CHR SOCIOLOGY INTERNS MARK INTERNSHIP COMPLETION THROUGH COMMUNITY EMPOWERMENT AND HUMAN RIGHTS EDUCATION IN SIBAGAT, AGUSAN DEL SUR

As part of the culmination of their internship program, the Sociology student interns of Caraga State University (CSU) – Main Campus, in partnership with the Commission on Human Rights (CHR) Caraga Regional Office, successfully conducted a lecture activity entitled "From Awareness to Action: Understanding Human Rights and Legal Protection Against Violence" on 05 June 2026, at Barangay Poblacion, Sibagat, Agusan del Sur.

The activity aimed to strengthen community awareness of fundamental human rights, existing laws that protect individuals from violence and abuse, and the proper reporting and referral mechanisms available to victims and concerned citizens. Through interactive discussions and participatory learning activities, participants gained a deeper understanding of their rights and responsibilities in fostering a culture of respect, protection, and accountability.

Facilitated by the CSU Sociology interns as their culminating practicum initiative, the seminar served as a meaningful platform for translating academic knowledge into community-based advocacy, human rights education, and social development. It also reflected the interns' commitment to promoting human dignity and empowering communities through informed action.

With the support of the Barangay Poblacion Local Government Unit, the initiative sought to empower community members—particularly the youth—by equipping them with knowledge and awareness that contribute to building safer, more inclusive, and responsive communities.

This activity stands as a testament to the shared commitment of CHR Caraga and Caraga State University in advancing human rights education and nurturing future advocates dedicated to community service and social transformation.

🇵🇭 Ang Pilipinas ay kabilang sa mga bansang may pinakamasisikip na kulungan sa buong mundo.

Ang sobrang siksikan ay nagdudulot ng panganib sa kalusugan, kaligtasan, at dignidad ng mga nakapiit. Kapag kulang ang espasyo at serbisyo, mas tumataas ang panganib ng sakit, karahasan, at iba pang paglabag sa karapatang pantao.

Ang paggalang sa dignidad ng tao ay hindi nagtatapos sa likod ng rehas. Suportahan ang pagtatatag ng National Preventive Mechanism (NPM) upang matiyak ang mas makatao, ligtas, at makatarungang mga lugar ng detensyon.

CHR CARAGA BOOSTS DIGITAL READINESS WITH EGOVPH APP ORIENTATION

The Commission on Human Rights (CHR) Caraga conducted an orientation on the eGovPH App on 08 June 2026 at the CHR Regional Office, in partnership with the Department of Information and Communications Technology (DICT) Caraga.

The activity aimed to familiarize CHR Caraga personnel with the features and functions of the eGovPH App, the government's one-stop digital platform that streamlines access to public services. The orientation also highlighted the importance of digital transformation in promoting efficient, accessible, and citizen-centered governance.

The orientation also highlighted CHR's continuing commitment to digital transformation through its own online platform, MISMO (Management Information System Monitoring Outlet), where the public can conveniently submit complaints, requests for assistance, and other human rights concerns online through mismo.chr.gov.ph.

Through initiatives such as this, CHR Caraga continues to strengthen its commitment to innovation and public service excellence by embracing digital solutions that enhance service delivery and institutional efficiency.

Paano natin masisiguro na ang mga lugar ng detensyon ay ligtas, makatao, at may pananagutan?

Ito ang naging sentro ng “Kongreso Para sa Preso,” isang legislative dialogue na pinangunahan ng Commission on Human Rights (CHR) at House of Representatives - Committee on Human Rights, katuwang ang Embassy of the Kingdom of the Netherlands, noong 1 Hunyo 2026 sa House of Representatives sa Quezon City. Bahagi ito ng serye ng mga aktibidad sa ilalim ng Bantay Bilangguan, ang adbokasiya ng CHR para sa pagtatatag ng isang National Preventive Mechanism (NPM).

Sa talakayan, binigyang-diin ng mga kinatawan ng CHR na ang pagpapatibay ng batas para sa isang independent NPM ay mahalaga upang matugunan ang mga umiiral na legal at institusyonal na kakulangan, mapalakas ang mekanismo ng pangangasiwa sa mga lugar ng detensyon, at maisulong ang isang detention oversight na mas makatao at may pananagutan.

Ipinaalala ni CHR Chairperson Richard P. Palpal-latoc na bahagi ng obligasyon ng Pilipinas ang pagtatatag ng NPM matapos itong lumagda sa Optional Protocol to the Convention Against Torture (OPCAT) noong 2012. Samantala, binigyang-diin ni Commissioner Faydah M. Dumarpa na ang NPM ay magsisilbing isang independent at non-adversarial na mekanismo na nakatuon sa pag-iwas sa torture at iba pang anyo ng pagmamalupit sa mga taong nasa kustodiya ng gobyerno. Kasama rin sa delegasyon ng Komisyon si Executive Director Atty. Jacqueline Ann de Guia.

Ipinahayag naman ni Hon. Antonino B. Roman III, Vice Chairperson ng Committee on Human Rights, na ang pagpapatibay ng NPM Law ay isang mahalagang hakbang upang higit pang mapalakas ang proteksyon ng karapatang pantao sa bansa. Dumalo rin sina Rep. Sarah Jane I. Elago, Rep. Renee Louise M. Co, Rep. Jonathan Keith T. Flores, Rep. Ricardo S. Cruz Jr., at Rep. Kenneth T. Gatchalian upang magpahayag ng kanilang suporta at pananaw hinggil sa panukalang hakbang.

