𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄 𝐇𝐄𝐀𝐑𝐈𝐍𝐆 | 𝐌𝐚𝐲 𝟏𝟒, 𝟐𝟎𝟐𝟔

The Committee on Family, Women, and Children’s Welfare conducted a committee hearing on 𝐒𝐏 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞 𝐍𝐨. 𝟏𝟕-𝟎𝟓𝟓-𝟐𝟎𝟐𝟔, an ordinance authorizing the grant of immediate financial, medical, psychological, and other support assistance to victim-survivors of Sexual and Gender-Based Violence (SGBV) in the City of Butuan.

This proposed measure strengthens the City Government of Butuan’s commitment to uphold human dignity, protect the rights of women and children, and provide accessible, gender-responsive, and survivor-centered support systems for those affected by violence.

Anchored on national laws and international commitments on human rights and gender equality, the ordinance seeks to institutionalize an integrated and sustainable assistance program that ensures victim-survivors receive the care, protection, and support they deserve.

Together, we continue building a safer, more compassionate, and inclusive Butuan for all.

𝐇𝐮𝐦𝐚𝐧 𝐑𝐢𝐠𝐡𝐭𝐬, 𝐀𝐜𝐜𝐞𝐬𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐲, 𝐚𝐧𝐝 𝐈𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐞 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬, 𝐏𝐫𝐢𝐨𝐫𝐢𝐭𝐢𝐞𝐬 𝐢𝐧 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬

The local governance in Butuan City has reached a new milestone with the passage of 𝗦𝗣 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗡𝗼. 𝟭𝟳-𝟬𝟲𝟭-𝟮𝟬𝟮𝟲 . This legislation amends the existing Seal of Good Barangay Governance (SGBG) Program Ordinance to place a stronger emphasis on human rights. Under this updated policy is the 𝙚𝙨𝙩𝙖𝙗𝙡𝙞𝙨𝙝𝙢𝙚𝙣𝙩 𝙖𝙣𝙙 𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙖 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝙃𝙪𝙢𝙖𝙣 𝙍𝙞𝙜𝙝𝙩𝙨 𝘼𝙘𝙩𝙞𝙤𝙣 𝘾𝙚𝙣𝙩𝙚𝙧 (𝘽𝙃𝙍𝘼𝘾). This initiative ensures that barangays do not just manage administrative tasks but also actively respect, protect, and fulfill the rights of their constituents within their jurisdiction.

Furthermore, the ordinance updates the definition of Social Protection to be 𝙢𝙤𝙧𝙚 𝙞𝙣𝙘𝙡𝙪𝙨𝙞𝙫𝙚 𝙤𝙛 𝙫𝙪𝙡𝙣𝙚𝙧𝙖𝙗𝙡𝙚 𝙨𝙚𝙘𝙩𝙤𝙧𝙨 𝙞𝙣 𝙨𝙤𝙘𝙞𝙚𝙩𝙮. This includes ensuring that the poor, women, children, senior citizens, Persons with Disabilities (PWDs), and Indigenous Peoples (IPs) have proper access to justice, PhilHealth-accredited health services, and adequate representation in local councils. The law also mandates the provision of 𝙚𝙭𝙥𝙧𝙚𝙨𝙨 𝙡𝙖𝙣𝙚𝙨 𝙖𝙣𝙙 𝙧𝙖𝙢𝙥𝙨 𝙛𝙤𝙧 𝙋𝙒𝘿𝙨 𝙖𝙣𝙙 𝙨𝙚𝙣𝙞𝙤𝙧 𝙘𝙞𝙩𝙞𝙯𝙚𝙣𝙨 in barangay hall frontline services, in compliance with the Accessibility Law.

Through these reforms, the Butuan City government aims to transform every barangay into an effective sanctuary for the people, where public service is conducted with integrity and fair treatment for all.
