LGU Camalig marks National Heritage Month with free ‘El Pueblo Viejo’ Walk Tour, awards new DOT-accredited guides

In celebration of National Heritage Month this May, the Local Government Unit of Camalig, through the Camalig Tourism and Cultural Heritage Council (CTCHC), officially launched its free El Pueblo Viejo de Camalig Heritage Walk Tour on May 29, 2026.

The initiative serves as a proactive step to revitalize the municipality’s cultural tourism profile, with the LGU planning to run the walk tour regularly to continuously promote its local historical landmarks.

The activity drew a diverse group of participants, including local residents from Camalig and visitors from outside the municipality, LGU Camalig staff, Government Internship Program (GIP) summer job students, the Barangay Council of Barangay 7, and representatives from the National Museum.

The event commenced with an opening segment by Municipal Tourism Officer Mr. Jed L. Villanueva, who led a brief discussion on the deep-rooted history of Camalig and explained why the town’s historic center is proudly called “El Pueblo Viejo” (The Old Town). Following the orientation, Mr. Mike B. Zuñiga, Tourism Promotion, Training, Statistics, and Registration Officer, discussed tour protocols and essential guiding principles.

A major highlight of the program was the formal awarding of certificates to the Camalig Guides Association of Albay (CAGABAY), officially recognizing it as a newly accredited organization by the Department of Tourism (DOT). This milestone ensures that visitors receive high-quality, accurate, and professional guiding services from fully certified local experts.

During the tour proper, the newly accredited CAGABAY guides took charge, skillfully assisting participants and sharing extensive historical insights at every landmark. The curated heritage route led participants through five significant historical zones, beginning at the First Municipal Hall Grounds, moving to the Dominican School of Camalig, proceeding to the St. John the Baptist Parish Church, exploring the famous Cluster of Ancestral Houses, and making its final stop at the Rizal Monument. At each site, participants were given ample time to take photographs and immerse themselves in the stories behind the architecture.

Expressing his strong support for the sustainable tourism program, Camalig Mayor Carlos “Caloy” Irwin Baldo Jr. emphasized the importance of passing local history down to the youth while continuously elevating the town’s tourist experience.

“Magayon yadi para ma-promote ang mga heritage houses, maaraman ninyo ang istorya manungud sa mga heritage houses especially mga new generation, na may makuko kamong ideya kina kaaraman. Magayon man yadi para maisyan kung ano pa ang p’wede ma-improve kina kung pawno ta makumbinsir ang mga turista na mag-adon o visit didi sa Camalig,” Mayor Baldo said.

The local government and the CTCHC extended their deepest gratitude to the parish church administration and the respective private homeowners of the ancestral houses for graciously opening their doors and cooperating with the LGU to make the tours possible.

Camalig MPOC, MADAC push for enhanced anti-drug and public safety initiatives

The Camalig Municipal Anti-Drug Abuse Council (MADAC) and Municipal Peace and Order Council (MPOC) convened for their second joint quarterly meeting on May 29, 2026, at the 2nd floor of the MYTALLIC Building, Camalig Municipal Hall, to discuss updates from member agencies and ongoing anti-drug and public safety initiatives.

The meeting was presided over by Mayor Hon. Carlos “Caloy” Irwin G. Baldo Jr., MADAC/MPOC Focal Person and Public Information Officer Tim Florece, and Committee Chairman on Peace and Order Hon. Shellie Vibar.

During the meeting, the Camalig Municipal Police Station (CMPS), Armed Forces of the Philippines (AFP), Bureau of Jail Management and Penology (BJMP), and Camalig Fire Station (CFS) presented their accomplishment reports for the second quarter of Calendar Year 2026. The agencies also welcomed suggestions and recommendations from the council as they highlighted their operational accomplishments, best practices, as well as issues and concerns encountered in the performance of their duties.

