DOST-02 releases P0.5M to PLGU-Quirino

DIFFUN, Quirino, Dec. 3– The Department of Science and Technology RO-2 released a 0.5M fund to PLGU-Quirino last September 25, 2013. This is in response to the request of PLGU-Quirino and Quirino State University to avail of financial assistance under the DOST Grant-in-aid (GIA) program.

The said fund will be used for the conduct of “Feasibility Study on Corn and Cassava Starch Production in the Province of Quirino”.

Governor Junie E. Cua, chose Quirino State University to be the implementer of the said project because QSU has been involved in researches and conduct of feasibilities.

The economy of Quirino is basically agriculture-base. Currently, an approximate area of 41,812 hectares is used for rice, corn, banana, sweet potato, cassava and other root crops production.

Corn, a major crop in Quirino is mainly used as feed ingredients by feed mill in Luzon. Cassava which is planted in about 360 hectares is used as substitute for corn as feed ingredient. However these two (2) crops can be used to manufacture higher value products such as starch.

The Provincial Government is looking into the feasibility of venturing into cassava and corn starch production. They are looking into the possibility of developing more or less 27,850 hectares of open/grasslands in the province into cassava production. The cassava is known to perform well even under unfavorable growing condition such as drought and poor soil. Currently, the Provincial Agriculture Office and Abrasa Multi-Purpose Cooperative are supervising an estimated area of 305 hectares and 284 hectares respectively of cassava.

If this project should push through, it will create livelihood and employment to local people as well as bring tax revenue to the province. This is why the conduct of a feasibility study is important to generate information that will serve as basis whether the project can be a successful venture.

Scheduled power interruption entire province of Nueva Vizcaya, Ifugao, Quirino and parts of Isabela

The National Grid Corporation of the Philippines (NGCP) serves notice of the scheduled shutdown of the following transmission facilities:

Date: 23 October 2013

Time: 2:00 AM – 5:00 AM

Affected Distribution Utility: * entire franchise area of Nueva Vizcaya Electric Cooperative (NUVELCO), Ifugao Electric Cooperative (IFELCO), Quirino Electric Cooperative (QUIRELCO) and parts of Isabela Electric Cooperative I (ISELCO I)

Affected areas: * entire province of Nueva Vizcaya, Ifugao, Quirino and parts of Isabela (Santiago, Cordon, San Isidro, Echague, Jones, San Agustin, San Guillermo, Alicia, Angadanan, Luna, Cabatuan, Aurora, San Mateo and Cauayan).

Reason: Conduct of Blackstart Service Test of Binga Hydroelectric Power Plant.

(The said test will validate the capability of the plant to start from complete shutdown without the assistance from external power coming from grid. The provision of Blackstart service will enable the Northern Luzon Area Control Center to immediately restore power supply in Northern Luzon Sub-Grid during emergency situation.)

Normal operations will immediately resume after work completion. NGCP customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption.


*Specific cities and municipalities that may be affected by the power interruption are determined by the abovementioned Distribution Utility (DU), unless the activity will have an effect on the entire franchise area. The DU allocates the available power within its franchise area and implements the power interruption schedule among the end-users.

Quirino province all set for regional tourism assembly

CABARROGUIS, Quirino, Oct. 18 (PIA)— The provincial officials and the Provincial Tourism Council (PTC) here have assured that the province is now 100 per cent ready to host the 2013 Regional Tourism Assembly on October 20-21 at the New DepEd Conference Hall located at Gundaway here.

PTC chairperson Mary Ann E. Cua, who also heads the Regional Tourism Council (RTC) said the assembly will be graced by Secretary Ramon R. Jimenez, Jr. of the Department of Tourism.

Cua stressed that hosting a big event like the assembly is a great opportunity for the Quirinians to showcase their tourism potentials to the whole Cagayan Valley region.

“Provincial and municipal tourism council officers from the provinces of Cagayan, Isabela, Nueva Vizcaya and Quirino as well as the cities of Tuguegarao, Cauayan and Santiago are expected to attend the said assembly,” Cua said.

On the first day of the assembly, the delegates will take a guided tour to Oceana Gold Phils, Didipio Mining project, Tucod Waterfalls, Aglipay Caves and Campsite, Maddela Waterfalls, provincial capitol and other tourist destinations in the province.

The assembly proper will start at 8:30 in the morning of October 21 with the presentation of tourism best practices from the public sector by Cagayan board member and RTC press relation officer Maria Olivia B. Pascual.

Director Melvin B. Navarro of the Department of Public Works and Highways will also present the convergence projects of the DOT and DPWH.

After the presentations, the RTC will be electing its new set of officers for calendar year 2013-2015.

Other activities include the presentation of accomplishments by outgoing RTC chairperson Cua , regional tourism situationer by Dir. Blessida Diwa and the reports of the five provinces and three cities.

A press conference and cultural show will also be held after the program. (TCB-PIA 2, Quirino)
