PEACE GAINS IN CENTRAL LUZON: 115 WITHDRAW, 38 GUNS SURRENDERED

The Philippine National Police (PNP) reported that 115 individuals have formally withdrawn their support from a communist-linked group, while 38 fi****ms were voluntarily surrendered during a recent peace and reintegration activity in Central Luzon.

The development marks another step forward in the government’s intensified efforts to end local insurgency, aligned with the directive of President Ferdinand R. Marcos Jr. to strengthen peace and security through a whole-of-nation approach.

During the activity, participants publicly renounced their support for armed struggle and affirmed their commitment to live peacefully under the law. The turnover of fi****ms served as a clear sign of their decision to move away from violence and start anew.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., said the move reflects a growing trust of communities in government efforts.

“Ang ganitong hakbang ay malinaw na patunay na mas pinipili ng ating mga kababayan ang kapayapaan kaysa sa karahasan. This shows that our message is reaching the ground—that there is a better path forward,” he said.

He emphasized that the PNP will continue to support those who choose to return to the fold of the law.

“Hindi dito nagtatapos ang lahat. We will make sure they are guided, supported, and given opportunities to rebuild their lives. Peace is not just about laying down arms—it’s about giving people a real chance to move forward,” PGen Nartatez added.

Alongside the withdrawal activity, government agencies delivered basic services such as medical assistance and livelihood support to help reintegrate former supporters into their communities.

The PNP also reiterated its call to remaining members of armed groups to abandon violence and take advantage of government programs.

“Sa mga natitira pa, bukas ang gobyerno para sa inyo. Huwag nating sayangin ang pagkakataon para sa mapayapang kinabukasan. Violence only brings harm—not just to you, but to your families and communities,” PGen Nartatez said.

Authorities assured continued monitoring and community engagement to prevent a return to illegal activities, while strengthening programs that address the root causes of insurgency.

This accomplishment is in line with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, which highlights intelligence-driven and community-supported strategies in maintaining peace and order.

FOCUS CRIMES DOWN BY ALMOST 20% WITH SAFER CITIES PROGRAM IMPLEMENTATION; PRO3 RECORDS 56,016 VIOLATORS

Crime incidents in Central Luzon have significantly declined with the implementation of the Safer Cities Program which started on April 6, 2026, driven by intensified police visibility and consistent enforcement of local ordinances.

Based on data from the Police Regional Office 3 (PRO3), total crime incidents dropped from 2,884 cases recorded from March 11 to April 5, 2026, to 2,445 cases from April 6 to April 28, 2026—reflecting a decrease of 439 cases or 15.22%.

Similarly, focus crimes—composed of murder, homicide, r**e, physical injury, theft, robbery, and motor vehicle and motorcycle carnapping—also decreased from 228 cases to 183, marking a reduction of 45 cases or 19.74%.

PRO3 attributed the decline to sustained law enforcement operations, proactive community engagement, and the strengthened presence of police personnel in key areas across the region following the program’s rollout.

With the implementation of the program, PRO3 also recorded a total of 56,016 violators from April 6 to 28, 2026 through intensified enforcement of local ordinances.

The most common violations involved drinking and smoking in public places (15,300), curfew violations involving minors (12,624), and violations of city ordinances and traffic codes (15,658)—offenses that directly affect public order and discipline in communities.

Of the total, 17,410 violators were fined, while 38,606 were warned or released, reflecting a balanced approach that combines enforcement with community engagement. The operations also generated ₱6,842,764 in fines, reinforcing accountability and encouraging compliance.

PRO3 Regional Director PBGEN Jess B. Mendez emphasized that the Safer Cities Program provides a clear and effective framework in addressing public safety concerns.

“The Safer Cities Program of Secretary Jonvic Remulla gives us a clear framework—focused on visibility, consistency, and discipline in the community. These results show that sustained and strategic enforcement leads to safer and more orderly surroundings,” Mendez said.

He added that the initiative supports the direction of Chief PNP PGEN Jose Melencio C. Nartatez Jr. in strengthening proactive policing and ensuring that police presence is felt where it matters most.

“We are not just enforcing the law—we are influencing behavior and helping build a culture of responsibility. This is how we deliver service that is mabilis, tapat, at nararamdaman,” he emphasized.

PRO3 continues to sustain its operations in close coordination with local government units, particularly in high-density areas such as transport terminals, commercial centers, and other public spaces.

The continued decline in crime incidents, alongside intensified enforcement efforts, highlights the effectiveness of a coordinated, whole-of-government approach in promoting peace, order, and a better quality of life across Central Luzon.

Sa paggunita ng Araw ng mga Manggagawa, kinikilala ng Philippine National Police ang mahalagang ambag ng bawat Pilipinong manggagawa—ang tunay na lakas na nagpapatakbo sa ating ekonomiya at humuhubog sa kinabukasan ng ating bansa.

Ang paggawa ay hindi lamang hanapbuhay; ito ay dangal, sakripisyo, at pag-asa. Mula sa mga pabrika, opisina, lansangan, hanggang sa mga tahanan, ang bawat patak ng pawis ay pundasyon ng isang mas matatag at mas maunlad na Pilipinas.

Kasabay nito, nirerespeto at pinangangalagaan ng PNP ang karapatan ng mga manggagawa na magpahayag at magtipon nang mapayapa. Ang kapulisan ay naririyan hindi upang hadlangan ang tinig ng mamamayan, kundi upang tiyakin na ang bawat pagkilos ay ligtas, maayos, at may paggalang sa kapwa.