Sa kasalukuyang ika-20 Kongreso, naghain sina Rep. Bienvenido M. Abante Jr. (HB No. 3047) at sina Rep. Rufus B. Rodriguez at Rep. Maximo B. Rodriguez Jr. (HB Nos. 6662 at 6666) ng mga panukalang batas para sa pagtatatag ng National Preventive Mechanism.

CHR CARAGA PROMOTES CHILDREN’S RIGHTS, READING, AND ONLINE SAFETY AT BRIGADA ESKWELA 2026

The Commission on Human Rights (CHR) Caraga Regional Office joined Brigada Eskwela 2026 through the Brigada Pagbasa Program at Butuan City Integrated School in Taguibo, Butuan City.

Represented by Mr. Oliver O. Salino, Atty. Joyce Ann P. Adlawan-Nollora, and Ms. Rhea Mae Estrada, CHR Caraga engaged Grade 12 students in an interactive storytelling session on the Rights of the Child and distributed Information, Education, and Communication (IEC) materials on children’s rights, mental health awareness, and Online S*xual Abuse and Exploitation of Children (OSAEC).

The team also donated bond paper to support school learning activities. Through the initiative, CHR Caraga reaffirmed its commitment to promoting children’s rights, strengthening awareness on mental health and online safety, and supporting safe, inclusive, and rights-based learning environments.

Pride Without Prejudice: CHR Calls for Stronger Protection of LGBTQIA+ Rights

The Commission on Human Rights (CHR) joins the nation in celebrating Pride Month 2026, and stands in solidarity with the Le***an, Gay, Bis*xual, Transgender, Q***r, Inters*x, As*xual, and more ( LGBTQIA+) community. Pride Month is not only a celebration of diversity; it is also an affirmation of the right of every person to be recognized, respected, and treated equally, regardless of s*xual orientation, gender identity, gender expression, or s*x characteristics. It is a reminder that human rights begin with the recognition of our shared humanity and the equal worth of every individual.

As the country’s Gender Ombud, the CHR recognizes the progress made by local government units, schools, and workplaces and other institutions that have adopted gender-inclusive policies and practices. We welcome the growing number of local government units that have enacted Anti-Discrimination Ordinances, as well as initiatives that promote inclusive workplaces, accessible services, and safer spaces for persons of diverse s*xual orientations, gender identities and expressions, and s*x characteristics (SOGIESC).

While these developments are encouraging, significant challenges remain. Many LGBTQIA+ Filipinos continue to experience discrimination, harassment, exclusion, and unequal treatment in various aspects of life. Cases involving the profiling and harassment of transgender persons in public spaces, denial of benefits for same-s*x partners, discriminatory hiring practices, and other forms of prejudice underscore the urgent need for stronger and more consistent legal protection.

In this regard, the CHR strongly urges policymakers to prioritize the passage of the S*xual Orientation, Gender Identity, Gender Expression, or S*x Characteristics Equality Bill and the Comprehensive Anti-Discrimination Bill. These measures are critical to institutionalizing protection against discrimination and ensuring that all persons can participate fully in society and access their rights without fear, invisibility, or exclusion.

The CHR likewise emphasizes that equal employment opportunities must be upheld in both the public and private sectors. Employment, education, healthcare, and public services should be accessible to all on the basis of fairness, merit, and respect for human dignity, free from prejudice and discrimination.

We commend the civil society organizations, advocates, educators, community leaders and young people who continue to advance awareness, mental health support, inclusion and dialogue. We likewise call on the public to reject stigma, hate speech, misinformation, and all forms of discrimination that undermine social cohesion and human dignity.

CHR reaffirms its commitment to uphold, promote and protect the human rights of all, particularly those who continue to face marginalization and exclusion. A truly inclusive society is one where every person is recognized for who they are, treated with dignity and respect, and able to live openly, safely, and equally. Recognition is not a privilege granted by society—it is a reflection of the inherent dignity and humanity that every person possesses.

Pride has no prejudice, and neither should our laws, institutions, and communities.

Sino ba ang unang nagturo sa atin kung paano tumayo kapag nadapa, mangarap nang mas mataas, at magpatuloy kahit mahirap? Madalas, sila ang ating mga magulang at mga taong tumayong magulang sa ating buhay.

Sa pagdiriwang ng Global Day of Parents, kinikilala ng Commission on Human Rights ang mahalagang papel ng mga magulang at tagapag-alaga sa paghubog ng mga bata, pamilya, at komunidad. Sa kanilang pag-aaruga, paggabay, at walang sawang pagsasakripisyo, mas nagiging matatag at makatao ang ating lipunan.

Ngunit alam nating hindi madaling maging magulang. Hindi ito responsibilidad na dapat pasanin nang mag-isa. Kailangan nila ng suporta mula sa pamahalaan, komunidad, paaralan, at iba pang institusyon upang matiyak na ang bawat bata ay lumalaki sa isang ligtas, mapagmahal, at makataong kapaligiran.

Ngayong araw, magpasalamat tayo sa mga magulang at sa lahat ng tumatayong ilaw at gabay sa ating buhay.
