Bula is among 104 local government units across the Bicol Region to receive an Ideal rating in the CY 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment, conducted by the Department of the Interior and Local Government (DILG) Regional Office 5 through its Local Government Monitoring and Evaluation Division.

The assessment evaluated each LGU's 2025 performance in promoting and protecting children's rights and welfare. All levels of the Inter-Agency Monitoring Task Force (IMTF) reviewed and validated documentary requirements submitted by each council through an interactive online process with LCPC representatives.

An Ideal rating—the highest level in the assessment—indicates that the municipality has met the full range of standards set for child protection programs, policies, and activities at the local level.
