March 20, 2026, with a total of twelve (13) Liga Presidents present. The meeting was presided over by Hon. Ruby R. Delector, Provincial President of the Liga ng mga Barangay-Samar Chapter.

The meeting served as an important venue for discussion, coordination, and updates on key programs and upcoming activities of the organization. One of the major highlights was the discussion on the forthcoming Provincial Liga Congress to be held in Cebu City. Preparations for the said event were carefully reviewed, including logistical arrangements and coordination among participating municipalities.

Updates on the registration of delegates and participants were also presented, ensuring that all necessary preparations are in place for a successful and well-organized congress. The Provincial Liga Congress is expected to strengthen collaboration among barangay leaders and promote effective local governance.

Another significant activity during the meeting was the distribution of Chapter Identification Cards (IDs) to members of the Liga ng mga Barangay – Samar Chapter. This initiative aims to reinforce the official identity of Liga members and foster unity within the organization.

The body also discussed matters regarding the Lupong Tagapamayapa Incentives Awards (LTIA) Provincial Awardees, recognizing barangays that have shown exemplary performance in maintaining peace and order through effective barangay justice systems.

Other matters were likewise taken up, providing an opportunity for Liga Presidents to raise concerns, share updates, and contribute ideas that would further improve the programs and initiatives of the chapter.

The successful conduct of the meeting reflects the strong commitment of barangay leaders in Samar to work collaboratively towards responsive governance, community development, and sustained public service.

The afternoon session of the Regional Liga Congress 2026 - Region VIII featured distinguished resource speakers who shared their expertise on local governance, disaster preparedness, and community resilience.

The session opened with presentations by Dir. Arnel M. Agabe, CESO III, Regional Director of the Department of the Interior and Local Government (DILG) Region VIII, and Ma. Lourdes Dela Calzada, Civil Defense Officer III- RO8, who provided valuable insights and guidance to barangay leaders on promoting good governance, strengthening disaster preparedness, and building resilient communities at the grassroots level.

A special message was delivered by Atty. Carlo P. Loreto, Board Member of the 5th District of Leyte, followed by closing remarks from Nimfa Villegas, Provincial Liga President of Biliran Province, who expressed appreciation to all participants and highlighted the importance of unity, cooperation, and shared commitment among Liga members.

The afternoon session concluded with a photo opportunity, capturing the delegates, speakers, and organizers together, symbolizing collaboration, camaraderie, and the collective dedication of barangay leaders to empowering communities throughout Region VIII.

Regional Liga Congress 2026- Region VIII
Summit Hotel, Tacloban City

The second day of the Regional Liga Congress 2026- Region VIII continued this morning with an inspiring and meaningful program attended by Liga officials and barangay leaders from across Eastern Visayas. The gathering further strengthened unity and reinforced the shared commitment of local leaders to advance responsive, inclusive, and people-centered governance.

The morning session opened with a welcome and keynote message from Hon. Esteban V. Laurente, Regional President of Liga ng mga Barangay -Region VIII, who underscored the vital role of barangay leaders as frontliners of governance. He emphasized their responsibility in guiding communities toward resilience, inclusivity, and sustainable development, reminding participants that empowered grassroots leadership is essential in addressing the needs of the people.

The congress was honored by the presence of distinguished speakers who delivered messages aligned with the theme “Empowering Communities: An Inclusive Approach to Disaster, Environment, and Health.”

Dr. Noel O. Arteche, Licensing Officer V of the Department of Health – Eastern Visayas Center for Health Development (DOH EVCHD), highlighted the importance of strengthening local health systems and ensuring that barangays remain proactive partners in promoting accessible and quality healthcare services.

Representing PBGen Jason L. Capoy, Regional Director of Police Regional Office VIII (PRO R8), PCol Noelito A. Getigan, City Director of the Tacloban City Police Office, conveyed the Philippine National Police’s continued support for barangay initiatives. The message emphasized strong collaboration between barangay officials and law enforcement agencies in maintaining peace and order, enhancing public safety, and fostering community trust.

Participants were also inspired by a special video message from the National Liga President, Maria Katrina Jessica G. Dy, who reaffirmed the national organization’s commitment to supporting regional and provincial chapters. She encouraged barangay leaders to remain steadfast in their dedication to public service and to continuously strengthen their leadership capacities.

An additional message of solidarity was delivered by Ma. Martina L. Gimenez, Provincial President of the Province of Leyte and Executive Vice-President of Liga National, who highlighted the importance of unity, shared responsibility, and cohesive leadership among Liga members in achieving meaningful and lasting community impact.

The morning session reflected strong partnership among health authorities, law enforcement, and Liga leaders, underscoring the shared goal of building safer, healthier, and more empowered communities throughout Region VIII.

Today, the Liga ng mga Barangay - Samar Chapter actively participated in the opening ceremonies of the Regional Liga Congress 2026 - Region VIII at Summit Hotel, Tacloban City, under the theme “Empowering Communities: An Inclusive Approach to Disaster, Environment, and Health.”

The event formally welcomed barangay leaders and Liga officials from across Region VIII, bringing everyone together in a ceremonial gathering that emphasized unity, collaboration, and commitment to public service. The opening program featured a keynote message by Hon. Esteban V. Laurente, Regional President of Liga ng mga Barangay- Region VIII, who highlighted the vital role of barangay leaders in guiding their communities and inspiring inclusive, empowered, and resilient leadership.

The Samar Chapter delegation, led by Hon. Ruby R. Delector, Provincial Liga President, joined the opening ceremonies with enthusiasm, participating in the formalities and absorbing the important messages of encouragement and leadership shared by the regional officials.

The first day of the congress provided an excellent opportunity to welcome all participants, foster camaraderie, and celebrate the dedication of barangay leaders who continue to serve their communities with commitment and excellence.

On February 7, 2026, the Liga ng mga Barangay – Samar Chapter conducted its meeting to discuss key matters concerning the organization and its upcoming activities.

The meeting was presided over by Hon. Ruby R. Delector, Provincial Liga President, with 19 Liga Presidents in attendance.

The following agenda items were discussed:

*Regional and National Congress - Updates and preparations for the upcoming congresses were presented to ensure active participation of the Samar Chapter.
*Chapter ID - Discussion on the implementation and importance of proper identification for members of the chapter.
*Proposal of the Activities Book - Presentation and deliberation on the proposed book documenting the chapter’s programs and accomplishments.
*Other Matters - Additional concerns and updates relevant to the Liga were also addressed.

The meeting served as a platform to strengthen coordination, enhance organizational planning, and promote unity among barangay officials of the Samar Chapter.
