Hon. Richard D. Wacnisen, Indigenous Peoples Mandatory Representative (IPMR) of the Municipality of La Trinidad, was among the awardees during the first-ever Indigenous Peoples Mandatory Representatives (IPMRs) Day of Benguet, held on August 21, 2026, at the Benguet Sports Complex.

He received the Outstanding Indigenous Peoples Mandatory Representative (IPMR) Award in recognition of his exemplary leadership, dedicated service, and meaningful representation of the Indigenous Peoples of La Trinidad.

As he continues to serve, Hon. Wacnisen remains committed to upholding the rights, welfare, cultural heritage, and development of Indigenous Peoples, while ensuring that their voices, concerns, and aspirations are heard and represented in local governance.

This recognition reflects his continued dedication to meaningful representation and to advancing the welfare and interests of the Indigenous Peoples of La Trinidad.

🚨 STATE OF CALAMITY DECLARED IN LA TRINIDAD, BENGUET

The Sangguniang Bayan of La Trinidad has declared a State of Calamity through Resolution No. 374-2026 due to the adverse impacts of the combined effects of Tropical Cyclones Luis and Maymay, the Enhanced Southwest Monsoon (Habagat), and African Swine Fever (ASF).

The declaration will facilitate immediate response, relief, rehabilitation, and recovery efforts for affected communities.

📌 HIGHLIGHTS OF TODAY’S AGENDA

33rd Regular Meeting of the Sangguniang Bayan of La Trinidad

The Sangguniang Bayan of La Trinidad, Benguet deliberated on various matters concerning infrastructure, disaster response, local legislation, public services, finance, and community development.

🔹 CONSULTATION HOUR

Representatives from concerned agencies and service providers addressed matters of public concern, including:

• National Food Authority (NFA) – Rice Procurement for the Calamity/Relief Program

• Department of Public Works and Highways (DPWH) – Bolo Creek and Benguet–Nueva Vizcaya Road

• PLDT and Converge – Dangling Wires and Leaning Posts

🏛️ KEY MATTERS

🔹 La Trinidad Infrastructure Project Monitoring Council (LTPMC)

The Sanggunian considered the proposed ordinance on its third and final reading, establishing the LTPMC, including its composition, functions, and funding.

🔹 Support for Vegetable & Cutflower Farmers

The Sanggunian considered on third and final reading the proposed amendments to Ordinance No. 24-2020 concerning the support program for La Trinidad vegetable and cutflower farmers affected by oversupply and non-demand.

🔹 Proposed Declaration of State of Calamity

The Sanggunian considered the MDRRMC recommendation for the declaration of a State of Calamity in La Trinidad due to the combined impacts of Tropical Cyclones Luis and Maymay, enhanced Southwest Monsoon, and African Swine Fever (ASF).

💰 BUDGET & DEVELOPMENT

🔹 ₱304.731 Million Supplemental AIP No. 1, CY 2026

The Sanggunian deliberated on the Supplemental Annual Investment Program.

🔹 ₱304.730 Million Supplemental Budget No. 1, CY 2026

The Sanggunian considered the proposed Supplemental Budget under the General Fund and Economic Enterprises.

🔹 ₱1 Million Road Improvement

The Sanggunian considered the committee report concerning the realignment of ₱1 million for the improvement of the road at Upper Riverside, Barangay Ambiong.

🤝 PARTNERSHIPS & PUBLIC SERVICES

The Sanggunian considered various agreements involving:

• NFA – Rice purchase for the calamity relief program

• CIG-AFP – Fuel assistance

• Maya Philippines – Digital and card payments

• DSWD-CAR – Utilization of a portion of the DSWD Regional Warehouse

• Philippine Mental Health Association-Cordillera Chapter – Neuropsychiatric education, evaluation, and assessment

• Student training and industry immersion programs

• Dap-ayan Mural Project

📜 NEW PROPOSED LEGISLATION

Among the measures taken up for first reading were proposed ordinances on:

🔸 Regulation of fundraising and solicitation activities for medical assistance, disaster relief, charitable purposes, and community advocacy programs; and

🔸 Uniform guidelines for the designation, qualifications, selection, and training of Barangay VAWC Desk Officers in the municipality’s 16 barangays.

🏘️ OTHER SIGNIFICANT MATTERS

The agenda also included the proposed acquisition of the 219-square-meter property in Shilan presently occupied by the Shontog Day Care Center, land reclassification applications in Poblacion and Ambiong, and a proposed resolution allocating ₱330,036.00 for unfunded Personal Services requirements.

The Sangguniang Bayan remained committed to responsive legislation, meaningful consultation, and sound decision-making in addressing the needs and concerns of the people of La Trinidad.

The Human Resource Management Office (HRMO), headed by Ms. Imelda Obidos, conducted an orientation-workshop on the Strategic Performance Management System (SPMS) and the preparation of the Office Performance Commitment and Review (OPCR) and Individual Performance Commitment and Review (IPCR) for newly appointed employees.

Before the program formally commenced, Municipal Councilor Atty. Bartolome Baldas Jr., Chairperson of the Committee on Personnel, delivered an inspiring message to the newly appointed employees of the Municipality of La Trinidad.

In his message, he emphasized that public service is both a privilege and a challenge. He reminded everyone that their work is not merely about fulfilling responsibilities but about serving the people with humanity, compassion, and love.

He also encouraged the employees to remain dedicated and committed to their work, step out of their comfort zones, and go beyond the limits of their job descriptions in delivering genuine and meaningful public service.
