During the 67th Regular Session on October 27, 2026, Councilor Vic Alvar delivered a privilege speech requesting funding for the implementation of the Master Drainage Plan in the City of Bisligβa vital step toward solving the city's flooding problem.
For decades, low-lying areas in Bislig City have faced recurring flash floods and severe waterlogging during heavy rains, disrupting local commerce, damaging infrastructure, and threatening public safety. The implementation of the Master Drainage Plan marks a major turning point in the cityβs urban resilience strategy.
βOnce fully realized, the plan will establish a modernized network of high-capacity subterranean culverts, engineered outfalls, and widened natural waterways designed to channel runoff efficiently into coastal outlets. By preventing water retention in high-risk zones, the initiative will:
βProtect Communities & Vulnerable Households: Protect residential districts from structural flood damage, reducing displacement, health risks from waterborne illnesses, and recurring financial losses for local families.
βSustain Economic Activity: Ensure that key commercial routes and agricultural transport links remain passable during peak rainfall, keeping local trade and daily commutes uninterrupted.
βEnhance Urban Growth: Provide a stable, flood-resilient environment that encourages long-term real estate investment, commercial expansion, and sustainable infrastructure development throughout the city.
βThrough this comprehensive engineering solution, Bislig transitions from reactive disaster response to proactive climate resilience, safeguarding both its citizens and its economic future.
