BONGABON, NUEVA ECIJA โ September 14, 2026 โ The 12th Sangguniang Bayan of Bongabon convened its 57th Regular Session on Monday, September 14, 2026, at the Sangguniang Bayan Session Hall, presided over by Municipal Vice Mayor Christian P. Binuya.
The session proceeded with the usual order of business, including the approval of the minutes of the previous session, acknowledgement of guests and visitors, communications and correspondence, and the Privilege Hour, where members of the Sanggunian may raise matters concerning public interest.
Under Unfinished Business, the Sanggunian continued its consideration of the proposed Speed Limit Ordinance sponsored by SB Member Mylene M. Ruz and previously referred to the Committee on Transportation.
Also included was the proposed ordinance establishing the โPlastic Waste for Rice Programโ in the Municipality of Bongabon, Nueva Ecija, sponsored by SB Member John Marvin B. Ronquillo and referred to the Committee on Environment. The proposed measure seeks to encourage the collection and recovery of recyclable plastic waste by providing incentives through an exchange-for-rice program, with corresponding guidelines and funding provisions for its implementation.
Under Committee Reports, several measures were presented following committee hearings conducted on September 10, 2026.
Among these was the proposed ordinance establishing a unified procedure for the processing of applications for land reclassification in Bongabon, in accordance with the approved Municipal Comprehensive Land Use Plan and other applicable laws. The measure was sponsored by SB Member Melodie G. Dela Cruz and referred to the Committee on Land Use and Zoning.
The proposed Municipal Annual Budget for Calendar Year 2027, sponsored by SB Member Mylene M. Ruz and referred to the Committee on Appropriation, was likewise included in the committee reports.
The Sanggunian also considered the proposed ordinance adopting the Local Agricultural and Fisheries Mechanization Plan of Bongabon for Calendar Years 2027โ2031, which was referred to the Committee on Agriculture.
Also reported was the proposed Anti-Road and Sidewalk Obstruction Ordinance covering Barangay Santor, which seeks to prohibit and penalize the placement of obstructions along public roads, sidewalks, and similar public passageways within the barangay. The measure was referred to the Committee on Public Safety.
For New Business, the Sanggunian took up the proposed ordinance officially adopting the corporate seal or logo of Barangay Bantug, Bongabon, and prescribing rules, guidelines, and penalties for its use, protection, and reproduction.
The Supplemental Budget No. 1 for Calendar Year 2026 of Barangay Sisilang amounting to โฑ35,000.00 was also included in the agenda.
The Sanggunian likewise considered a proposed resolution declaring September 25, 2026 as a Special Non-Working Holiday in the Local Government Unit of Bongabon, to be observed as โAraw ng Kawaniโ in connection with various activities of LGU employees in support of the 126th Philippine Civil Service Anniversary.
Another proposed resolution requested the Land Bank of the Philippines โ Palayan City Branch for the reactivation of the dormant account of the Local Government Unit of Bongabon with the Philippine Health Insurance Corporation under Account No. 4012101452.