Municipal Local Government Operations Officer (MLGOO) Sheila Abierra provided updates on the conduct of the 2026 Peace and Order Council (POC) and Anti-Drug Abuse Council (ADAC) Functionality Audit. She noted several findings from the audits, including the need to improve the utilization and implementation of certain programs by partner agencies. Abierra also shared that both councils received high initial scores in the audit.

Meanwhile, the Municipal Health Office (MHO), through Nutrition Program Coordinator Kenneth M. Nolasco, updated the council on the status of the Community-Based Drug Rehabilitation Program (CBDRP) and its requirements for accreditation. Mayor Baldo emphasized the importance of completing the accreditation process as soon as possible, stressing the need for the program in the municipality.

The meeting also featured the announcement by the CMPS regarding the upcoming observance of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) on June 26, 2026. The annual observance aims to strengthen action and cooperation toward achieving a world free from drug abuse.

MADAC/MPOC Focal Person Tim Florece clarified the common misconception surrounding Camalig’s drug-cleared status despite the continued arrest of drug users in the municipality. He explained that being “drug-cleared” does not necessarily mean the total absence of illegal drugs.

Citing Dangerous Drugs Board Regulation No. 3, Series of 2017, Section 8, Florece said a locality may still be considered drug-cleared if it has no drug dens or laboratories, drug pushers have been apprehended, illegal drug influence continues to decline, and the local government remains fully prepared to respond to any resurgence of illegal drug activities. “Kumbaga po, pag drug-cleared, gustong sabyon, kontrolado, while drug-free means means there is absolutely no presence of illegal drugs,” Florece explained. Camalig has maintained its drug-cleared status since August 16, 2023.

The councils also approved two resolutions during the meeting. MADAC/MPOC Resolution No. 1-2026 appointed Mr. Mark Faustin Villavicencio as the Alternate MADAC/MPOC Focal Person, while MADAC Resolution No. 1-2026 directed all 50 Punong Barangays to restore their Barangay Anti-Drug Abuse Council (BADAC) checkpoints. Barangays with existing checkpoints were likewise instructed to continue their operations.

Camalig's tourism council tightens tourism rules, maps out June activities to preserve heritage momentum

To protect its position as the premier heritage destination of the province, the Camalig Tourism and Cultural Heritage Council (CTCHC) convened for its 2026 Second Quarter Meeting today, May 28, at the 2nd Floor of MYTALLIC Building. The session focused heavily on raising regulatory compliance for local businesses and saving the tourist season following a major festival cancellation.

Led by Municipal Tourism and Cultural Heritage Officer (MTCHO) Mr. Jed Villanueva, the council gathered key local agencies and private sector stakeholders, including the Municipal Environment and Natural Resources Office (MENRO), DENR-CENRO Guinobatan, Camalig Municipal Police Station, Camalig Fire Station, Department of the Interior and Local Government (DILG), Municipal Planning and Development Office (MPDO), DepEd Camalig North SDO, Local Economic Development and Investment Promotions Office (LEPIDO), SBL, and representatives from Wyndale Hotel, On Due Hotel, Barisbis, and the Camalig Running Team (CRT).

A primary focus of the meeting was bringing the local industry up to national quality and environmental standards. Mr. Darius Lorenz Grageda from the MTCHO delivered the 2026 first-quarter tourism statistics report, followed by an update on the Department of Tourism (DOT) Accreditation Application and Renewal from Mr. Mike Zuñiga, MTCHO Registration, Statistics & Promotion Officer Ms. Liezl G. Neo from the DENR CENRO laid out the Ecotourism Management Operational Plan and Community-Based Tourism Operational Framework to create grassroots livelihoods, while Mr. Villanueva discussed updates on the local Tourism Code based on stakeholder submissions. During the open forum, he also recommended a strict municipal policy requiring all local Airbnbs and transient houses to secure proper business permits and operate under registered business names.

With the annual Pinangat Festival officially cancelled, the council shifted its focus to keeping the town's tourism momentum alive. Acting Municipal Cooperative Development Officer (MCDO) Karen Bolaños supported the immediate rollout of a fresh calendar of alternative activities this coming June to ensure the local economy stays active and to reinforce the town's identity as the Heritage Town of Albay. The approved June lineup features a strong mix of cultural, religious, and athletic events, including a Tourism Awareness Seminar in Barangay Binanderahan, and Laro ng Lahi.

