Work From Home Arrangement of Courts with Jurisdiction over Tagbina, Hinatuan, Bislig, and Lingig

Pursuant to Memorandum Circular No. 02-2026 issued by Chief Justice Alexander G. Gesmundo, the following Work-From-Home (WFH) and On-Site Work Arrangement shall be implemented:

RTC Branches 14 & 46 and 7th MCTC (Hinatuan-Tagbina)
📍 (Located in the same Hall of Justice Building)
• WFH: Monday
• On-site: Tuesday to Friday

RTC Branch 29, RTC-Office of the Clerk of Court, and MTCC (Bislig-Lingig)
• On-site: Monday to Thursday
• WFH: Friday

Branch 29, OCC, and MTCC
• WFH: Monday
• On-site: Tuesday to Friday

Branches 14, 46, and 7th MCTC
• On-site: Monday to Thursday

This alternating schedule will continue every week.

All scheduled hearings and court sessions will proceed as scheduled. If the court is on WFH during a scheduled hearing, the Rules on Video Conference Hearings will be adopted.

On behalf of our Presiding Judge Hon. Kim E. Ortiz-Liquido and the attending members of the Judiciary, Prosecutor's Office and PAO , express our sincere appreciation to Florencio C. Garay for presiding over the recent Management Committee Meeting and for giving due attention to matters affecting the welfare of our community, particularly the children in conflict with the law (CICLs).

We are grateful that the concern raised regarding the temporary rehabilitation center was acknowledged and treated with urgency. The commitment of the Management Committee to prioritize the operationalization of the Bahay Pag-asa reflects a shared dedication to restorative justice and child protection.

Our respective offices remains fully supportive of the City Government’s initiatives and stands ready to collaborate in ensuring that the Bahay Pag-asa will be functional, compliant with legal standards, and responsive to the developmental needs of the CICLs. We believe that through strong inter-agency coordination, we can provide these children with appropriate intervention, guidance, and opportunities for reintegration into society.

Before January comes to a close, we take a moment to look back on a truly fruitful and meaningful 2025 for Family Court Branch 14, Bislig City.

Throughout the year, the Branch actively carried out various activities, orientations, and seminars as part of our proactive judiciary approach—bringing the justice system closer to the people we serve. These initiatives extended beyond the courtroom and into the community, reinforcing our shared responsibility in protecting rights, promoting accountability, and ensuring rehabilitation and reintegration.

Among the activities conducted were jail visitations, handling and case management discussions on Children in Conflict with the Law (CICL) conducted in coordination with the Philippine National Police (PNP) and other partner agencies, as well as speaking engagements and information sessions on critical and timely issues such as the Safe Spaces Act, Violence Against Women and Children (VAWC), the OSAEC and CSAEM Law, and community-based drug rehabilitation–related matters. These engagements aimed to strengthen inter-agency coordination, enhance awareness, and ensure a child-sensitive, rights-based approach in the administration of justice.

These efforts were further reflected in the Branch’s performance outcomes, with the OPCR rating garnering an OUTSTANDING result and the successful conduct of Judgment Week, resulting in the total disposal of twenty (20) cases—a testament to the dedication, efficiency, and teamwork of the Court.

We also extend our sincere gratitude to our partner agencies and local government units (LGUs) for their unwavering support, collaboration, and trust—thank you for making the Court part of your activities and for working alongside us in these shared endeavors. Your cooperation plays a vital role in advancing a responsive, inclusive, and community-centered justice system.

Family Court Branch 14, Bislig City remains steadfast in its commitment to administer justice with compassion, integrity, and responsiveness—working hand in hand with our partners to build safer families and a stronger community.

In steadfast commitment to justice, dignity, and human rights, RTC Branch 14 stands as a beacon of protection for the vulnerable. This annual campaign is not merely an institutional activity but it is a resounding call to action. It reminds us of our collective duty to confront the shadows of abuse, silence, and suffering that countless women and children continue to endure.

As guardians of the law, we affirm our unwavering resolve to uphold the principles of compassion, accountability, and empowerment. Through intensified awareness, strengthened advocacy, and coordinated efforts within the justice system, we renew our pledge to create safer homes, safer communities, and a society where every woman and child can live free from fear, violence, and oppression.
