SENATE OKs RESO TO RESTORE 35% RICE TARIFF, PROTECT FARMERS' LIVELIHOODS

The Senate on Wednesday, October 1, unanimously adopted Resolution No. 29, urging the Executive Department to reinstate the 35-percent Most Favored Nation (MFN) tariff on imported rice.

In the resolution, the chamber said restoring the tariff rate — which was lowered to 15 percent under Executive Order No. 62 in 2024 — is vital to stabilizing domestic rice prices, recover government revenue, and protect the livelihood of over 3.4 million Filipino farmers.

The measure, introduced by Sen. Kiko Pangilinan, Chairperson of the Senate Committee on Agriculture, Food, and Agrarian Reform, and Senate Majority Leader Migz Zubiri, cited data showing rice imports surged despite the reduced tariff, while palay farmgate prices plunged by more than 30 percent. The Bureau of Customs also reported revenue losses of at least ₱27.23 billion since the tariff cut.

Sponsoring the resolution, Pangilinan warned that 1.23 million agricultural jobs had already been lost due to the policy, which failed to significantly reduce rice prices for consumers.

Backing the measure, Sen. Erwin Tulfo lamented the plight of farmers and proposed restoring the National Food Authority's regulatory powers over rice importation to help stabilize local supply and prices.