The council also tackled several strategic proposals under "Other Matters." CTCHC President Mr. Ben Francis Nasayao of Barisbis presented long-term development initiatives, including the flagship "Ani nin Arte" Art Fair, a weekend crafts market showcasing basketry, a municipal library and museum, the "Tatak Camalig" Seal of Excellence, and historic urban design guidelines. Additionally, Ms. Micah Mirabel detailed the proposed Town Fiesta Activities, Parish Pastoral Council (PPC) Chairperson Mr. Roger Murillo presented the upcoming San Juan Bautista Parish (SJBP) activities, and Ms. Asti Nasayao laid out preparations for the highly anticipated Camalig Half Marathon.

Because these development projects and event schedules are still strictly undergoing final review, Mayor Hon. Carlos Irwin "Caloy" G. Baldo Jr. reminded the council that turning big ideas into reality requires careful study and unified cooperation.

“Kaypwan ta yadi adalan. Pagtarabangan ta, mag-iristurya kung paunon ta magibong posible yading mga proposed na mga bagay lalo na kung pawno mapagayon ang satun na simban kina municipalidad," Mayor Baldo stated, emphasizing that thorough consultation and teamwork are absolutely necessary before executing any major municipal transformations.

Camalig Scales Digital Transformation for Local Businesses at 2026 EODB Forum

The Local Government Unit of Camalig took a significant step toward administrative modernization on Wednesday, May 27, 2026, as it hosted the 2026 Ease of Doing Business (EODB) Month Stakeholders’ Forum at the 2nd Floor Mytallic Hall building.

The event, led by the Local Economic Development and Investment Promotions Office (LEPIDO) and the Business Permit and Licensing Office (BPLO), served as a comprehensive briefing on the digital transition of local government services. With the goal of fostering a more business-friendly climate, the forum focused on the integration of online procedures designed to simplify the path to securing business permits and essential clearances.

A primary highlight was the presentation of the salient features of Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act, led by DILG Municipal Local Government Operations Officer (MLGOO) Shiela J. Abierra. Her insights provided the legal framework for the municipality’s shift toward greater bureaucratic efficiency.

The forum demystified the regulatory landscape by bringing together key service providers to explain their specific roles in the licensing process. Maria Roshelle A. Serrano of the DTI-Negosyo Center Camalig, alongside Karl Shirlo A. Bonacua and Alexandro M. Novora from the DTI-Albay Provincial Office, briefed entrepreneurs on the essentials of business name registration, the advantages of registering as a Barangay Micro-business Enterprise (BMBE), and the enforcement of the Price Control Act.

Participants were also guided through the necessary clearances required to operate within the municipality. Presentations were delivered by Sangguniang Bayan Secretary Melanie A. Ramirez regarding barangay clearances, followed by technical briefings from Rogelyn Dequina of the Municipal Health Office, Mike Ed Nuyles of the Municipal Planning and Development Office, and Architect Kyzle B. Rodrigo of the Municipal Engineering Office. Environmental compliance was addressed by Florencio G. Reberta Jr. of the Municipal Environment and Natural Resources Office, while SFO4 Madonna O Rempillo of the Camalig Fire Station detailed the procedure for obtaining online fire safety inspection certifications.

The event emphasized the transition toward a unified digital workflow for application, assessment, and payment, a system championed by Acting Municipal Treasurer Mary Claire M. Nuyles, CPA and BPLO head Henry T. Nobleza. By consolidating these services, the LGU aims to significantly reduce the time and effort required for business owners to remain compliant.

The BPLO concluded the forum with closing remarks that reaffirmed the local government's dedication to supporting the growth of micro-businesses. By eliminating bureaucratic barriers and embracing digital transformation, Camalig continues to position itself as a progressive hub for local commerce and economic development.
