On September 2, 2026, Ms. Chenely Braceros, the newly appointed Court Psychologist, conducted her initial courtesy visit to key partner agencies in Bislig City. Accompanied by Ms. Sherylyn S. Consigna, Social Worker of the Regional Trial Court Office of the Clerk of Court (RTC OCC), she visited the City Social Welfare and Development Office (CSWDO), the Home for Girls in Bislig City, and the Public Attorney’s Office (PAO).
The courtesy visit served as an opportunity for Ms. Braceros to formally introduce herself and establish professional rapport with the officials and personnel of the respective offices. It also provided a venue to discuss the roles and functions of the Court Psychologist, strengthen inter-agency collaboration, and foster partnerships in the delivery of services to children, women, and other vulnerable sectors involved in court proceedings. The activity highlighted the importance of coordinated efforts among agencies in ensuring the protection, welfare, and access to justice of clients served by the judicial and social welfare systems.

Kini nga kalihokan gipangulohan ni Hon. Kim E. Ortiz-Liquido, uban ni Clerk of Court V Atty. Vivian M. Malazarte, kauban ang mga Court Social Workers nga sila Marimel Y. Dumaran sa RTC Branch 14 – Family Court ug Sherylyn S. Consigna sa RTC OCC.

Ang maong pagbisita adunay tumong nga makita ug masabtan ang kahimtang, serbisyo, ug mga programa nga gihatag sa mga residential care facilities alang sa mga kabataan. Importante kini aron mapalig-on ang koordinasyon tali sa hukuman ug sa mga institusyon nga nag-atiman sa mga bata, masiguro ang ilang kaayohan, ug maprotektahan ang ilang mga katungod.

Pinaagi sa maong lakang, mas napalalom ang pagsabot sa mga proseso sa rehabilitasyon, pag-atiman, ug reintegration sa mga kabataan ngadto sa ilang pamilya ug komunidad. Kini usab usa ka mahinungdanong oportunidad sa pagpaambit sa mga best practices ug paglig-on sa panagtambayayong sa pagsiguro nga ang interes ug kaayohan sa matag bata kanunay nga mahimong prayoridad.💙

Pursuant to Memorandum Circular No. 02-2026 issued by Chief Justice Alexander G. Gesmundo, the following Work-From-Home (WFH) and On-Site Work Arrangement shall be implemented:

📅 Starting March 9, 2026

RTC Branches 14 & 46 and 7th MCTC (Hinatuan-Tagbina)
📍 (Located in the same Hall of Justice Building)
• WFH: Monday
• On-site: Tuesday to Friday

RTC Branch 29, RTC-Office of the Clerk of Court, and MTCC (Bislig-Lingig)
• On-site: Monday to Thursday
• WFH: Friday

📅 Beginning March 16, 2026, the schedule will be reversed, as follows:

Branch 29, OCC, and MTCC
• WFH: Monday
• On-site: Tuesday to Friday

Branches 14, 46, and 7th MCTC
• On-site: Monday to Thursday
• WFH: Friday

This alternating schedule will continue every week.

All scheduled hearings and court sessions will proceed as scheduled. If the court is on WFH during a scheduled hearing, the Rules on Video Conference Hearings will be adopted.

On behalf of our Presiding Judge Hon. Kim E. Ortiz-Liquido and the attending members of the Judiciary, Prosecutor's Office and PAO , express our sincere appreciation to Florencio C. Garay for presiding over the recent Management Committee Meeting and for giving due attention to matters affecting the welfare of our community, particularly the children in conflict with the law (CICLs).

We are grateful that the concern raised regarding the temporary rehabilitation center was acknowledged and treated with urgency. The commitment of the Management Committee to prioritize the operationalization of the Bahay Pag-asa reflects a shared dedication to restorative justice and child protection.

Our respective offices remains fully supportive of the City Government’s initiatives and stands ready to collaborate in ensuring that the Bahay Pag-asa will be functional, compliant with legal standards, and responsive to the developmental needs of the CICLs. We believe that through strong inter-agency coordination, we can provide these children with appropriate intervention, guidance, and opportunities for reintegration into society.

Before January comes to a close, we take a moment to look back on a truly fruitful and meaningful 2025 for Family Court Branch 14, Bislig City.

Throughout the year, the Branch actively carried out various activities, orientations, and seminars as part of our proactive judiciary approach—bringing the justice system closer to the people we serve. These initiatives extended beyond the courtroom and into the community, reinforcing our shared responsibility in protecting rights, promoting accountability, and ensuring rehabilitation and reintegration.

Among the activities conducted were jail visitations, handling and case management discussions on Children in Conflict with the Law (CICL) conducted in coordination with the Philippine National Police (PNP) and other partner agencies, as well as speaking engagements and information sessions on critical and timely issues such as the Safe Spaces Act, Violence Against Women and Children (VAWC), the OSAEC and CSAEM Law, and community-based drug rehabilitation–related matters. These engagements aimed to strengthen inter-agency coordination, enhance awareness, and ensure a child-sensitive, rights-based approach in the administration of justice.

These efforts were further reflected in the Branch’s performance outcomes, with the OPCR rating garnering an OUTSTANDING result and the successful conduct of Judgment Week, resulting in the total disposal of twenty (20) cases—a testament to the dedication, efficiency, and teamwork of the Court.

We also extend our sincere gratitude to our partner agencies and local government units (LGUs) for their unwavering support, collaboration, and trust—thank you for making the Court part of your activities and for working alongside us in these shared endeavors. Your cooperation plays a vital role in advancing a responsive, inclusive, and community-centered justice system.
