WCPC Rescues Minor Victim in Anti-OSAEC Operation in Cebu
Cebu City – The Philippine National Police-Women and Children Protection Center (PNP–WCPC) successfully conducted an Anti-OSAEC Rescue Operation under COPLAN VFU 2025-14 on August 29, 2025, at Sitio Sun-Ok, Brgy. Ibabao, Cordova, Cebu, which led to the rescue of an 8-year-old girl.

The operation stemmed from a proactive investigation by the Visayas Field Unit (VFU), which led to the discovery of a minor female victim allegedly exploited by her aunt, who facilitated her online sexual abuse in exchange for monetary gain.
The rescue was carried out by the WCPC-VFU led by PCOL ALADDIN E DINGAL, Chief, VFU, under the overall supervision of PBGEN MARIA SHEILA T PORTENTO, Acting Chief, WCPC, in coordination with the Cordova Municipal Police Station and DSWD Field Office VII (DSWD FO7).

The minor was immediately turned over to the Center for Women and Children, DSWD FO7, Barangay Carreta, Cebu City, for protective custody and necessary intervention.

PBGEN PORTENTO emphasized that the successful operation underscores the PNP–WCPC’s unwavering commitment to protect children from online sexual abuse and exploitation, ensuring that offenders are held accountable through proactive and victim-centered efforts. She further noted that penalties for OSAEC and CSAEM offenses may include life imprisonment and fines of up to ₱5 million, depending on the gravity of the crime.

The WCPC maintains a 24/7 official page where the public can report incidents of online sexual abuse and exploitation of children. Individuals with information that may aid in the rescue of victims or the investigation of offenders are urged to immediately contact the PNP Women and Children Protection.

From 2014 to 2018, PMAJ Elmira Relox served as the Provincial Women and Children Protection Desk Officer in Tawi-Tawi, where her leadership transformed the region's response to human trafficking. She developed critical tools such as the Human Trafficking Route Map and the Trafficking In-Person (TIP) Take-In Form, enhancing the identification of trafficking routes and victim profiles, leading to more efficient rescue operations. Her efforts resulted in 185 operations, the rescue of 1,347 victims, and the apprehension of numerous suspects. She also led the PNP’s involvement in the One Stop Processing Center for Filipino deportees from Sabah, ensuring their safety and access to essential services.

Her leadership extended to international trafficking investigations, coordinating with global law enforcement to support Filipina victims in Malaysia. She established a shelter for abused women and children in Tawi-Tawi and, as Chief of Police of Tandubas, launched “Peaceful Beginnings” to curb gun violence through voluntary firearm surrender. Her work built lasting systems, deepened community trust, and continues to inspire anti-trafficking and human rights efforts today.

The INTERPOL Global Outreach and Regional Support (GORS) conducted a comprehensive National Central Bureau (NCB) Quality Standard Visit (QSV) to NCB Manila, with the objective of assessing compliance with INTERPOL's stringent quality standards, enhancing operational effectiveness, and promoting best practices in international police cooperation.
In a show of collaborative support, the WCPC, as a key member of the INTERPOL NCB, participated in the visit on August 5, 2025 at Camp Crame, Quezon City. The visit facilitated in-depth discussions on emerging crime trends, security priorities, best practices, and challenges, ultimately aiming to fortify the partnership between the Philippine National Police (PNP) and INTERPOL NCB.
By fostering stronger ties and cooperation, the visit sought to strengthen the mission to protect and rescue vulnerable children from abuse and exploitation.
